Les personnels enseignants et hospitaliers, soixante ans après l'ordonnance de 1958 : propositions d'évolution
S’inscrivant dans la réflexion en cours lancée par les deux ministres en novembre 2017 à l’occasion du soixantième anniversaire des ordonnances de 1958, la mission d’inspection générale consacrée aux personnels enseignants et hospitaliers des centres hospitaliers et universitaires (C.H.U.) a choisi de réaliser un état des lieux du sujet aussi complet que possible. Elle traite, dans sa globalité, la question du statut et des modalités de gestion des différentes catégories de personnels hospitalo-universitaires de médecine, de pharmacie et d’odontologie, mais également la problématique de l’attractivité des carrières et des disciplines ainsi que le rôle et les modalités de coopération entre les différents acteurs universitaires et hospitaliers, au niveau national et local. Sur la base d’un constat étayé par de nombreux entretiens et par des comparaisons avec les dispositifs étrangers, le rapport conjoint IGAENR-IGAS formule un ensemble de propositions, qui ont toutes pour objectif d’améliorer l’attractivité de la carrière hospitalo-universitaire, de donner aux personnels enseignants et hospitaliers les moyens d’accomplir les missions dont ils sont chargés et de renforcer la coopération entre les acteurs universitaires et hospitaliers.
