Comment des entreprises sociales particulières, les structures de l’insertion par l’activité économique (SIAE), remplissent-elles leur mission d’accompagnement et de réinsertion de publics en difficulté tout en réalisant une activité de production au sein d’un environnement économique plus ou moins concurrentiel ?
L’IAE est un dispositif de politique de l’emploi spécifique encore rarement étudié destiné à un public qui ne pourrait intégrer directement une mesure de politique de l’emploi plus « classique ». À partir de l’enquête menée par la Dares en 2012 auprès des responsables de SIAE, une typologie des structures selon leurs stratégies de formation et d’accompagnement est réalisée.
Au 31 décembre 2013, 14 % des bénéficiaires de minima sociaux ont un emploi salarié. Parmi eux, deux sur cinq sont en contrat à durée indéterminée (CDI) et 8 % bénéficient d’un emploi aidé.
Les salariés percevant l’allocation aux adultes handicapés (AAH) travaillent, pour deux tiers d’entre eux, à temps complet, principalement dans les établissements et services d’aide par le travail (ESAT). À l’inverse, seul un tiers des salariés bénéficiaires du revenu de solidarité active (RSA) socle et de l’allocation de solidarité spécifique (ASS) travaillent à temps complet. Du fait notamment de la forte part des ouvriers et des employés (90 % au total) parmi les bénéficiaires de minima sociaux salariés, le salaire horaire médian des bénéficiaires de minima sociaux salariés en milieu ordinaire est inférieur de près de 3 euros à celui de l’ensemble des salariés (8 euros contre 11 euros net par heure).
