Loi Fioraso: Le Déaut réplique

Par Sylvestre Huet. La loi Fioraso oublie le rapport Le Déaut!, déclarait le Sncs-FSU. Le député PS Jean-Yves Le Déaut, vice-président de l'Office parlementaire des choix scientifiques et techniques (OPECST) n'est pas d'accord avec cette affirmation. Il vient de publier un texte où il soutient le projet de loi et assure que ce dernier est en phase avec son rapport.
Autrement dit, la tentative d'insérer un coin entre les deux socialistes - la ministre Geneviève Fioraso et Jean-Yves le Déaut - afin d'obtenir un infléchissement du texte lors de la discussion parlementaire semble avoir échoué. Et le Parti socialiste semble vouloir assumer son désaccord de fond avec les mobilisations de 2009 et leurs animateurs, dont certains étaient et sont toujours membres de ce parti, voire élus. Rückmeldegebühr: Geld-zurück-Garantie für Tausende Studenten

Berliner Alt-Studenten dürfen jubeln. Semester für Semester zahlten sie Gebühren, die laut Verfassungsgericht unrechtmäßig waren. Die Landesregierung prüfte und sagt jetzt: Wer zu viel gezahlt hat, soll sein Geld wiederbekommen.
Jahrelang haben Berliner Studenten zu Unrecht Rückmeldegebühren gezahlt - das Geld können sie jetzt zurückfordern: Der Berliner Staatssekretär Knut Nevermann schrieb in einem Brief an die Hochschulleitungen, er sei "nach eingehender Prüfung der Rechtslage" zu dem Ergebnis gekommen, dass den Studenten eine Rückerstattung zusteht, berichtet der Berliner "Tagesspiegel".
Bereits im vergangenen November hatte das Bundesverfassungsgericht die Berliner Gebühren als verfassungswidrig eingestuft. Der Grund: Zwischen den Wintersemestern 1996/97 und 2004/05 forderten Berliner Hochschulen 100 DM, später 51,13 Euro, bei jeder Rückmeldung. Solche Gebühren erheben zum Semesterstart zwar die meisten deutschen Hochschulen, dort heißen sie aber allgemeiner Verwaltungsgebühr oder -beitrag. Mehr...

Warum Kapitalismus in der Wissenschaft nicht funktioniert

Der Wettbewerb um Fördergeld soll deutsche Unis verbessern. Das funktioniert aber nicht, sagen Kritiker. Denn paradoxerweise profitieren nur die guten Hochschulen. Was passieren kann, wenn Forschungsgelder nach dem "Leistungsprinzip" verteilt werden, rechnet der Präsident Bernd Kriegesmann von der Westfälischen Hochschule gerne vor. Seit 2005 ist sein Haushaltsbudget um zwölf Millionen Euro gesunken. Allerdings nicht, weil die Fachhochschule in Gelsenkirchen schlecht gewirtschaftet hätte. "Wir haben unsere Absolventenzahlen sogar um 90 Prozent gesteigert", sagt Kriegesmann. Sein Pech war, dass andere Hochschulen, besonders im Raum Münster und Bonn-Rhein-Sieg, noch mehr Output hatten. Professoren protestieren gegen Sponsoring von Unis

27 europäische Professoren fordern ein Ende der Kooperationen zwischen Wirtschaft und Wissenschaft. Sponsoring gefährde die Freiheit der Universitäten, schreiben sie. Heute, wo Kooperationen zwischen Privatwirtschaft und staatlichen Universitäten auch in Europa schon fast zum Normalfall geworden sind, muss man wieder einmal grundlegende Fragen stellen: Was ist eine Universität? Welche Funktion hat eine Universität in der Gesellschaft?
Universitäten sind aus der Idee entstanden, der freien Forschung, Bildung und Lehre einen geschützten und nicht käuflichen Ort zu schaffen. Sie dienen dem Wohl der Gemeinschaft und werden auch von der Gemeinschaft getragen. Direkt verbunden mit dieser Gründungsidee ist das wissenschaftliche Ethos, das den besonderen Ort »Universität« frei hält von politischen, ideologischen oder ökonomischen Verwertungsinteressen. Publication Focusing on Higher Ed in Middle East to Launch

By Julia Lawrence.The Middle East has a long and illustrious tradition of education, but that has not been in evidence in the region since at least the collapse of the Ottoman Empire during the First World War. Now, Salah Khalil, head of the London-based charity the Alexandria Trust, hopes to return some of that luster to the area by promoting higher education culture in the Arab region.
As part of the effort, Alexandria Trust is launching a new magazine devoted to covering the issues of higher education in the Middle East. Called Al Fanar – which means The Lighthouse in Arabic – the publication will get its official launch on March 3rd in Dubai. Read more...

Could Competency-Based College be the Future of Higher Ed?

Awarding credit based on experience outside the classroom isn’t a new concept for colleges and universities, but several schools around the country have now taken it to the next level — schools like the Thomas Edison State College in New Jersey which, according to The New York Times, will grant a student a degree without them ever having to take a Thomas Edison course.
Thomas Edison grants its students college credit for competence in a particular subject, not by how many hours they spend in lecture halls. Students can earn credits based on other university courses, on military training or even work experience. They take proctored exams at a testing center nearest to their home and should they pass, the course credit is awarded. Read more...

Funding graduate students

Free university education not just a francophone thing

By Nadia Hausfather. The two-day summit on higher education will end today, and yet even before it started, it appeared the governing Parti Québécois had already decided on the outcome. In recent weeks we witnessed a strange ballet. While higher-education minister Pierre Duchesne said free university education would not be discussed because it is a long-term “ideal,” not “possible” in the short term, Premier Pauline Marois pretended all possibilities would be explored; all along, though, the government was clearly aiming for indexation.
The Graduate Students’ Association (GSA) of Concordia University agrees with Duchesne (and the Liberal Party of the 1960s, which promised it) that free education is the ideal — but we think we should start working toward this goal now. Universities were the big losers in the summit on higher education

And their loss will ultimately be reflected in the quality of higher education to which Quebecers have access.
In some respects, and for some people, the much ballyhooed summit on higher education was indeed a success.
Others, however, were rightly left wondering whether the whole thing was anything more than a public relations exercise that served the interests of the government, but hardly anyone else’s. Read more...
