Les coûts cachés des regroupements

Projet de loi relatif à l’enseignement supérieur et à la recherche, dit projet Fioraso: document de 160 pages. Le chapitre II (articles 38 à 40) du titre IV (les établissements d’enseignement supérieur) porte sur la coopération et le regroupement des établissements. Il fixe trois statuts : la fusion, la communauté d’universités et établissements, le rattachement. Mais, il y a des exceptions!
Ces articles sont en effet précédés d’un article 35 qui précise la notion de Grand établissement, statut qui est maintenu. Ce n’est pas une surprise! « Feront partie de cette catégorie les établissements de fondation ancienne et présentant des spécificités liées à leur histoire ou dont l’offre de formation ne comporte pas la délivrance de diplômes pour les trois cycles de l’enseignement supérieur ». La loi oublie que l’université de Lorraine, résultat de la fusion des universités de Nancy 1, Nancy 2, Metz et de l’Institut national polytechnique (INPL), a statut de grand établissement (décret du 22 septembre 2011)! De même les Fondations de coopération scientifiques (FCS) sont maintenues.

Autonomy needed for Vietnam to have world-class universities

It should ensure independence for tertiary schools in addition to setting up centers of excellence, improving working conditions, offering competitive remuneration packages, and securing academic freedom, Professor Pierre Darriulat, a retired French astrophysicist with more than a decade of experience teaching physics in Hanoi, recently told University World News, a UK-based higher education news website.
Prof. Darriulat added that the Southeast Asian nation should take adequate advantage of qualified local young lecturers and Vietnamese talent living abroad for Vietnam to have excellent universities that can deliver an international-standard education. Read more...

Saudi Arabia begins graduate employment plan

The Saudi ghttp://al-shorfa.com/images/static_images/logo_en_GB.gifovernment's Human Resources Development Fund on Sunday (May 5th) started implementing a large-scale national programme to provide employment for graduates.
The "Jahiz" programme hopes to find work for 450,000 graduates of Saudi and international universities as part of a plan to facilitate access to jobs for graduates of both genders, Saudi Arabia's al-Riyadh daily reported.
The programme is being carried out with a number of government ministries and the kingdom's private sector, said the fund's deputy director Abdul Karim Bin Hamad al-Najdi. Read more...

UK universities are top choice for UAE students

http://www.menafn.com/images/inc_images/img_logo.gifDespite higher cost of living expenses and rising tuition fees, the United Kingdom is still one of the most popular education destinations for both Emirati and expatriate UAE students.
However, according to counsellors from British universities, the maximum number of enquiries are for medicine and engineering courses.
International Placewell Consultants (IPC), Gulf, organised a Higher Education Fair on April 27, 28 and 29 in Dubai, Sharjah and Al Ain respectively.
Top ranked universities from the United Kingdom, including Aston University, Cardiff Metropolitan University, Keele University, University of St. Andrews, and University of Sheffield among other universities participated in the fair.
Over 200 students participated in the fair in Dubai, alone. Read more...

Government to encourage more Japanese college students to study abroad

The Education Ministry said it will be doubling its study scholarships for the 2014 academic year to encourage more college students to pursue studies abroad. The reason for this is so that more workers and employees in Japan will have had international experience due to their studies. In 2010, only 58,000 Japanese students studied outside the country, a large decrease from the record high 83,000 during the 2004 academic year. This is largely due to the struggling economy which affected families and increased their financial burdens. Instead of pursuing further education abroad, students concentrated on finding jobs to help out their families. Read more...

The number of international students in the United States continued its steady climb in the 2011-2012 school year. The country welcomed 764,495 international students last school year – a record number and a nearly 6 percent increase over the previous year, according to a report by the Institute of International Education. The increase is fueled in part by a large influx of Chinese students, particularly at the undergraduate level. Scholarships from the Saudi Arabian government are also enabling Saudi undergraduates to arrive in the country in significant numbers. Read more...

Spooky Mooc will offer degree credits

Launch date set for the 2013 Times Higher Education 100 Under 50 rankings
