"Nouvel environnement pour la formation continue en France et en Europe", COLLOQUE FCU 2009

Strasbourg, "Nouvel environnement pour la formation continue en France et en Europe", tel est le thème du colloque annuel, les 24, 25 et 26 juin 2009, de la Conférence des Directeurs de Service Universitaire de Formation Continue.
Les acteurs de la formation continue universitaire sont et seront confrontés à d’importants changements agissant directement sur le développement de leur activité, sur sa place dans les établissement et sur son succès auprès des partenaires extérieurs :
. mise en application de la LRU et de ses texte réglementaires
. regroupements ou fusions d’université,
. réforme des dispositifs de la formation professionnelle
. poursuite du processus de Bologne
. et mise en oeuvre concrète des préconisations de la charte des universités européennes pour l’apprentissage tout au long de la vie.
Le colloque veut aider les participants à en prendre pleinement conscience, pour qu’ils se positionnent efficacement dans ces paysages nouveaux et conduisent les actions opportunes que les conférences et les échanges entre collègues pourront inspirer. Programme. Inscription.

Private Higher Education in Europe: Fact-Finding, Experiences, Pathways

Seminar: Business as unusual – Private Higher Education in Europe: Fact-Finding, Experiences, Pathways, Vienna, Austria, 7-8 May 2009.
Background and objectives of the seminar : The European quality assurance discussion is currently not focusing much attention on private higher education. At the same time, this sector - which is characterised by highly dynamic market-driven developments - poses a significant challenge for quality assurance. This seminar will explore the quite unhomogeneous sector of European private higher education and will present some examples of existing quality assurance practice. With a view to enabling mutual learning, a dialogue should be opened between quality assurance agencies, institutions, students and employers. A special feature of the seminar programme is the research-based analysis of European developments from an external viewpoint. The target group comprises representatives from quality assurance agencies, private and public higher education institutions, employers, students and public authorities/ministries.
Programme and registration : The PROGRAMME includes keynote addresses, fact-finding results, researched-based analysis, case studies and discussions. The seminar is free of charge. Places are limited and will be filled on a first come-first serve basis. The registration is open until 17 April 2009. Please note that registrations after this date cannot be accepted. Lifelong learning funding decisions faster

A recent modification to the procedural rules of the EU's programmes in the fields of lifelong learning, culture, youth and citizenship as well as the Erasmus Mundus programme, will help speed up the selection of projects qualifying for grants.
The European Parliament and the Council have amended the legal basis of the Lifelong Learning Programme, the Culture programme, the Youth in Action programme, the Europe for Citizens programme and the Erasmus Mundus programme so that decisions on the selection of projects can be put in practice more quickly and efficiently.
Many of the decisions to award EU-financing to projects under these programmes have so far been subject to an advisory procedure which involves the consultation of both the programme committees, made up of Member State's representatives, and of the European Parliament.
This process can take between two and three months. To reduce this delay and to speed up both the selections and the launching of EU-funded projects the Council and the Parliament have agreed that the Commission can take the decisions without this consultation. To ensure the transparency of the process, the Commission will inform the programme committee and the European Parliament of all awarded funding within two working days.
To make sure that the new procedures work effectively, the Commission will report to the European Parliament and the Council on the impact of these new rules before June 2010. Source...

THE EUROPEAN QUALIFICATIONS FRAMEWORK LINKING TO A GLOBALISED WORLD

International conference "THE EUROPEAN QUALIFICATIONS FRAMEWORK LINKING TO A GLOBALISED WORLD", European Parliament, Brussels, 29-30 January 2009
The European Qualifications Framework (EQF) has been conceived as an instrument to promote internal mobility within the European single market in support of the goals of the Lisbon Strategy. However, the EQF does have the potential to connect with the international community outside of the EU by being parallel to developments elsewhere in the world. The first ever global conference on EQF conference to be held in the European Parliament on 29-30 January will explore this external dimension and provide an opportunity for exchanging views on different experiences of frameworks and to build partnerships with international stakeholders.
The conference is a collaborative activity of the European Training Foundation, Cedefop, and the Directorate General for Education and Culture of the European Commission. It supports the work of the European Qualifications Framework Advisory Group established by the European Council and the European Parliament to facilitate the implementation of the EQF. The Chair of the Employment and Social Affairs Committee of the Parliament, Mr. Jan Andersson, will host the conference at the European Parliament, and the conference is patronised by the EU Presidency of the Czech Republic.
By bringing together policymakers, officials and experts from across the world, this event will specifically consider the role that qualification frameworks based on learning outcomes can play in improving the transparency of qualifications in the context of increasing mobility, as well as looking at the implications of the EQF and national or regional qualification frameworks as international reference points. In doing so it will look further at the learning outcomes approach as a ‘common language’ for describing and comparing qualifications internationally and the EQF as a platform for dialogue on increased co-operation between national and regional qualifications systems.

Facing Global Challenges: European strategies for Europe’s universities 18-21 March 2009, Prague, Czech Republic

EUA’s 2009 Convention, hosted by Charles University Prague, takes place just before the formal launch of the European Higher Education Area in 2010 and at a time of reflection on the shape of the European Research Area in the next decade.
Specifically, the Convention is timed to take place:
• Just before the 2009 Bologna ministerial meeting that will map out the contours of the European Higher Education Area and define priorities for the Bologna Process in the decade to 2020, and
• When governments and stakeholders are being asked to comment on 5 Communications and/or Recommendations launched by the European Commission as a follow-up to the ERA Green paper consultation in 2007 that aim to shape the future development of the European Research Area beyond 2010.
The EUA Council will meet on Friday, 3 April 2009 to adopt the Prague Declaration which will then be transmitted to those present at the Bologna Ministerial meeting in Leuven/Louvain-la-Neuve, and to the European Commissioners responsible for higher education and research policy : The future of the Bologna Process post 2010.

EUA 2009 úmluvu, kterou pořádala Univerzita Karlova v Praze, se koná krátce před formálním zahájením Evropského prostoru vysokoškolského vzdělávání v roce 2010 a v době úvah o podobě evropského výzkumného prostoru v příštím desetiletí.
Konkrétně úmluvy je naplánováno tak, aby se konají:
• Těsně před 2009 Bologna ministerské setkání, které bude zmapovat kontury Evropský prostor vysokoškolského vzdělávání a definovat priority Boloňského procesu v desetiletí do roku 2020, a
• Je-li vlády a zainteresované strany jsou vyzvány k 5 o komunikace a / nebo doporučení, který zahájila Evropská komise jako následné-až ERA Zelená kniha konzultace v roce 2007, které se zaměřují na tvar budoucího vývoje Evropského výzkumného prostoru po roce 2010.
V EUA se sejde v pátek, 3. dubna 2009 přijmout deklaraci, která v Praze pak budou předány do těch přítomných na Boloňské setkání ministrů v Leuven / Louvain-la-Neuve, a na evropských komisařů odpovědných za vysokoškolské vzdělávání a výzkumu : o budoucnosti Boloňského procesu po roce 2010.

Future skill needs in Europe: synthesis report (Cedefop information series)

European cooperation on vocational education and training and lifelong learning made considerable progress this year, both in terms of implementing common European tools and in terms of political decisions. To all these developments, Cedefop provided background information, analysis, evidence and expertise. In particular, Cedefop provided the expertise for the Bordeaux Communiqué (Bordeaux Communique FR, EN), which outlines the direction cooperation on vocational education and training will take in the next two years, and the Council Resolution on lifelong guidance.

New and changing skill needs are challenges for policy-making to achieve wider social and economic objectives of cohesion and competitiveness in the European Union. Lack of information on future skill needs and new skills emerging has been a long-standing concern in Europe. The need to anticipate skills and occupational needs is a priority in the Maastricht and Helsinki communiqués (http://ec.europa.eu/; http://ec.europa.eu/), the integrated guidelines for employment for 2005-2008 (http://eur-lex.europa.eu/) the European Social Fund for 2008-2010 (http://eur-lex.europa.eu/), and the Social partners’ framework of actions for the lifelong development of competencies and qualifications (http://www.etuc.org/). The recently adopted Council resolution on new skills for new jobs (http://eur-lex.europa.eu/) draws attention to the practical steps that need to be taken in education and training to provide citizens with better opportunities to succeed on the labour market. The resolution singles out work done by Cedefop and its network Skillsnet as a major contribution to this process.
This publication presents – for the first time – a consistent and comprehensive medium-term forecast of employment and skill needs across the whole of Europe. It develops macroeconomic projections and alternative scenarios for each Member State and aggregate results at European level. It provides data on future employment developments by economic sector, occupation and qualification until 2015 and uses comparative data for all Member States.

Esigenze future in materia di competenze in Europa: relazione di sintesi.
Il Cedefop a condizione che la competenza per il rilascio di Bordeaux (Bordeaux Comunicato FR,IT), che delinea la cooperazione in materia di gestione e della formazione professionale avrà nei prossimi due anni, e la risoluzione del Consiglio sulla formazione di orientamento. La necessità di anticipare le esigenze professionali e di competenze è una priorità di Maastricht e di uscite di Helsinki (http://ec.europa.eu/; http://ec.europa.eu/), gli orientamenti integrati per l'occupazione per il periodo 2005-2008 (http://eur-lex.europa.eu/) il Fondo sociale europeo per il 2008-2010 (http://eur-lex.europa.eu/), e le parti sociali 'nell'ambito delle azioni per lo sviluppo permanente delle competenze e delle qualifiche (http://www.etuc.org/). La risoluzione del Consiglio di recente adozione di nuove competenze per nuovi posti di lavoro (http://eur-lex.europa.eu/) richiama l'attenzione sulle misure concrete che devono essere adottate in materia di istruzione e di formazione di fornire ai cittadini maggiori opportunità di successo sul mercato del lavoro.
Essa fornisce dati sui futuri sviluppi del lavoro per settore economico, l'occupazione e la qualificazione fino al 2015 e utilizza dati comparativi per tutti gli Stati membri.

37th EUCEN Conference: Transforming the University into a Lifelong Learning University, 26-28 March 2009, Leuven and Louvain-la-Neuve, Belgium
Rationale

University Lifelong Learning (ULLL) and University Continuing Education are emerging concepts and realities in European countries. As reported by the BeFlex report, the development of ULLL is slow: even if 56% of universities have a LLL policy or strategy, the implementation and the practice are complex and diverse.
How is it possible to change the current European universities into real Lifelong Learning Universities? How is it possible to evolve while keeping the main current strong points, like the research responsibility, the social and democratic roles?
Objectives
The main objectives of the conference are to design the future LLL University, to validate prospective views, to discuss the change strategy and to promote some emerging practices. The conference will disseminate the results of BeFlex Plus and discuss recommendations in the formulation, development and implementation of LLL at the European level, but also at the university level.
The conference, which is being held just before the meeting of the Bologna ministers in Leuven-Louvain in April 2009, is seeking to answer some of the many questions posed by the implementation of LLL universities. Recommendations and proposals will be formulated to the Ministers’ conference.
Content
The programme comprises presentations, workshops and a roundtable on how to transform our universities into LLL institutions, concerning 3 topics:

  • the strategy: possible approaches, economic models, values, organising and financing the transition process;
  • impacts on the structural, organisational and pedagogical aspects of the university;
  • the roles, needs and requirements of external stakeholders.
