Cedefop actively supports the development of lifelong learning strategies in Europe and the Member States.
The Centre monitors and reviews trends and policy developments that are related to lifelong learning. It provides policy-makers with data and analysis and offers opportunities for knowledge-sharing and best practice exchange in education and training.
Currently Cedefop focuses on lifelong guidance, validation of non-formal and informal learning, teachers and trainers in vocational pathways, apprenticeships, early leaving from education, and adult/work-based learning. In the recent past it has also studied ageing workers.

The projects:

1. Empowering young people

Lifelong learning begins in youth, and early leaving from education and training  has a negative effect on both education and employment. Cedefop is currently reviewing European and national strategies that aim to keep young people in education and training and lower the dropout rate. In recent years the value of apprenticeships in combating youth unemployment has come to the fore. The Centre, in cooperation with the Commission, is helping to create apprenticeship alliances across Europe. It is also preparing country reviews on apprenticeship.

2. Adult / Work-based Learning

The Adult / Work-based learning project monitors and reviews adult learning trends and policy developments  The focus is on how work-based learning help people develop the skills that give them greater chances of finding jobs and improving their careers.

3. Lifelong Guidance

Guidance and counselling should accompany learners and workers at every transition. The Lifelong guidance project reviews related policy and strategy developments in the Member States. It identifies successful initiatives and makes recommendations for future work in Europe and individual countries.

4. Validation of non-formal and informal learning

The project reviews trends in the field of Validation of non-formal and informal learning – i.e. of learning that takes place outside formal education and training bodies – and supports the development and implementation of validation systems in Member States.

5. VET Teachers and Trainers

The VET Teachers and Trainers project monitors trends affecting the roles, skills and training of teachers and trainers who work in vocational education and training, including adult learning and work-based training. The project promotes knowledge-sharing between practitioners and decision-makers and makes proposals on the professional development of vocational teachers and trainers.

The biggest challenge is knowing that scholarships exist for them. The first scholarship workshop I held in January 2013 for non-traditional students opened my eyes to what the general student population thought of when it came to scholarships. They thought they wouldn’t be eligible because they were non-traditional. … At [the University of Arkansas], we define non-traditional students a little differently than most higher education institutions. … We have no age minimum — you don’t have to be 25 and up. When I started this position three years ago, I wrote a very extensive proposal on how to serve our non-traditional students. We changed the definition of the non-traditional student [to include]: if you delayed enrolment after high school, you work part-time, you work full-time, you’re financially independent from your parents, you’re in the military, you’re first-generation, you’re already a parent. That makes them non-traditional. They don’t live in our residence halls. We are a metropolitan university; we only have 1,400 beds on campus but we have 12,000 students, so most of our student population is non-traditional given our definition of it. More...

The EU-funded project ‘Wider Benefits of Lifelong Leaning (BeLL)’ was launched in November 2011, coordinated by the German Institute for Adult Education – Leibniz Centre for Lifelong Learning (DIE). European universities, private and public research institutions as well as The European Association for the Education of Adults (EAEA) form part of the work group. BeLL is the first project to collect comparative data on individual benefits of liberal adult education from 10 European countries.
At a seminar in Bonn at the German Institute for Adult Education in January 2014, the main results of the project were presented to government officials, academics and representatives of international organisations. The results show that benefits of adult education include learning motivation, social interaction, general well-being and life satisfaction. The outcomes also confirm that liberal adult education not only benefits the learner but also the wider social context. The aim of the one-day meeting was to open a discussion about further data analysis possibilities and generate policy recommendations regarding the provision of non-formal adult education.
UIL’s participation also yielded proposals for the third Global Report on Adult Learning and Education (GRALE III), in terms of methodology, data analysis and the possibility of selecting ‘Wider Benefits’ as the next theme.

In December 2014 UNESCO Headquarters will host the 4^th World Forum on Lifelong Learning, entitled “ Lifelong Learning – Condition for Peace and Progress”.

A workgroup with representatives of the organising partners of the Forum has been created. It consists of the president of the Comité Mondial pour l’Apprentissage tout au long de la vie, Mr Yves Attou; UNESCO Assistant Director-General, Dr Qian Tang; Director of the UNESCO Institute for Lifelong Learning (UIL), Arne Carlsen; and the president of the International Council for Adult Education (ICAE), Mr Alan Tuckett.

The Forum will be organized around four themes:

1. Ensuring lifelong access to basic knowledge for all
2. Developing people-centred learning communities
3. Promoting health throughout life
4. Developing multicultural understanding

500 participants are expected to attend the Forum and discuss the reality and ideal of Lifelong Learning for All, addressing obstacles and success factors, prerequisites and tools, as well as sharing experiences and reflections.

I. ― A la fin de l'intitulé du livre Ier de la sixième partie du code du travail, le mot : « professionnelle » est remplacé par les mots : « et de l'orientation professionnelles ».
II. ― Le chapitre Ier du titre Ier du même livre Ier est ainsi modifié :
1° A la fin de l'intitulé, le mot : « professionnelle » est remplacé par les mots : « [...] et de l'orientation professionnelles » ;
2° Sont insérées une section 1 intitulée : « La formation professionnelle tout au long de la vie », comprenant les articles L. 6111-1 et L. 6111-2, et une section 2 intitulée : « L'orientation professionnelle tout au long de la vie », comprenant les articles L. 6111-3 à L. 6111-5 ;
3° L'article L. 6111-3 est ainsi modifié :
a) Le second alinéa est ainsi modifié :
― les mots : « est organisé pour garantir » sont remplacés par le mot : « garantit » ;
― est ajoutée une phrase ainsi rédigée :
« Il concourt à la mixité professionnelle en luttant contre les stéréotypes de genre. » ;

« L'Etat et les régions assurent le service public de l'orientation tout au long de la vie.

Avec l'appui, notamment, des centres publics d'orientation scolaire et professionnelle et des services communs internes aux universités chargés de l'accueil, de l'information et de l'orientation des étudiants mentionnés, respectivement, aux articles L. 313-5 et L. 714-1 du même code, il met en œuvre cette politique dans ces établissements scolaires et d'enseignement supérieur et délivre à cet effet l'information nécessaire sur toutes les voies de formation aux élèves et aux étudiants.
« La région coordonne les actions des autres organismes participant au service public régional de l'orientation ainsi que la mise en place du conseil en évolution professionnelle, assure un rôle d'information et met en place un réseau de centres de conseil sur la validation des acquis de l'expérience.
« Les organismes mentionnés au dernier alinéa de l'article L. 6111-6 du présent code ainsi que les organismes consulaires participent au service public régional de l'orientation.
« Une convention annuelle conclue entre l'Etat et la région dans le cadre du contrat de plan régional de développement des formations et de l'orientation professionnelles prévu au I de l'article L. 214-13 du code de l'éducation détermine les conditions dans lesquelles l'Etat et la région coordonnent l'exercice de leurs compétences respectives dans la région. » ;
4° Au premier alinéa de l'article L. 6111-4, les mots : « , sous l'autorité du délégué à l'information et à l'orientation visé à l'article L. 6123-3, » sont supprimés ;
5° Le premier alinéa de l'article L. 6111-5 est ainsi rédigé :
« Sur le fondement de normes de qualité élaborées par la région à partir d'un cahier des charges qu'elle arrête, peuvent être reconnus comme participant au service public régional de l'orientation tout au long de la vie les organismes qui proposent à toute personne un ensemble de services lui permettant : ».
