UNESCO Policy Guidelines for Mobile Learning

http://www.elearningeuropa.info/sites/default/files/imagecache/content_detail_picture/asset/mlearning-policy.jpgThe “Policy guidelines for mobile learning” developed by UNESCO seek to help policy-makers better understand what mobile learning is and how its unique benefits can be leveraged to advance progress towards Education for All.
UNESCO believes that mobile technologies can expand and enrich educational opportunities for learners in diverse settings. Yet most ICT in education policies were articulated in a pre-mobile era and they do not seek to maximize the learning potentials of mobile technology. The rare policies that do reference mobile devices tend to treat them tangentially or ban their use in schools.
Today, a growing body of evidence suggests that ubiquitous mobile devices – especially mobile phones and, more recently, tablet computers – are being used by learners and educators around the world to access information, streamline administration and facilitate learning in new and innovative ways.
Developed in consultation with experts in over 20 countries, UNESCO’s “Policy guidelines for mobile learning” have broad application and can accommodate a wide range of institutions, including K–12 schools, universities, community centres, and technical and vocational schools.
Policy-makers are encouraged to adopt UNESCO’s policy recommendations, tailoring them as necessary to reflect the unique needs and on-the-ground realities of local contexts.
The document was presented during the UNESCO Mobile Learning Week 2013, held from 18 to 22 February in Paris. UNESCO Mobile Learning resources.

Is the International-Education ‘Bubble’ About to Pop?

http://chronicle.com/img/photos/biz/icons/worldwise-nameplate.gifBy Jason Lane and Kevin Kinser. There has been much talk in the United States recently about higher-education “bubbles.” The growing student-loan debt is one, while others point to increasing costs and continued high unemployment as an indicator that higher education writ large is creating a bubble. Closer to our area of study are claims of a possible international-branch-campus bubble. One bubble has gotten less attention and may be on the verge of popping. And if it does, it could have a big impact on academe. Colleges and universities in the United States have become increasingly reliant on international students. According to latest data from the National Center for Education Statistics, international students account for around 10 percent of all graduate enrollments (compared with about 3 percent in undergraduate programs). But a recent report from the Council of Graduate Schools suggests that the pipeline may be starting to dry up. Read more...

possibility is of setting up a central vocational university," Indian Ambassador to Germany Sujatha Singh told the media.
She said the matter was under discussion and both sides were hopeful of finalising it soon. The university is likely to be based in one of the major cities of India and will provide technical education.
"It is in the process of discussion. We hope that we can make some good progress on this over the next few months and bring it to fruition," Singh told this correspondent in Berlin who had travelled with Prime Minister Manmohan Singh last week. Read more...

At the forefront of international higher education

http://enews.ksu.edu.sa/wp-content/uploads/2011/10/UWN.jpgBy Hans de Wit, Patti McGill Peterson and Jamil Salmi. On 5 April, a large group of colleagues, students and friends gathered in Boston to honour the career of Philip Altbach, director of the Center for International Higher Education and J Donald Monan SJ professor of higher education in the school of education at Boston College, US. He will retire from his professorship, but continue as director of the centre. The global gathering was organised to pay tribute to Altbach for his enormous contributions over almost 50 years as a teacher, scholar and advisor, and author of many books and articles on international higher education.
During a one-day seminar, key topics in international higher education were addressed by scholars and higher education policy leaders from around the world – including China, India, Africa, Russia, Europe, Latin America and North America: national and regional challenges for higher education; the international pursuit of excellence; and international imperatives, initiatives and risks.
Altbach, who does not like to put himself on a pedestal, set one condition for accepting this surprise honour: the seminar had to be substantive and its results will be published by the centre. Look out for its future publication, as together the presentations provided a comprehensive overview of developments in international higher education over the past 20 years. Read more...
