Fioraso et l’Open Data Gadget

Sur le blog "Histoires d'universités" de Pierre Dubois. Geneviève Fioraso, Secrétaire d’État, a bien du mal à occuper son temps : son agenda de la semaine à venir le prouve, comme celui de la semaine passée : visites, déplacements, déjeuners, entretiens, conférences de presse, remises de médailles… Je finis par me demander si c’était bien la peine de la nommer dans cette place subalterne : à quoi sert-elle désormais ? Elle n’a encore ni cabinet, ni conseillers, nommés au journal officiel.
Faute d’avoir un rôle clair dans le pilotage de l’enseignement supérieur et de la recherche, l’ex-Ministre s’adonne à sa passion : les bijoux technologiques. Le 24 avril 2014, "lors de la conférence de Paris sur l’Open Data et le Gouvernement ouvert, elle a annoncé le lancement de la première plateforme open data ministérielle : data.enseignementsup-recherche.gouv.fr". En quelques mots : il s’agit d’une opération qui fait honte, d’un machin inutile, d’une chose nulle et non avenue, destructrice de la statistique publique, provocatrice pour tous les statisticiens professionnels et, au final, d’ un gadget payé des clopinettes à quelques jeunes, d’ailleurs financées par un dispositif d’aide. It’s About Time

Since most of the country – including students and teachers – don’t even know what the Family Rights Education Privacy Act is, it probably won’t mean all that much to mainstream journalists that the White House today released a review that called for a revision of FERPA. But to K-12, and colleges and universities across the country, it is a big deal. Not just because school district and institutional counsel will have to interpret the proposed regulations and their respective associations begin lobbying the Department of Education.  But because the reasons for this revision are good ones, and one hopes that the advocates of Big Data will not intervene so forcefully or effectively in only the way that their lobbying money knows how to gut the purpose of these revisions. White House report on big data will impact ed tech

By Phil Hill. Yesterday the White House released its report on big data and privacy implications. The focus was broadly on big data, but there will be implications for ed tech, with several key recommendations specifically focused on the education sector. Specifically, there will be a push to update and revise the Family Educational Rights and Privacy Act (FERPA, enacted in 1974) and Children’s Online Privacy Protection Act (COPPA, enacted in 2000). Will data protection legislation harm science?

The European University Association, or EUA, has highlighted potential threats to research posed by the European Parliament's suggested amendments to a proposal for new European data protection regulations. It is also among more than 60 organisations and academics to have signed a joint statement against the rules.
In 2012 the European Commission drafted comprehensive reforms to the European Union's data protection rules to, it said, “strengthen online privacy rights and boost Europe's digital economy”. Read more...

Collecting data on students: is it useful to know which books they've read?

Monitoring progress through the analysis of grades has long been the norm, but how useful is it to know which books students have read, how often they come to class and when they contact their tutors? According to the 2014 Horizon report – a study on emerging technologies for teaching and learning – data collected on the online activity of students can be used effectively to identify top resources, improve the student experience and underpin success at university. Sup + Ouverture de la plateforme Open Data

Logo AmueLors de la conférence de Paris sur "l’Open Data et le Gouvernement" ouvert qui a eu lieu le 24 avril dernier, Geneviève Fioraso a annoncé le lancement de la première plateforme open data ministérielle : data.enseignementsup-recherche.gouv.fr. Synchronisée avec la plateforme interministérielle data.gouv.fr, ce nouvel outil met à disposition 2,5 millions de lignes de données sur l’enseignement supérieur et la recherche, avec un historique de 20 ans.
