SEEKING A ROADMAP TO BECOMING WORLD CLASS: Strategic Planning at Peking University

HomeBy Xie Guangkuan. Strategic planning plays an important but sometimes controversial role in higher education. This paper examines how strategic planning works in Chinese universities, using Peking University as a case study. This essay discusses the rationale for why Peking University (PKU) decided to pursue status as a world-class university along with objectives and value of its various strategic plans beginning in the 1990s. These plans have had four main roles at Peking University: as a means to periodically alter the development path or "roadmap" of the university; as a method to gain or "accelerate resources" largely from government; as a way to communicate with the business community, alumni and other stakeholders regarding the aspirations and needs of the university; and as a tool to engage central government leaders in the future of the university.

The Commission noted that the competitive calls in the 2014 budget would be worth €7.8 billion and funding would be focused on the three key pillars of Horizon 2020.

  • Excellent Science: Around €3 billion, including €1.7 billion for grants from the European Research Council for top scientists and €800 million for Marie Skłodowska-Curie fellowships for younger researchers.
  • Industrial Leadership: €1.8 billion to support Europe's industrial leadership in areas like ICT, nanotechnologies, advanced manufacturing, robotics, biotechnologies and space.
  • Societal challenges: €2.8 billion for innovative projects addressing Horizon 2020's seven societal challenges.

Tough love and a plan for the future – CSPC panel recap

http://www.universityaffairs.ca/images/BlogTheBlackHole.pngBy David Kent. As our readers know, we ran a panel discussion last month in Toronto at the 5th Annual Canadian Science Policy Conference. It was a packed room and the panel featured heated exchanges at some points (even between panellists!). Many diverse opinions were shared, pointing to a clear need for academic-training reform. Chris Corkery began by representing the Canadian Association of Postdoctoral Scholars and their recent survey findings from ~20% of Canadian postdoctoral scholars. This launched the panel discussion by showing that early career researchers in the postdoctoral stage were a growing cohort of young bright minds in their mid-30s who aspired to becoming career researchers, but found themselves in a temporary holding zone when it came to career options.
