White smoke – New rector appointed at top university

He was one of nine applicants, four of whom were shortlisted, for the rector’s post. The university board announced the five-year appointment on 12 June. Kola (53) has been a part-time vice-rector since 2010, following a five-year stint as dean of agriculture and forestry. He has held the chair of agricultural policy since 1992 . Read more...

EUA report reveals higher education funding pressures

The latest edition of the European University Association’s Public Funding Observatory has revealed pressures faced by many countries in funding higher education institutions, specifically regarding the impact of inflation and changes in student numbers.
“While no system has been left completely unaffected by the crisis, there is still a risk of a widening gap in terms of university funding between different parts of Europe,” says the EUA, which released the report with a new interactive online tool for 23 European systems. Read more...

ETF Governing Board adopts report on 2012 activities

http://www.etf.europa.eu/web.nsf/Images/etf-logo.gifOn 14 June 2013 the ETF Governing Board unanimously adopted the agency’s Annual Activity Report for 2012. The Governing Board - which comprises representatives of EU Member States, the European Commission, the European Parliament as well as observers from the partner countries - welcomed the high level of ETF activities and quality of results. Following presentations from ETF Director Madlen Serban, the Governing Board members congratulated the ETF for its operational and financial achievements in 2012.
”We are very happy with the activities and achievements. It shows the importance of the work of the ETF. The organisation is not just producing quantity and doing activities for the sake of activities, but it delivers quality to the benefit of people in the partner countris,” said Ann Mary Redmond, Governing Board member representing Ireland and the Irish Presidency of the EU. Also the Danish member, Torben Kornbech Rasmussen, welcomed the report: ”It underlines the ETF´s central role in human capital development,” he said. The ETF Governing Board agreed to forward the report to the European Parliament for the final approval.
The meeting also saw the launch of the discussions on the ETF’s Work Programme for 2014 and the Mid-term Perspective 2014-2017. The members of the Governing Board, representatives from ETF partner countries and other stakeholders will be involved in the consultation process that is expected to come to an end with the approval of the document at the Board’s next meeting in November 2013. The Board also adopted the ETF’s financial statements and other budget-related issues.
Annual Activity Reports

The Annual Activity Report describes the results of ETF actions in the last year in support of the European Union and its neighbouring countries in the area of human capital development. The report highlights the ongoing adoption of the outputs based approach to planning and reporting that was foreshadowed by the European Commission in its proposal for the operation of the ETF in the period 2008-13. ANNUAL ACTIVITY REPORT 2011 – ANALYSIS AND ASSESSMENT
The Governing Board has analysed and assessed the Director’s report on the results for the 2011 financial year. The Board acknowledges the results achieved by the ETF and offers the following analysis and assessment.
Analysis

The 2011 Annual Activity Report (AAR) records the achievement of the ETF’s objectives for 2011 following its annual work programme and according to the functions, themes and regions in its Council Regulation. 2011 was the second year of the mid-term perspective 2010-13. Part I of the AAR summarises the activities and results achieved in each of the four regions and in the thematic expertise development area, presents the work organised by function and distinguishes between country-based and regional activities. The AAR contains a detailed record and description of the corporate outputs achieved in 2011 together with annexes and specific tables outlining areas of expenditure by theme, region and function. In particular, the activity based budget tables report the use of resources according to the three dimensions of ETF planning (geographical, functional and thematic). The report also presents details on the specific requests received from the European Commission and the services provided by the ETF in response.
Of the 150 corporate outputs achieved in 2011 (against the 149 targeted), 121 were targeted in the 2011 Work Programme, 15 were the result of new requests in 2011 and 14 were carried-over from 2010. Overall, the level of outputs completed is in line with the final budget received by the ETF and indicates the achievement of the objectives proposed in the work programme. The 2011 AAR records an increase in policy analysis outputs (22 achieved compared to 18 targeted), as well as those related to support to the European Commission (31 achieved against 27 targeted) at the expense of two less in dissemination and networking (25 achieved, 27 targeted) and five less capacity building outputs (72 achieved, 77 targeted). The changed mix of outputs achieved in 2011 compared to 2010 is explained by the increase in capacity building activities due to ToriNet in 2011 (compared to Torino Process policy analysis in 2010), by the number and type of requests from the European Commission (which increased in 2011 and became more diversified reflecting requests for expertise from different DGs and the complex and dynamic political situation in several ETF partner countries), and the central role of the ETF in the field of human capital development (policy analysis and dissemination and networking), as found in the External Evaluation undertaken in 2011. The Governing Board highlights the success of the Torino Process conference and the importance of the resulting Declaration where policy leaders from partner countries, the EU and the international community acknowledged the value of structured evidence in guiding the policy cycle. The Board also welcomes the approach inspired by the Bruges Review, which has encouraged national authorities to take a leading role in driving assessment processes and follow up. The Board acknowledges the importance of the ETF’s response in Tunisia and other countries in the aftermath of the Arab Spring. For example, the ETF redefined its support in line with the priorities of the Tunisian transition government to focus on support to the government and other stakeholders in field of employment (capacity building) and on the contribution of human resources to territorial development. The ETF’s work in supporting the Commission in the Eastern Partnership platforms, in mobility partnerships and in lifelong learning in Eastern Europe is also noted.
The priorities of attractiveness of VET and relations between education and business were supported by all five partner countries in Central Asia at the first regional policy dialogue on VET that was followed up at the Torino Process conference in May, the conference on evidence-based policy making in November in Turin and the OECD’s policy seminar on VET in December. The Governing Board also highlights the work on social inclusion in the Western Balkans and Turkey. The regional network promoted by the ETF in this field was called upon when DG Enlargement asked the agency to design an IPA multi-beneficiary project for inclusive education. The work of the members of the network resulted in a project proposal that will consolidate the work done by the ETF and its partners in promoting inclusive education and training. From the extensive activity in thematic development, the Board emphasises the success of the “Qualifications Frameworks, from concepts to implementation” conference organised by the ETF at the European Parliament, which brought together experts from ETF partner countries, the EU and third countries. This conference underscored the ETF’s expertise at national and international levels in order to provide the expert support required by ETF partner countries. Parts II, III and IV of the AAR detail the processes that the ETF uses to ensure its effective and efficient functioning as an EU agency. Part II describes the key features of the significant developments that have improved and reinforced management supervision and control of ETF activities. In 2011 the organisation continued to implement a comprehensive system of internal controls, quality and risk management, ensuring proportional compliance and the effectiveness of internal procedures. The app provides an easy introduction to Europe’s glorious art treasury through five specially curated themes: Maps and Plans, Treasures of Art, Treasures of the Past, Treasures of Nature and Images of the Past.

Updates on EU developments in education and research

http://www.eua.be/images/logo.jpgAt the end of last month, the Council of the EU adopted conclusions on: “Enhancing and Focusing EU International Cooperation in Research and Innovation: a Strategic Approach”. Meanwhile, the European Commission has adopted recommendations to EU member states, which aim to provide guidance to governments on how to boost their growth potential, increase competitiveness and create jobs in 2013-2014. Finally, the EC has also announced that Montenegro has joined the Lifelong Learning Programme.
Council Conclusions on 'Enhancing and Focusing EU International Cooperation in Research and Innovation’

At the Council of the EU (Competiveness Council) meeting on 30 May, ministers responsible for research adopted conclusions endorsing the EU strategy for enhancing international cooperation in research and innovation which had been presented by the Commission in 2012. The conclusions call for its implementation by, inter alia, developing strategic roadmaps for cooperation with third countries and regions and incorporating those roadmaps into the implementation of the Horizon 2020 research framework programme. EUA participates in Spanish Meeting on European research programmes and smart specialisation

http://www.eua.be/images/logo.jpgThe Spanish Rectors’ Conference (CRUE) co-organised with the Spanish Ministry of Economy and Competitiveness (MINECO) an information and debate event in Madrid, 10 June 2013, on “European Programmes: Opportunities for the participation of Spanish Universities”. The event gathered over one hundred rectors, vice-rectors and other high-level representatives from the Spanish university sector and policy makers. In the opening session, the Secretary of State for Research, Development and Innovation, Carmen Vela, highlighted the need to valorise both the tangible and intangible added values of Spanish universities in the landscape of research and innovation. Meanwhile, the Secretary of State for Education, Vocational Training and Universities, Montserrat Gomendio, updated participants on the progress of the committee of experts who are currently debating university reforms in close collaboration with CRUE.
The President of CRUE and Rector of the University of Malaga, Adelaida de la Calle, whilst expressing concern about the emigration of some Spanish graduates to some wealthier economies, underlined the high quality of the Spanish university system, which was demonstrated for example by the way Spanish university graduates were welcomed in other parts of Europe and the rest of the world. The current state of play on issues related to the development of the EU Framework Programme for Research and Innovation ‘Horizon 2020’, the Research and Innovation Strategies for Smart Specialisations (RIS3) within the Cohesion funds and the strategic positioning of the Spanish Universities were debated during two sessions. Future Lithuanian Presidency priorities

http://www.eu2013.lt/templates/default/images/logo.pngAs the European Union moves towards recovery, closer cooperation between member states is needed more than ever in order to ensure growth, job creation and better competitiveness. The EU must demonstrate to its people and the world that it pursues credible financial and economic policies, is committed to growth through joint initiatives that increase competitiveness, and aims at security for its citizens and openness with its partners. The EU has already demonstrated its ability to respond to challenges, agreeing on reforms that will enhance its economic performance, strengthen its banks and ensure sound fiscal policies. In the run-up to the next EU political cycle, it is vital to maintain the momentum and implement political agreements that reflect the interests of all member states and EU citizens. The Lithuanian Presidency of the Council of the EU will seek to steer the decision making process as an honest broker, and ensure its continuity and the inclusion of all relevant partners. It will build on the cooperation with its Trio partners, thorough preparation and the consistent support of Lithuanian society for EU membership. As one of the most successful countries to overcome the economic and financial crisis and return to sustained recovery and growth, Lithuania will seek to organize the Presidency in an equally efficient and result-oriented manner. Above all, the Lithuanian Presidency will focus on the three goals of a credible, growing and open Europe.
CREDIBLE EUROPE

The Lithuanian Presidency will strive to make progress towards sounder public finances in the EU and to strengthen the ground for financial stability, which is required to fully restore the EU’s economic credibility. The Presidency’s efforts will be directed at further developing the Banking Union framework, and making progress on other legislative proposals in the field of financial market reforms. Its key task will be the implementation and enhancement of agreed reforms including economic governance, and the deepening of the Economic and Monetary Union.
GROWING EUROPE

The Lithuanian Presidency will build on the Europe 2020 agenda and the European Semester, reinforced by stronger Single Market policy, as well as the effective implementation of the Compact for Growth and Jobs. It will focus on further deepening and integrating the Single Market as the main driving force for economic growth and better employment opportunities. The Presidency will work to complete the initiatives of the Single Market Act I, advance the new initiatives under Single Market Act II, as well as facilitate the Single Market Governance. It will prioritize initiatives that will enhance confidence in the EU economy and result in a dynamic Digital Single Market. The Presidency will pay due attention to research and innovation issues. It will pursue the EU’s commitments to complete the internal energy market by 2014, and ensure that no Member State remains isolated from the European energy networks after 2015.
OPEN EUROPE

The Lithuanian Presidency will make steps to strengthen the EU as a global model of openness and security. The Presidency will focus on the closer integration of the EU and its Eastern Partners, hosting the Eastern Partnership Summit in November 2013. It will pursue the continuation of the enlargement process, smarter control of the EU’s external borders, and better coordination in the external dimension of EU energy policy. The Presidency will promote free trade with strategic partners such as the USA, Japan, Canada and others. It will also seek to boost the Common Security and Defence Policy through stronger cooperation with partners, as well as better responses to new security challenges.

Lithuanian presidency approaching: institutional cooperation is necessary to achieve common EU goals

http://www.eu2013.lt/templates/default/images/logo.pngLithuanian foreign affairs vice-minister Vytautas Leškevičius, while presenting the principal goals of the Lithuanian Presidency of the European Union (EU) Council in the Conference of Committee Chairs of the European Parliament (EP) in Strasbourg, stressed the importance of the cooperation of the EU institutions.
The vice-minister pointed out: “Since we approach European elections, the next half-year EU institutions expect an exceptional workload in the field of legislation activity. We need to work together effectively to achieve common goals, because the results depend on all of us.“
In Strasbourg the vice-minister presented main priorities of the Lithuanian Presidency of the EU Council, which are the building of a credible, growing and open Europe.
While speaking to the representatives of the EP, the Lithuanian foreign affairs vice-minister pointed out: “As this is the European Year of Citizens we are once again reminded of our common responsibility to our people. We need to keep building a Europe that is credible to its citizens and the world. Europe, which grows its economy and offers jobs. Europe, which remains open to its partners and neighbours”.
In the meeting with the committee chairs of the EP the issues concerning the future work of the EU Council and EP during the forthcoming six months were also discussed. During the next half-year the matter of great importance will be to reach agreements on the implementing programs of the Multiannual Financial Framework 2014-2020 and the EU Budget for 2014, as well as on such issues as financial stability, economic growth. The entire programme for the Lithuania‘s Presidency will be presented to the European Parliament by President Dalia Grybauskaitė on the 3rd of July.
The meeting of the foreign affairs vice-minister and the Committee Chairs of the European Parliament is one of the most significant preliminary events before the Presidency. Permanent cooperation with the EP will be upheld during the entire period of the Lithuanian Presidency of the EU Council. All the new legislative acts of the EU are simultaneously discussed in the EP committees and by the working parties at the EU Council which this half-year will be chaired by Lithuanian representatives. This means that every single EU legislative act will be negotiated between Lithuanian representatives and members of the EP.
The Conference of Committee Chairs of the EP consists of 22 chairs of permanent and temporary committees. The main task of this conference is to coordinate the activities of all the EP committees and to bring forward proposals concerning the organisation of the EP‘s plenary sessions. The meetings of the committee chairs take part in Strasbourg once a month.

De nouveaux partenaires pour l’Université franco-allemande

Des sciences humaines jusqu’à l’ingénierie en passant par l’économie et le droit l’Université franco-allemande (UFA) vient de signer l’ouverture de 20 nouveaux cursus binationaux pour la rentrée 2013. Dans le même temps, sept nouveaux établissements (l’ENA, l’Université Paris 1, Toulouse business school, les Écoles des Mines d’Alès et Douai ainsi les Fachhochschulen de Mainz et de Kiel) rejoignent son réseau. «Après avoir beaucoup voulu travailler avec des partenaires "à la mode", souvent très lointains, les établissements se rendent de nouveau compte que l’Allemagne est notre premier partenaire commercial tout en offrant d’importantes opportunités d’emploi», se réjouit Patrice Neau, le président de l’UFA. Les difficultés de l’Allemagne à recruter commencent en effet à être connues à tel point que le nombre de jeunes Français apprenant l’allemand, après avoir constamment baissé depuis vingt ans, s’est récemment stabilisé.
