All the material is arranged within a series of related talks or lectures and may be in audio, video or document format.
All the podcasts published by University of Oxford can be watched in the browser or downloaded to a computer. The lectures can also be moved to a range of mobile devices capable of playing such files, e.g. mp3 players, iPods, and mobile phones.

University College London OER Repository

These free OERs may be complete courses, recorded lectures or seminars, presentations, individual learning activities, reading lists, assessment tasks and materials and also study tools or information about good practice.
The OER@UCL web site serves as a central point for OER related information and activities around UCL.
The University College London OERs can be found in public repositories, such as Jorum, in file-sharing sites such as YouTube, iTunesU or Flickr or in institutional repositories such as OpenLearn (UK) or MIT Courseware.
These sources are either in the public domain or released under licences – for example, Creative Commons - that allow them to be re-used and modified without charge, for educational purposes.

The University of Cantabria OCW site includes a wide range of content, tools, and resources to support learning and teaching efforts. LeMill is a multilingual and multicultural online

http://www.elearningeuropa.info/sites/default/files/elearning_papers.pngLeMill is a multilingual and multicultural online community for finding, authoring and sharing free Open Educational Resources (OERs). Primary targeted to teachers, it was originally developed between 2005 and 2008 by a team of the Media Lab at the University of Art and Design Helsinki (Finland).
LeMill is not a Learning Management System (LMS), but a website engine to author and share learning resources. All content in the LeMill server is free and open, and it may be used for teaching or learning. Users can add their own content to LeMill and join groups within the community producing or editing learning resources.
As of August 2013 the LeMill community is integrated by almost 40,000 teachers from 239 countries and offers more than 65,300 learning resources in 86 languages.

Leiden University OpenCourseWare

The repository offers a taste of the courses’ content, such as videos, exercises, presentations, examples of student works and lectures. The materials are free to use under a Creative Commons license.
Through OCW, Leiden University (the Netherlands) wants to share knowledge and make the best educational use of the Internet's potential. The bachelor and master programmes involved are convinced that sharing “the real stuff” is a perfect way to reach out to students, professors, life-long learners, organisations and colleagues all around the globe. Federica offers four learning environments for studying and learning:

  • Courseware: free access to a network of academic knowledge and multimedia materials (full-texts, images, video and audio files) directly provided by the professors to facilitate and improve the learning experience.
  • Podcast: Course lessons can be downloaded as podcast files, easy to use anytime and anywhere on the latest multimedia devices.
  • Living Library: Drawing from a professional team of e-researchers, Federica offers authoritative guidance to the best online libraries and archives worldwide, selected by a multidisciplinary panel of experts from each faculty: scientific journals, e-books, encyclopaedias and databases.
  • Federica 3D: Developed by Immaginaria Snc, Federica 3D is the virtual Federico II University campus. It is a place to explore and discover the world of Federica, its cultural and scientific course offering and its educational resources.

Opening Education through Competency Based Assessment

This paper, originally published on the blog on Open Education 2030 of the Joint Research Centre, Institute for Prospective Technological Studies, suggests Competency Based Assessment may be the key to unleashing a wave of innovation.
Although Open Educational Resources and Practices, and other innovations contain huge potential to transform lifelong learning, there are unnecessary regulatory barriers, and Competency Based Assessment may be the key to removing these barriers and unleashing a wave of innovation.

Exploration of Open Educational Resources in Non-English Speaking Communities

Over the last decade, open educational resources (OER) initiatives have created new possibilities for knowledge-sharing practices. This research examines how, where, and when OER are attracting attention in the higher education sector and explores to what extent the OER discussion has moved beyond the English-speaking world. This study analysed English, Spanish, and Portuguese OER queries over a long-term period (2007-2011). The data retrieval was conducted using four online platforms: two academic journal databases (Web of Knowledge and Scopus), one video-sharing Web site (YouTube), and one document-sharing Web site (Scribd). The number (more than 32,860) of search results collected indicate an increasing interest in online OER discussion across languages, particularly outside academic journal databases. Additionally, a widening “language gap” between OER discussions in English and other languages was identified in several platforms. Government support for open educational resources: Policy, Funding, and Strategies

Foundations like Hewlett, Mellon, and Gates provided start-up funding and support that nurtured the field of open educational resources (OER) from infancy to a robust early adolescence characterized by energy and idealism (Casserly & Smith, 2008). However, foundation grants typically focus on establishing exemplars and cannot be relied on for sustaining ongoing operations or generating widespread adoption. One strategy for sustaining and expanding OER is for governments and public funding to take over from the early stage funding foundations provided (Stacey, 2010).
