ERA Stakeholders criticize the funding of the European Fund for Strategic Investments

LERU and its partner organisations in the ERA Platform (CESAER, EARTO, EUA, Science Europe) today, publicly and jointly, oppose the proposals of the European Commission to divert 2,7 billion euro from the Horizon 2020 budget to the European Fund for Strategic Investments.
Read our joint statement.
For LERU, in particular the cuts in the budget lines for the European Research Council (ERC; 221 million euro) and the Marie Skłodowska-Curie actions (MSCA; 100 million euro) are unjustifiable: we have fought hard to secure the ERC’s position in the overall EU budget for 2014-2020 and will not allow its budget being plundered now. Not everything that can be counted counts …

Today the League of European Research Universities (LERU) becomes a signatory to the San Francisco Declaration on Research Assessment. The Declaration, issued in 2012 by a group of scientific journal editors and publishers, makes a number of recommendations for improving the way in which the quality of research output is evaluated.
As an association of 21 research-intensive universities promoting good research policies in Europe, LERU particularly welcomes the statement in the Declaration that the use of Journal Impact Factors (JIF*) as a simple measure of quality for individual articles is not adequate. Read more...

Mapping the public cultural activities of selected LERU universities

The board of Lund University Cultural and Public Centres is through project manager Daniel Eriksson undertaking a Mapping-project of the public cultural activity units of selected LERU universities.  A report is expected in April/May 2015 and the project has the long-term objective that its outcome will assist in identifying potential future collaborations and connections.
The purpose of the mapping process is to gain a comparative overview of how public cultural activities are run, organised and funded at a selection of Universities with LERU membership. The parameters that will be investigated are the type and scope of the organisational units in charge of public cultural activities, their forms of governance and organisational affiliation within the University, contact with and participation in research and education, funding and forms of finance. LERU calls for fundamental change to the financial model behind journal publishing

LERU universities embrace Open Access and endorse the European Commission’s advocacy of open, wide dissemination of research outputs in its Science 2.0 (Open Science) agenda.Across Europe, universities are making progress in delivering on this objective. A number of challenges remain. One of these is the ‘Total Cost of Ownership’, which includes both subscription costs paid by institutions and APCs (Article Processing Charges) for publishing in hybrid journals with an Open Access option paid by their staff members and researchers. This dual method of charging may mean that universities end up paying twice for access to the same material. The challenge is particularly acute in countries such as the UK and the Netherlands, which have strong national policies on Gold Open Access. The impact of any double payment is felt particularly in research-intensive universities in LERU, since these universities produce significant numbers of research outputs. Read more...

Universities increased research investment to enhance reputation

LH Martin InstituteBy Frank Larkins. Research investigations and research training programs feature prominently in the mission and strategic plans of most Australian universities. The reasons are clear as research is a dominant factor in driving the national and international standing of an institution. A strong research performance can improve international rankings, it also impacts positively on staff and student recruitment and influences private sector and community investment in the university for infrastructure and academic programs. Furthermore, the two Excellence in Research for Australia (ERA) exercises conducted by the Australian Research Council in 2010 and 2012 have been drivers highlighting the strengths and weaknesses of university research at the discipline (Field of Research) level. A further ERA exercise is being conducted this year (2015) to map the trends in research activities and Australia’s performance against international norms. More...
