A new report examines the degree outcomes and later employment of students who began full-time degree courses in the 2006-07 academic year. Published by HEFCE, the report allows us for the first time to map the success of university entrants over time, on the basis of their entry characteristics, degree subject and choice of institution.
The report analyses data on the 225,765 young, UK-domiciled students who started full-time first degree courses at higher education institutions in the academic year 2006‑07 [Note 2]. It looks at degree attainment and level, and at later employment or study and whether this is at graduate level.
For context, the report charts the cohort’s predecessors’ outcomes from 2002-03 onwards. This section shows that overall from 2002-03 to 2006-07, the proportion of students gaining first or upper second degrees increased each year, while the proportion who did not qualify fell. Following a dip, those among the 2006-07 cohort who proceeded from qualification to employment or further study had recovered almost to 2002-03 levels. Read more...

The Government has announced its intention to make further changes to the regulation of higher education in England [Note 1]. These changes follow the 2011 Higher Education White Paper ‘Students at the heart of the system’ [Note 2], which sets out the Government’s plans for placing higher education on a financially sustainable footing, delivering a better quality student experience, and promoting social mobility.
The success of higher education in England is underpinned by the principles of institutional autonomy and academic freedom, and the new arrangements build on these strong foundations. The Government has asked HEFCE and the Regulatory Partnership Group (RPG) [Note 3] to implement them within existing legislation, while recognising that a new legislative framework will be required in the longer term.
Working in partnership with the RPG, HEFCE is asked to take on a regulatory oversight and coordination role [Note 4]. HEFCE is leading work on a number of strands of the new arrangements:

• developing a register of higher education provision in England [Note 5]
• consulting on proposed revisions to HEFCE’s Financial Memorandum [Note 6]
• operating of a new system of specific-course designation for alternative providers [Note 7]
• implementing further changes to student number controls, including extending them to alternative providers from 2014-15.

The Government has announced that it intends to delegate to HEFCE responsibility for the process of approving designation of HEFCE-funded universities and colleges, and for providing assurance that the agreed terms and conditions are met. Eligible courses at these institutions are and will continue to be designated automatically, allowing students to access student support. Institutions will not be required to undergo a separate designation process. A report published by HEFCE presents projected rates of qualification for a cohort of students studying for postgraduate research degrees [Note 1]. Data on students who began their studies in 2010-11 show that their projected completion rates are higher than equivalent rates for students beginning postgraduate research degrees in recent years.
Similar qualification rates were first published in May 2012 [Note 2], for the cohorts of research degree students beginning their studies at English higher education institutions (HEIs) in 2008-09 and 2009-10. Data for the following year’s cohort are now available [Note 3].
The study looks at projected rates of qualification following research degree study, for students living in the UK and EU who started full-time research degrees at English HEIs in 2010-11. Qualification rates are provided for each HEI, and have been projected over periods of 7 years (at which point there is a reasonable expectation that the majority of students who will ever complete their qualification will have done so) and 25 years (taken as the point when any student who will ever complete has done so).
The latest data show that around 73 per cent of the 11,625 students who started research degrees in English HEIs in 2010-11 are projected to qualify within seven years, and around 80 per cent will qualify over a longer period. These figures have each increased by over 2 percentage points since the 2009-10 cohort (see tables below). Le taux de chômage des 15-24 ans au sein de l'Union européenne représente le double de celui constaté pour l'ensemble de la population active, alors même que des déficits de main d'oeuvre dans certains secteurs sont constatés dans la plupart des Etats membres. En présentant en décembre 2012 une série de mesures concernant l'emploi des jeunes, la Commission européenne a contribué à faire de cette problématique une des priorités d'action de l'Union européenne pour les années à venir. Le souhait du Conseil européen de créer un fonds spécifique - l'Initiative pour l'emploi des jeunes - pour financer la mise en place d'un mécanisme de garantie pour la jeunesse au sein des Etats membres est venu confirmer cette tendance. Il s'agit d'éviter que la jeunesse européenne devienne une « génération perdue ».
Cette nouvelle ambition sociale répond également aux objectifs de la stratégie Europe 2020 d'améliorer la formation des jeunes Européens. L'Union européenne entend de la sorte contribuer au retour de la croissance économique. Ce faisant, elle donne une autre tonalité à son action, trop facilement résumée jusque-là à la lutte contre les déficits publics et l'endettement.
Il n'en reste pas moins un certain nombre de questions en suspens, auxquelles le Conseil européen des 27 et 28 juin 2013 n'a que partiellement répondu. Il en est ainsi du financement ou du calendrier retenu pour la mise en place du mécanisme de garantie pour la jeunesse. Celui-ci ne saurait, par ailleurs, être envisagé comme la seule réponse à la montée du chômage chez les 15-24 ans. Le présent rapport met ainsi en perspective les autres pistes de travail avancées par la Commission européenne pour un traitement efficace du chômage des jeunes ainsi que les propositions des Etats membres, à l'image du New Deal proposé par la France et l'Allemagne. L'avis politique qui lui est joint insiste sur les mesures que l'Union européenne pourrait porter en vue de compléter ces initiatives.

Le Label européen des langues suit son cours dans le nouveau programme avec deux nouvelles priorités européennes pour 2014-2015 : les langues pour favoriser l'inclusion sociale et les langues en lien avec le sport.
Ce dispositif mis en place il y a plus de 10 ans récompense les initiatives innovantes en matière d'apprentissage et d'enseignement des langues. Avec ces deux priorités la Commission européenne souhaite d'une part valoriser toutes les méthodes permettant une meilleure intégration sociale des publics à besoins spécifiques et d'autre part soutenir l'enseignement et l'apprentissage non formel et informel des langues à travers le sport, nouveau volet d'Erasmus plus.

L'ACA et l'agence 2e2f préparent la conférence de l'ACA 2014
M. Bernd Wächter, directeur de l'ACA (Academic Cooperation Association)était en visite à l'agence 2e2f à Bordeaux, le jeudi 18 juillet dernier.
A cette occasion, il a été confirmé que la prochaine conférence annuelle de l'ACA se déroulerait à Bordeaux, du 15 au 17 juin 2014.
Dans ce cadre, l'agence 2e2f apportera son assistance technique pour l'organisation de cet événement.
La conférence 2013 s'est déroulée du 09 au 11 juin à la Haye (Pays-Bas).

JobGate - a project of the International Placement Services (ZAV) of the German Federal Employment Agency - started in 2004 within the framework of the Leonardo da Vinci Programme. Against a background of unemployment of (young) people, the aim of JobGate was the integration of workless people into the German labour market after a learning and working experience abroad. Participants could go to France, Great Britain, Ireland, Spain and the Netherlands for a language course and an internship. “The basic idea of JobGate was to interlink vocational education and training with the needs of the labour market” says Andrea Barg, Coordinator of European Programmes in the ZAV. People registered as unemployed could participate in the project that ended in May 2013 – provided they had fi nished their traineeships or studies or had at least two years of previous working experience.
Mobility as a chance
JobGate used mobility as a means of enhancing skills and competences of the participants and thus improving their chances on the labour market. The evaluation of the results of JobGate confi rms the concept: it shows that participants improved their language and intercultural competences as well as professional ones. Upon returning home, about 80% of the 1188 participants found a job. In order to get more information on the eff ects of the project, six to twelve months after the mobilities the ZAV will check whether the participants had succeeded in integrating themselves into the labour market.
Europass helps getting a foot in the door
The participants applied for JobGate using the Europass CV. Their learning outcomes and soft skills were documented with the Europass Mobility. Carolin Kleinow was one of the participants who went with JobGate to Wrexham, Wales, for six weeks. She returned with a lot of new impressions, improved language, personal and professional skills – and her Europass document that gives a clear picture of the outcomes. “I found it very helpful to receive a document that explains what I have learnt. I like to present my Europass Mobility because it contains offi cial confi rmation of my skills that is recognized all over Europe. This, in my opinion, is an important point where Europass Mobility diff ers from a simple letter of reference.” Carolin Kleinow used Europass Mobility for her applications after the internship in Wales – and was invited to several interviews in which she was always asked about her internship abroad recorded through Europass. Now she works as a graphic designer - and feels like going abroad again!

By Marielk.  The European Commissionhas recently announced a new application round for traineeships who will start their period in March 2014. These traineeships provide a unique opportunity to get to know the how the various EU institutions operate. A number of graduates from the Hedda master programme in higher education have taken these traineeships and they have provided to be an important stepping stone for future career in Brussels. The traineeships last for five months from March 2014, and the Commission provides a basic grant for trainees – currently about a €1,000 per month in addition to reimbursement of travel expenses. Every year 1300 trainees will be selected.
The applicants can be from all over the world, with three main criteria:

• degree of at least 3 years of study (minimum a bachelor),
• very good knowledge of English or French or German.
• very good knowledge of a second EU official language (required for nationals of EU countries).

If you are interested in Community matters, this is a wonderful opportunity to build a network of acquintances and while there is no guarantee of further employment, high quality trainees can be recruited after completed traineeship following the general guidelines for employment.
