Plan d’action 2014 de l’ANR

Ce document unique et synthétique sera présenté au Conseil d’Administration extraordinaire de l’ANR qui se tiendra fin juillet 2013 et décrira, de manière aussi concise que possible, l’ensemble des actions et instruments de financement proposés par l’Agence. Le plan d’action 2014 de l’ANR se substituera à la fois à l’actuel document de programmation et aux textes des appels à projets. Il définira les grands champs scientifiques et thématiques ouverts à pré-propositions, décrira les différents instruments  et les modalités d’évaluation des projets. Le Plan d’Action 2014 s’intègrera pleinement dans le cadre fixé par l’agenda stratégique "France-Europe 2020".
Les 4 composantes du plan d'action

Le plan d'action est constitué de 4 composantes, en cohérence avec l'Agenda France Europe 2020, qui feront l'objet d'une budgétisation spécifique:
Il s'agit ainsi de réduire le nombre d'appels à projets et de rendre plus lisible l'offre de financement. Une palette d'instruments (projet collaboratif, projet partenarial, jeune chercheur, réseau de recherche, etc.) sera proposée dans chacune de ces 4 composantes. Les équipes de recherche pourront choisir l'instrument en fonction des objectifs poursuivis. Les cofinancements par d'autres financeurs (DGA, DGOS, FRAE, MAAP,…) des programmes actuels seront intégrés autant que possible dans les différents grands défis.
Sélection: un protocole en deux étapes

L'expérimentation de la sélection en deux étapes fait partie des propositions du rapport final des Assises de la recherche. Cette recommandation a été reprise par la ministre dans le cadre de l'agenda stratégique "France-Europe 2020", présenté en mai dernier. A champ d'intervention inchangé et au regard des contraintes budgétaires, le processus de sélection de l'essentiel des actions de l'ANR basculera pour 2014 pour l'essentiel vers un système en deux étapes. Vous trouverez le plan d'action en ligne sur ce site fin juillet-début août, au plus tard. L'objectif pour l'ANR est d'annoncer les résultats de la sélection 2014 au plus tard en juillet 2014. Voir le calendrier indicatif.

World-class university research requires cutting-edge infrastructure

UK universities are second only to US higher education for their excellent research, which in turn drives the country's economic growth and pushes forward the boundaries of knowledge. The 1994 Group is running a project this year to identify the key elements policy-makers need to put in place to help institutions to build on this world-class reputation. At the last spending review in 2010, funding for investment in capital, along with many other areas in these financially challenging times, was significantly restricted. This funding has, to a large extent, been supplemented since then with a series of high-profile announcements of funding for particular projects. Russian Church, Scientists Clash Over Theology for Physicists

http://en.ria.ru/i/eng/rian.gifMOSCOW, June 13 (Alexey Eremenko, RIA Novosti) – Physics and theology are hard to combine –and an attempt to open a theology department at a prestigious Russian nuclear physics institute has stirred up a storm of protest and verbal sparring between scientists and clerics, highlighting Russia’s increasingly tense religious-secular divide.
The new department is due to open in the fall at Moscow’s National Research Nuclear University (MEPhI), ranked the third best institution of higher learning in Russia, according to a 2012 survey by the business weekly Expert.
But the plan has numerous ardent critics, who call it an infringement on secular education by the Russian Orthodox Church, which has been playing a growing role in public life since the fall of Communism. Read more...

Recherche: l’université Paris Sciences et Lettres se lance à l’international

Après la création d'un programme doctoral ambitieux, l'université de Paris Sciences et Lettres se lance désormais dans l'international, avec un partenariat avec l'University College of London (UCL). Human Variome Project

Rise of 'altmetrics' and measuring impact of research

Science shops tackle community concerns at a low cost

In 2006, local people approached the University of Groningen in The Netherlands to see if they could help with the issue of noise pollution from wind turbines. The Dutch government is intending to double its production of wind energy by 2020, and this will mean building 400 large wind turbines on land and a further 2,000 at sea. One of Groningen’s five science shops took on the problem and researched local residents’ perceptions of noise annoyance from wind turbines during 2007 and 2008. Read more...

The Journal Impact Factor has gone from being a rough measure of relative journal significance to being the measure of researchers, something it was never designed for and something it does badly.
