L'orientation tout au long de la vie joue un rôle clé dans les stratégies d'éducation et de formation au niveau européen. C'est le thème de la conférence qui a lieu à Lyon les 17 et 18 septembre. Programme_prévisionnel.
Monsieur Xavier Darcos, ministre français de l'éducation nationale, et Madame Odile Quintin, directrice générale de la direction générale éducation et culture (DGEAC), ouvriront cette manifestation. Réunissant 300 experts européens, celle-ci s'inscrit dans le cadre du programme "Education et Formation 2010", qui vise à renforcer la contribution de l'éducation et de la formation à la réalisation de la stratégie de Lisbonne dont l'objectif est de faire de l'Union européenne "l'économie de la connaissance la plus compétitive et la plus dynamique du monde d'ici à 2010". Plus précisément, cette conférence a pour ambition d'identifier les convergences possibles pour améliorer l'orientation des jeunes au sein des systèmes éducatifs européens et de mesurer les progrès réalisés dans la mise en œuvre de la résolution relative à l'orientation, adoptée en 2004 par le Conseil de l'Union européenne et les représentants des Etats membres. Cette résolution met l'accent sur la nécessité d'une politique d'orientation aux niveaux national, sectorial, régional et local. Les services d'orientation doivent être disponibles à des moments et sous des formes qui encouragent tous les citoyens européens à continuer de développer leurs qualifications et leurs compétences tout au long de leur vie. A l'issue des travaux, un plan d'action pourra être proposé sous la forme d'une Résolution qui pourrait être adoptée lors du Conseil éducation, jeunesse, culture (EJC) des 20 et 21 novembre prochains.

Towards a Lifelong Learning Society in Europe: The Contribution of the Education System
The project focuses on the contribution of the education system to the implementation of lifelong learning and its role as a potential agent of social integration in Europe. Its aims and objectives are to study the effect of country-specific institutions on access of adults to the education system and to assess the effectiveness of access policies and practices in different EU member, as well as in associated countries and their implications for the creation of European knowledge society.
The project suggests a new evolutionary approach. Country-specific institutional systems are closely interrelated and complementary. These country-specific institutional 'packages' should shape the opportunities for lifelong learning and yield different outcomes of analogous political reforms. Thus, the development of lifelong learning policies and education systems can only be properly analysed by taking into account the mutual interdependence of institutional settings as well as different policies connected with lifelong learning within the country.

Review of policies and systems of validation of non-formal learning at European level In-depth study of the validation/ accreditation needs in six activity sectors in rural areas. Formulation of proposals for a flexible system of qualifications, addressing all forms of learning.

The thematic Forum on 'Continuing Education and Lifelong Learning' took place on 30 June 2008 in Brussels. It was attended by 70 participants representing stakeholders from Higher Education institutions, Business and the public sector. As follow-up to the European University–Business Forum the thematic forums are meant to explore more in detail topics that are relevant for the modernisation of Higher Education in Europe and more particularly in the context of University-Business Cooperation.
