Rwanda set for ‘One University’ after MPs certify Bill seeking merger

http://www.newtimes.co.rw/news/images/logo.pngBy James Karuhanga. MPs have endorsed a bill that seeks to have some 10 universities in the country merged to form one institution of higher learning. The Senate is now expected to give its approval on the institution set to be called the University of Rwanda in the next few days. 
Presenting a pertinent report prior to the debate, MP Agnès Mukazibera, Chairperson of the standing Committee on Education, Technology, Culture and Youth, told Parliament that, the law will ease the implementation of the new project. The University of Rwanda, she said, would have legal personality, administrative, teaching, research and financial autonomy and will be run in accordance with the law governing the organisation and functioning of higher education. La Saison sud-africaine en France

La Saison sud-africaine en France donne lieu à plus de 200 événements consacrés à l'Afrique du Sud, partout en France, de fin mai à décembre 2013. La Saison s’intéresse aux arts de la scène, à la musique, à la gastronomie, à la littérature, mais aussi à l’enseignement supérieur et à la recherche. La France aux couleurs de l'Afrique du Sud

Plusieurs fois, durant la Saison, la Tour Eiffel sera illuminée aux couleurs du drapeau de l'Afrique du Sud.

Les projets relatifs à l’enseignement supérieur et la recherche constituent une excellente opportunité pour échanger les expériences et développer les initiatives de coopération entre les deux pays. Voici quelques événements marquants de la saison:
Séminaires sur l’eau et son environnement, université Paris-Est Créteil, 3 au 5 juillet 2013
Ces séminaires thématiques couvrent les domaines stratégiques des différentes institutions impliquées dans les programmes de collaboration entre l’Afrique du Sud et la France. Objectif: étendre les collaborations actuelles entre l’université Paris-Est Créteil et l’université sud-africaine TUT (Tshwane University of Technology). Exposition sur Louis de Lacaille, Observatoire de Paris,18 septembre au 24 décembre 2013
L’astronome français Nicolas-Louis de Lacaille (1713-1762) est connu pour avoir dressé la première carte du ciel austral et nommé 14 nouvelles constellations, au cours d’un long séjour au Cap de Bonne-Espérance. Il a aussi donné la première description objective de la vie des colons du Cap. C’était également un remarquable géodésien et un enseignant hors pair. L'exposition Louis de Lacaille
"Apprendre à enseigner le français à l’heure du numérique", université de la Réunion, 4 au 6 novembre 2013
Ces rencontres sont organisées par l’université de la Réunion et le Centre international d’études pédagogiques (CIEP), en collaboration avec l’université du Cap. L’occasion de confronter les résultats de la recherche à la pratique des enseignants et des apprenants, d’échanger des expériences et d’ouvrir des perspectives d’avenir quant à l’enseignement du français et la formation de formateurs en français, notamment dans la zone Afrique Australe/Océan Indien. A voir, des spécimens émanant des collections prestigieuses de la Wits University et du Muséum de Toulouse. L’exposition s’appuie sur quelques objets emblématiques récoltés ces 20 dernières années en Afrique du Sud: restes squelettiques d’Australopithecus sediba, collier de Blombos, outils lithiques, spécimen d’art rupestre... Only 15% of SA university students graduate

The rate for Master’s students is 20 percent and for doctoral students 12 percent.
These figures are contained in the Department of Higher Education and Training’s first annual statistical report, published this year, which looked at the “size and shape of post-school education and training in South Africa”.
Nicolene Murdoch, the executive director for teaching and quality at Monash South Africa, said the graduation rates have ranged from 15 percent to 20 percent for several years now. Read more...

New directions for Association of African Universities

http://enews.ksu.edu.sa/wp-content/uploads/2011/10/UWN.jpgByFrancis Kokutse. Forty-six years after it was founded, the Association of African Universities (AAU) has more than 300 members and has put in place numerous initiatives to improve the quality of administration and education in universities across the continent, Secretary General Professor Etienne Ehouan Ehile told University World News. Ehile, who was appointed to lead the association in September last year, said the AAU had “achieved a lot” since coming into being in 1967. It had launched programmes that helped “address key issues of higher education in Africa” and had changed the face of the sector. Read more...

Pan-African quality assurance and accreditation moves

Plans are under way at the African Union to establish a continental quality assurance and accreditation agency that will measure, compare and harmonise the performance of higher education institutions and facilitate professional mobility across the continent. According to Dr Yohannes Woldetensae, a senior education expert in the department of human resources, science and technology at the African Union Commission (AUC), there is an urgent need to make African higher education more efficient and competitive. Low-skilled lawyers prompt calls for law degree reform

The profession’s weighty bodies are behind a push to reform the qualification countrywide. In a joint statement the South Africa Law Deans' Association (SALDA), the Law Society of South Africa (LSSA) and the General Council of the Bar (GCB) stated their consensus on changing the current four-year undergraduate LLB degree to a five-year qualification. e-Learning conference calls for sustainable innovation

The 8th International Conference on ICT for Development, Education and Training – aka e-Learning Africa – ended in the Namibian capital Windhoek with delegates calling for homegrown, sustainable innovation in e-learning to spur development across Africa. Namibia’s Prime Minister Dr Hage Geingob officially opened the conference, which was held from 29-31 May and drew nearly 1,500 delegates and more than 300 speakers from 65 countries. Read more...

New government scheme tackles graduate unemployment

Worried about the growing rate of graduate joblessness, the Nigerian government – in partnership with the private sector – is financing a scheme under which graduates will learn to eventually become employers. Here at Salem University, we tend to bring out the real and the total man in the student. In the past we neglected their spirit and the real mind, and the consequence today is that we have made intellectual criminals. So what Salem University is devoted to doing is making total leaders by empowering their mind and spirit, so that they are socially adaptable and able to change their world. EU backs pan-African quality assurance initiatives

Some of the options under review are promoting a common understanding on quality issues, support for quality assurance agencies, development of continental standards and guidelines, and possible expansion of the African Higher Education Harmonisation and Tuning initiative that ended earlier this year.
