Higher education is in a state of revival in this century. While the developed countries have already universalized, the developing countries have massified their higher education sector. The developing countries transited from a phase of low gross enrolment ratios (GER) and slow growth to a stage of fast growth and accelerated improvement in the GER. In fact the developing countries accounted for nearly 90 per cent of the increase in enrolment between 2000 and 2014.
