EUA presents key success factors for maximising the effectiveness of smart specialisation strategies for regional development

EUA has published a policy position on Smart Specialisation (RIS3). Approved by the Association’s Council on 26 January, EUA developed the paper in collaboration with its Expert Group on Research and Innovation Strategies for Smart Specialisation. The document presents key messages from the university sector for maximising the effectiveness of smart specialisation strategies for regional development, with a view to defining the priorities for the post-2020 period. Open Access: EUA 2016-2017 survey results released, new survey launched

Already in its third edition, the 2016-2017 survey gathered responses from 338 universities and higher education institutions from 39 European countries, representing a 100% increase from the 2015-2016 response rate. Since its inception in 2014, the initiative has collected input from 400 different institutions across Europe, providing EUA with the basis for a series of recommendations in 2017 on Open Access to Research Publications and to Research Data. Step up and simplify EU investment in research and innovation: a call for action

The next financial period for the EU will start in 2020 and the discussions will be tough. On Friday, 23 February, the heads of state or government of the member states meet to discuss the broad directions of the future multiannual financial framework.  Although the European added value of investment in higher education and research and innovation has been acknowledged by many – the European Commission, European Parliament and member states – there will be difficult choices to be made, in a context marred by Brexit, security threats and reluctance to increase the overall EU budget. It is therefore of utmost importance to convince public authorities of the value of further investment in research and innovation, to ensure a positive outcome for the next Framework Programme. Dans le cadre de la préparation de la 5e journée FTLV du MESRI sur les modèles organisationnels, le comité de pilotage voudrait accroitre la visibilité d’actions de terrain au sein des établissements qui sont de nature à améliorer les réponses des établissements aux enjeux de la FTLV. Depuis la première édition des journées FTLV en février 2016, les différents réseaux d’acteurs (FCU, ANSTIA, FIED, VPNUM, Courroie, ESPE, réseau des SUP, …) et leurs représentants dans les établissements ont été incités à se rapprocher pour construire ensemble des actions de transformation de l’ESR liées à la FTLV. Le comité de pilotage des journées voudrait à l’occasion de la 5e édition faire un état des lieux des actions communes émergentes associant ces réseaux d’acteurs. Le but est de mettre en valeur, de promouvoir et d’accompagner le décloisonnement des services pour mettre en œuvre les actions que la FTLV requiert.

Modalités et calendrier :
Le comité de pilotage des journées FTLV invite les établissements d’enseignement supérieur à proposer jusqu’à 3 descriptions d’actions en lien avec la transformation, si possible organisationnelle et/ou numérique, mise en œuvre pour accompagner les besoins de flexibilités ou les transitions entre périodes de formations et expériences professionnelles et/ou personnelles. Ces actions doivent relever d’un décloisonnement impliquant prioritairement un service de formation continue ainsi qu'au moins deux autres services impliqués tels que des cellules d’appui à la pédagogie, des services TICE, des services d’orientation-insertion, des services de formation à distance…

La date limite pour proposer une ou plusieurs descriptions d’actions est le 23/04/2018.

A l’issue de cette étape, les actions les plus significatives du décloisonnement systémique attendu seront sélectionnées et présentées aux participants de la journée FTLV du 12/06/2018 au moyen d’une vidéo de moins de 3 minutes. Si les établissements n’ont pas la possibilité de produire cette vidéo par eux-mêmes, la MiPNES les accompagnera à cette fin. Les vidéos produites pourront ensuite bénéficier d’une valorisation institutionnelle, notamment par une publication sur sup-numerique.gouv.fr.
Ces actions pourront donner lieu, lors de la journée du 12 juin, à un atelier dont l’objectif sera d’examiner leurs conditions de transfert à une échelle plus grande que celle d’un établissement.
Les participants réunis le 12/06/2018 seront invités en fin de journée à voter pour la vidéo de présentation de l’action, à leurs yeux, la plus emblématique du travail inter réseaux en faveur de la FTLV.

EUA calls on universities to take urgent action in Djalali case

EUA is asking its many members to speak out in the case of Dr. Ahmadreza Djalali, a scholar of disaster medicine who is facing execution in Iran. Iran’s Supreme Court recently confirmed Dr. Djalali’s death sentence, stripped him of his right to an appeal and rejected a recent request to review his case. Erasmus+: European Commission publishes midterm evaluation report

On 31 January 2018, the European Commission published the external midterm evaluation report of the Erasmus+ programme. The report, “Combined evaluation of Erasmus+ and predecessor programmes”, is accompanied by the Commission’s own report and a staff working paper. They provide evidence for discussions both on the midterm review and on the development of the post-2020 programme.
