Mardi 19 février 2019, Frédéric Bierry a remis à Muriel Pénicaud, ministre du Travail et Christelle Dubos, secrétaire d’État auprès de la ministre des Solidarités et de la Santé et en présence de Dominique Bussereau, président de l’Assemblée des Départements de France, ses travaux relatifs à la préparation du volet « insertion » de la contractualisation avec les conseils départementaux.
2017 fut l'année de mise en place d’un nouveau cadre contractuel d’accompagnement pour les jeunes : le PACEA (Parcours d’accompagnement contractualisé vers l’emploi et l’autonomie). Au 31 décembre 2017, l’engagement des missions locales a permis à 271 000 jeunes de contractualiser un PACEA. Cette même année, après 4 ans d'expérimentation, la Garantie jeunes fut également généralisée à tout le territoire, bénéficiant ainsi à 81 000 jeunes.

Given that Ontario students rank among the very top in international testing, I greet this attention-grabbing headline with a great deal of scepticism. To me it has all the makings of a manufactured crisis. The article makes it clear that the Higher Education Quality Council of Ontario is working with a revised definition of literacy.
