Pour favoriser la mobilité des fonctionnaires et contractuels entre les 3 fonctions publiques et contribuer à la diversification de leur parcours professionnel, une ordonnance modifie plusieurs dispositions statutaires.
D'autres mesures portent sur les fonctionnaires détachés et prolongent jusqu'au 31 décembre 2020 le dispositif d'accès à l'emploi titulaire ouverts à certains agents contractuels.

Davantage d'étudiants chinois reviennent de l'étranger en 2016
En 2016, 544.500 étudiants chinois ont fait des études à l'étranger, soit 144.900 de plus qu'en 2012, tandis que le nombre de ceux revenus au pays en 2016 était de 432.500, soit 159.600 de plus qu'en 2012, a indiqué Xu Tao, directeur du département international du ministère. Près de 80% des étudiants chinois à l'étranger se sont rendus dans des pays anglophones en 2016. Les Etats-Unis, le Royaume-uni et l'Australie étaient les destinations préférées, a expliqué M. Xu.
