By Erin Pottie. The president of Cape Breton University is calling for fundamental reform of Canadian universities and the creation of a Halifax “super-university.” 
Speaking at the Canadian International Conference on Education, which his university is hosting in Sydney, David Wheeler said big changes are needed if universities are to maintain international competitiveness.
