En France, cette globalisation de l’enseignement supérieur est d’abord européenne et a commencé avec le processus de Bologne, lancé en 1998, ayant pour but de faire de l’espace européen de l’enseignement supérieur, un système « d’économie de la connaissance la plus compétitive et la plus dynamique du monde ». C’est donc d’une globalisation économique qu’il s’agit, dont un des aspects les plus visibles est la hausse et la financiarisation des frais d’inscription.
