International education is worth billions to the economy and creates thousands of jobs – some in these MPs’ own constituencies. Whether the proposal put forward in ‘40 Policy Ideas From The 40’ goes any further or not, it really does not deserve air-time at all.
The higher education sector has enough to contend with, with constantly changing and poorly consulted rules and regulations and the bungling of the UKBA/Home Office. It has shown great nimbleness in adapting to the “new normal” in which the government relentlessly targets one of the country’s most valuable exports as it tries to meet its pre-election pledge to bring net migration down to the tens of thousands. The Ukraine International Education Council is offering scholarships to students of the three northern regions to study medicine and other health related courses in selected Ukraine universities.
This was made known at separate seminars organised at Bawku and Bolgatanga under the theme “The Study of Medicine and Health Sciences: Opportunities, Challenges and Threats in Developing Countries”.
A key note address delivered by the Bawku and Bolgatanga Municipal Chief Executives, Mr Abdullai Musah and Mr Edwarad Ayagle respectively, on behalf of the Upper East Regional Minister, Alhaji Limuna Mohammed-Muniru, lauded the Ukraine International Education Council, EduGha Organization and the Advance Global College of Health Sciences for the initiative. Les droits d'inscriptions 2013-2014 ont été fixés nationalement à 183 euros en licence, 254 euros en master et 388 euros en doctorat. Les droits complémentaires doivent être facultatifs dès l'inscription, correspondre à des prestations clairement identifiées et ne relevant pas du cœur des missions de service public des universités.
Geneviève Fioraso tient à rappeler que les droits d'inscription sont fixés nationalement par arrêté. Pour 2013-2014, ils s'élèvent hors cotisation étudiante à la sécurité sociale, à 183 euros pour une inscription en Licence, 254 euros en Master et 388 euros en Doctorat. La France fait d'ailleurs partie des pays où les droits d'inscription sont les plus faibles. Si les universités disposent de la possibilité de réclamer des droits d'inscription complémentaires, ceux-ci doivent être facultatifs dès l'inscription, correspondre à des prestations clairement identifiées et qui ne relèvent pas du cœur des missions de service public des universités. Cette réglementation a été rappelée aux universités par une circulaire en date du 28 juin 2013.
La ministre tient à souligner la baisse du nombre de cas recensés en 2013, qui témoigne de l'engagement des établissements à y mettre fin ainsi que de l'efficacité des démarches engagées. Depuis 2012, une démarche de dialogue préventif instaurée par le ministère a en effet abouti à un examen méthodique des délibérations des universités sur le sujet et à une quinzaine d'interventions des recteurs auprès des établissements concernés. La ministre a demandé que soit procédé à l'examen rigoureux des informations rendues publiques ce jour. Les recteurs seront saisis pour rappeler à l'ordre les universités qui sortiraient de la légalité. Le cas échéant, l'Etat prendra ses responsabilités pour y mettre fin.
La ministre tient à réaffirmer que le Gouvernement a clairement donné la priorité  à  l'Enseignement  supérieur  et à la Recherche, en augmentant de 2,2% le budget de l'Enseignement supérieur et de la Recherche en 2013, en annonçant 3,6 milliards d'euros pour la recherche et l'université dans le nouveau programme d'investissements d'avenir, en programmant la création de 1 000 postes par an durant le quinquennat, orientés prioritairement sur le premier cycle, en accompagnant, sur le terrain, les universités en difficulté et en augmentant les moyens alloués aux bourses au service de la réussite de tous les étudiants. Par ailleurs, tout l'enjeu de la loi relative à l'enseignement supérieur et à la recherche est de renforcer les moyens sur la réforme du premier cycle avec une priorité, la réussite étudiante et avec un objectif, atteindre 50% de diplômés du supérieur.

By Nashira Davids and Philani Nombenbe. Academics are hitting the road for the promise of big money in the private and public sectors. The trend has prompted a study by Higher Education SA, which has members in all 23 of this country's universities.
"There is recognition that the salaries of academic workers do not keep pace with those of employees in other sectors of the economy," Higher Education CEO Jeffrey Mabelebele said.
"[We are] conducting a study on academic salaries across the entire public university sector with a view to determining a benchmark."
A recent advertisement by the University of Cape Town's department of chemical engineering put the salary and benefits for a senior lecturer at over R500000 a year. Read more...

By Johnny Tam. Rise in secondary students gaining minimum admission score makes competition tougher. Competition for university places is tougher this year than last, as more secondary school students have achieved the minimum requirements for admission in the Hong Kong Diploma of Secondary Education (HKDSE) exam. Statistics released yesterday by the Hong Kong Examinations and Assessment Authority showed that of 82,283 students who took HKDSE exams this year, 28,418 obtained the minimum score for about 15,000 government-subsidised first-year university degree places through the joint admission system. Seven leading IITs, Infosys, TCS, Cognizant and industry lobby Nasscom are coming together to launch a bunch of free, online courses that could potentially help 100,000-150,000 people a year get high-quality education and make them job-ready. The courses will be offered using the model of massive open online courses (MOOCs), which is globally creating an upheaval in the world of higher education. The first three courses in computer science are expected to roll out this October.

America’s research universities, among the most open and robust centers of information exchange in the world, are increasingly coming under cyberattack, most of it thought to be from China, with millions of hacking attempts weekly. Campuses are being forced to tighten security, constrict their culture of openness and try to determine what has been stolen. University officials concede that some of the hacking attempts have succeeded. But they have declined to reveal specifics, other than those involving the theft of personal data like Social Security numbers. They acknowledge that they often do not learn of break-ins until much later, if ever, and that even after discovering the breaches they may not be able to tell what was taken. Read more...
