Quels effets de l’accompagnement sur le devenir des salariés en insertion ?
L’accompagnement est ici mesuré de manière subjective, à partir des réponses du salarié à des questions sur les actions engagées par la structure qui l’emploie, même si les déclarations des structures semblent bien confirmer celles de leurs salariés. L’évaluation est réalisée en mobilisant des techniques d’appariement sur le score de propension à partir de données issues de l’appariement des deux volets, « salariés » et « employeurs », d’une enquête menée par la Dares en 2012 sur le secteur de l’IAE. La richesse des informations contenues dans l’enquête permet de supposer que le fait d’avoir été ou non accompagné est aléatoire conditionnellement aux caractéristiques observables retenues. L’hétérogénéité de l’effet de l’accompagnement est appréhendée en affinant l’analyse selon la nature de l’accompagnement reçu.
Globalement, l’accompagnement est favorable aux salariés de l’IAE. Il joue positivement sur leur probabilité d’accéder à une formation et d’être en emploi plutôt qu’au chômage ou inactif dix-huit mois après l’entrée dans une structure de l’IAE. Cet accompagnement permet aux salariés de l’IAE de porter un regard plus positif sur leur situation et de résoudre la plupart de leurs problèmes sociaux.
