The Minnesota Department of Education partnered with Regional Educational Laboratory Midwest to redesign the state’s teacher supply and demand study in order to increase its utility for stakeholders. This report summarizes the four-step process that was followed in redesigning the study, focusing on the state data sources and analytic methods that can address stakeholders’ research questions. This project concluded in December 2016. Through a collaboration with a research team led by Sheffield Hallam University, we published:

• a final report on the development of a set of tools, including a statistical model, to help universities evaluate the impact of their financial support packages
• an accompanying technical workbook to guide universities through the process of implementing this model.
