Universities are still male-dominated institutions. Currently, 12% of rectors among the 47 EUA member countries are female, compared to 88% of male rectors. In the 28 EU member states, only 21% of rectors are female. However, the figures for female vice rectors are more uplifting - some EUA member countries do have gender parity (e.g. Latvia, Croatia or Norway) and, on average, a third of vice rector positions in 2010 were taken up by women in countries with EUA members. The American Council on Education (ACE) has launched a global exchange on how to improve outcomes for underserved students through research, policy and the dissemination of good practices. On 2-4 February 2018, ACE invited higher education, policy and business leaders to participate in an international debate on the topic in Washington, DC.
The conference kicked-off a two-year initiative involving eight national or regional systems: Australia, Canada, Colombia, the European Union, Germany, Mexico, the United Kingdom and the United States. EUA has published a policy position on Smart Specialisation (RIS3). Approved by the Association’s Council on 26 January, EUA developed the paper in collaboration with its Expert Group on Research and Innovation Strategies for Smart Specialisation. The document presents key messages from the university sector for maximising the effectiveness of smart specialisation strategies for regional development, with a view to defining the priorities for the post-2020 period. Already in its third edition, the 2016-2017 survey gathered responses from 338 universities and higher education institutions from 39 European countries, representing a 100% increase from the 2015-2016 response rate. Since its inception in 2014, the initiative has collected input from 400 different institutions across Europe, providing EUA with the basis for a series of recommendations in 2017 on Open Access to Research Publications and to Research Data. It also allowed the EUA Council to issue a Statement addressed to EU institutions and national governments indicating the type of support universities need to make Open Access and Open Science a reality. The next financial period for the EU will start in 2020 and the discussions will be tough. On Friday, 23 February, the heads of state or government of the member states meet to discuss the broad directions of the future multiannual financial framework. Although the European added value of investment in higher education and research and innovation has been acknowledged by many – the European Commission, European Parliament and member states – there will be difficult choices to be made, in a context marred by Brexit, security threats and reluctance to increase the overall EU budget. It is therefore of utmost importance to convince public authorities of the value of further investment in research and innovation, to ensure a positive outcome for the next Framework Programme.
