Najat Vallaud-Belkacem, ministre de l'Education nationale, de l'Enseignement supérieur et de la Recherche, et Thierry Mandon, secrétaire d'État chargé de l'Enseignement supérieur et de la Recherche, ont procédé lundi 13 juin 2016 à l'installation du comité du Livre blanc de l'enseignement supérieur et de la recherche.
La loi Enseignement supérieur et Recherche du 22 juillet 2013 a conduit à la préparation d'une Stratégie nationale de l'enseignement supérieur (StraNES) et d'une Stratégie nationale de la recherche (S.N.R.). Ces deux grandes stratégies à 10 ans établissent une feuille de route pour l'E.S.R., et une mise en œuvre opérationnelle a débuté. Cette loi prévoit également, dans son article 17, la réalisation d'"un livre blanc de l'enseignement supérieur et de la recherche [présenté] par le Gouvernement au Parlement tous les cinq ans."
