Out of concern that the nation’s schools—particularly those working  with traditionally underserved populations—are not adequately preparing all students to succeed in college and careers, education policymakers have launched a series of major reform efforts in recent years. Most prominent among these are two initiatives that call for fundamental changes in the areas of curriculum and assessment: the Common Core State Standards and new common assessments that measure college and career readiness.
In the face of these changes, which call for a shift to deeper learning, many schools will need to transform their teaching methods, organizational systems, and approaches to leadership. When it comes to creating a rich learning environment, schools serving low-income students and students of color tend to have the furthest distance to travel. Many have struggled to maintain a broad curriculum and felt forced to focus on test preparation in the face of budget cuts, high-stakes exams, and increased segregation of students on the basis of race and socioeconomic status. Successful implementation of these major new policy initiatives will thus need to overcome inequities in funding, learning opportunities, and learning conditions that are pervasive in the American educational system and that contribute to the persistence of the so-called “achievement gap.”
This report addresses the issue of equity in a crucial dimension: teaching and learning. Pedro Noguera, Linda Darling-Hammond, and Diane Friedlaender argue that, to ensure equity in access to deeper learning, practices and policies must address the context for education both outside and inside of schools. To enable low-income students to learn deeply and successfully, schools that serve them must offer a high-quality instructional experience and the wraparound services that can help ameliorate the stressful conditions they experience in their communities.

Résumé :  Si l’information est au cœur de l’intelligence économique, les données en  sont des éléments indispensables pour construire les savoirs afin de prendre une bonne  décision  qui  dans  l’instant  peut  paraitre  comme  optimale  dans  les  champs  des  possibles de ses connaissances... C’est l’utilisation des données qui donne le pouvoir.  Les  entreprises,  de  plus  en  plus  conscientes  de  l’importance  des  données  et  de  l’information, se press ent  à  réfléchir  sur  la  façon  de  les  «  gérer  »,  de  les  enrichir  et  d’en tirer profit. L’objectif de cet article est de montrer que les enjeux de l’ère de « la  révolution des données » se focalisent autour de l’intégration et de la valorisation des  données  d ans  l’entreprise.  Il  s’inscrit  dans  une  thématique  reliée  à  la  montée  en  puissance de l’économie de l’immatériel mobilisant les connaissances et les savoirs, et  met en évidence l’importance des données.
Abstract:  If information is at the heart of economic intelligence, data is the essential  element  to  develop  knowledge  to  make  a  good  decision  which  in  the  moment  may  seem  to  be  optimal  within  the  reach  of  knowledge  ...  It  is  the  use  of  data  that  empowers  decision - making.  Being  increasingly  aware  of  the  impo rtance  of  data  and  information, companies are pressing to rethink the way to "manage", to enrich and to  benefit from them. The objective of this paper is to show that the challenges of the era  of  "data  revolution"  focus  on  the  integration  and  utilization  o f  data  in  the  firm.  It  is  linked the rise of the intangible economy that mobilizes knowledge and highlights the  importance of data.

VERA scenarios illustrate different political and societal contexts for the European research and innovation landscape in 2030. Our analyses of the scenarios show that policy choices of today can affect the availability of alternatives in the future. So, the current European Research Area (ERA) policy process is not of a purely technical nature. Instead, policy actions of today to ensure a fully operational ERA, can at the same time open and close doors for the future. We need to be aware of these consequences in order to avoid unintended trajectories of today’s choices. Moreover, the future of ERA is not only depending on wise policy action geared towards the desired futures for ERA. Any discourse on desired futures needs to take into account the strategic reactions of stakeholders and what these mean for systems over time. VERA suggests that vision-building for the ERA must build on a reflective process engaging stakeholders in a meaningful and constructive manner. With the VERA strategic debate, we aimed at piloting such a process using an adaptive foresight approach.

La Commission européenne va investir près de 16 milliards d’euros dans la recherche et l’innovation au cours des deux prochaines années dans le cadre d’Horizon 2020, le programme de financement de l'Union européenne pour la recherche et l’innovation, à la suite de l'adoption aujourd'hui du nouveau programme de travail 2016-2017.
Les nouvelles possibilités de financement qu'offre le programme de travail sont dans la droite ligne des priorités de la Commission énoncées par le président Jean-Claude Juncker et contribueront de manière considérable aux mesures de la Commission en faveur de l’emploi, de la croissance et de l’investissement, au marché unique numérique, à l'Union de l'énergie et à la politique en matière de changement climatique, à une plus forte participation de l'industrie au marché intérieur et au renfort du poids de l'Europe sur la scène internationale. UPP is this week launching their annual Student Experience Survey, Work hard, play hard, conducted by Research Academy. The findings of the report will be discussed at a series of high-level roundtables at the Labour and Conservative Party conferences – held in partnership with HEPI.
The research shows the importance of employability with nearly three quarters of students and applicants saying they would be prepared to pay higher fees if it guaranteed them a graduate-level job on completion of their degree. Le dispositif français d’élaboration et de reconnaissance des certifications professionnelles se structure autour des commissions professionnelles consultatives (CPC) qui émettent des avis et formulent des propositions sur la définition, la création ou la suppression des titres et diplômes professionnels, et la commission nationale de certification professionnelle (CNPC) qui instruit et enregistre les demandes de certifications publiques et privées. En raison du contexte de forte hétérogénéité des certifications et de complexité du paysage des CPC, le dispositif actuel peut souffrir d’un manque de lisibilité et de cohérence.
C’est pourquoi, le gouvernement a missionné, fin juillet 2015, l’Igas et l’IGAENR pour évaluer la politique de certification professionnelle. Cette évaluation vise à doter la politique d’un système permettant de mieux réguler l’offre publique et privée, de rationaliser et améliorer la qualité du processus d’élaboration et de reconnaissance des certifications, dans l`objectif de simplification de l`accès à la certification.
Selon la lettre de mission, cette évaluation pourrait être à l`origine d`une révision en profondeur du système et du contenu de la politique de certification en France. Les dispositions réglementaires devraient idéalement être prises pour une mise en œuvre effective en fonction des dates de renouvellement des CPC et/ou du 1er janvier 2016 pour la CNCP.
