Approche compétences : outils et pratiques en orientation

Le terme compétences n’est pas nouveau dans le champ de la formation professionnelle et de l’orientation professionnelle. Dès 1991, avec le bilan de compétences (repérage des compétences individuelles) s’amorce un lent mouvement qui va transférer l’employabilité des salariés du champ du collectif (entreprise) à celui de l’individu le rendant progressivement acteur du maintien ou du développement de ses compétences.
À partir de 2002, la Validation des acquis de l’expérience (VAE) va faire émerger à coté des référentiels de formation et de certification, un référentiel d’activités et de compétences qui permet de reconnaître que l’expérience construit les compétences.
Le dispositif de formation professionnelle va se structurer autour de l’acquisition ou du renforcement des compétences pour permettre à chacun de devenir acteur de son parcours professionnel : Compte personnel de formation (CPF) pour le financement, blocs de compétences pour la certification, Plan d’investissement dans les compétences (PIC), Agence France compétences qui fusionne les instances de régulation de la formation, Cnefop, Copanef, FPSPP et opérateurs de compétences - Opca.
Pour permettre de visualiser les compétences transversales qui peuvent être utilisées dans différents contextes professionnels, l’agence Erasmus + a réalisé une carte des compétences transversales avec douze items (gestion d’infos, organisation, travail en groupe, réglementation…) qui permet de donner lecture à chacun, selon quatre niveaux d’acquisition, de ce qui est acquis et des axes de progrès à prioriser.
