International Labour OrganizationBetween 25 and 45 per cent of workers in Europe are either over – or under-qualified for their job, leading to a substantial mismatch between supply and demand in the labour market, a new ILO study says.

Do we really have a skills shortage? Or just a communication problem

By Jessica Barrett. The most vexing problem in Canada's economy has been reduced to a pithy tagline: Jobs without people and people without jobs.
Variations of the phrase punctuate government pamphlets, industry white papers and economic reports, all aiming to get to the bottom of a stubborn paradox: a relatively high national unemployment rate -- particularly among youth -- that persists as employers complain they just can't find the labour they need. According to this post, Colleges and Institutes Canada has released a report describing "the programs, support services and innovations that Canadian colleges are using to increase access to post-secondary education for vulnerable groups." What Faculty Should Know About Competency-Based Education

By Michael Feldstein. I loved the title of Phil’s recent post, “Competency-Based Education: Not just a drinking game” because it acknowledges that, whatever else CBE is, it is also a drinking game. The hype is huge and still growing. I have been thinking a lot lately about Gartner’s hype cycle and how it plays out in academia. In a way, it was really at the heart of the Duke keynote speech I posted the other day. There are a lot of factors that amplify it and make it more pernicious in the academic ecosystem than it is elsewhere. But it’s a tough beast to tackle. More...

CBE

http://www.insidehighered.com/sites/default/server_files/styles/large/public/confessions_of_a_community_college_dean_blog_header.jpgBy Matt Reed. When Michael Dukakis ran for President, his slogan of “competence, not ideology” didn’t exactly stir the blood.  But I saw competency stir the blood of some smart people on Monday, and it gave me hope.  NEBHE - the New England Board of Higher Education - hosted a conference in Boston on Competency-Based Education, and it was one of the best I’ve attended in years. Speed Kills - Fast is never fast enough

http://chronicle.com/img/subscribe-footer.pngBy Mark C. Taylor. The cult of speed is a modern phenomenon. In "The Futurist Manifesto" in 1909, Filippo Tommaso Marionetti declared, "We say that the splendor of the world has been enriched by a new beauty: the beauty of speed." The worship of speed reflected and promoted a profound shift in cultural values that occurred with the advent of modernity and modernization. With the emergence of industrial capitalism, the primary values governing life became work, efficiency, utility, productivity, and competition. When Frederick Winslow Taylor took his stopwatch to the factory floor in the early 20th century to increase workers’ efficiency, he began a high-speed culture of surveillance so memorably depicted in Charlie Chaplin’s Modern Times. Then, as now, efficiency was measured by the maximization of rapid production through the programming of human behavior. Read more...

Competency-Based Education: Not just a drinking game

By Phil Hill. Ray Henderson captured the changing trend of the past two EDUCAUSE conferences quite well.
Two years ago, the best-known competency-based education (CBE) initiatives were at Western Governors University (WGU), Southern New Hampshire University’s College for America (CfA), and SUNY’s Excelsior College. In an article this past summer describing the US Department of Education’s focus on CBE, Paul Fain noted. More...
