Helix Education puts their competency-based LMS up for sale

By Phil Hill. Back in September I wrote about the Helix LMS providing an excellent view into competency-based education and how learning platforms would need to be designed differently for this mode. The traditional LMS – based on a traditional model using grades, seat time and synchronous cohort of students – is not easily adapted to serve CBE needs such as the following:

  1. Explicit learning outcomes with respect to the required skills and concomitant proficiency (standards for assessment)
  2. A flexible time frame to master these skills
  3. A variety of instructional activities to facilitate learning
  4. Criterion-referenced testing of the required outcomes
  5. Certification based on demonstrated learning outcomes

Q13    Since students generally progress in competency-based programs at their own pace, how are the Return of Title IV Funds (R2T4) provisions to be implemented when there are no established start and end dates for competencies?
A13    Because of the self-paced nature of CBE programs, we consider the time when a student is enrolled in a competency to be, for Title IV R2T4 purposes, a module.  We consider a CBE module to have begun when the student began working toward demonstrating mastery of the competency and ending when the student has successfully demonstrated mastery.  An institution must have a mechanism for determining and documenting that a student has begun attendance in a payment period by working toward one or more competencies. Giving disadvantaged people a second chance to acquire basic skills and prepare for the world of work

Second-chance education was the theme of this year’s annual conference of the Swiss Network for Education and International Cooperation (Réseau Suisse Education et Coopération Internationale, RECI), held in Bern on 3 November 2014.  The conference consisted of presentations on projects conducted by non-governmental organisations, regional networks and universities, including Action Aid, Foundation for the Education of Children in Africa and the University of Geneva.

Avant-propos

Une nouvelle période 2014 - 2020 s’ouvre pour les politiques européennes, avec en particulier une nouvelle organisation des fonds européens (FSE,...). Il est essentiel d’informer les acteurs et les professionnels concernés sur les orientations régionales qui s’inscrivent dans le cadre européen et leur faire mieux connaître les dispositifs européens emploi formation en termes de mobilités professionnelles en s’appuyant sur des témoignages et des exemples concrets. Ce nouveau numéro d'Eclairage accompagne les participants de la Journée Emploi Formation organisée le 11 décembre 2014 à la faculté de droit et sciences économiques de Rouen.
Après une présentation de la stratégie Europe 2020 et du cadre général de la nouvelle programmation FSE, ce dossier présente d'abord le programme opérationnel FSE en Haute-Normandie. Il aborde ensuite successivement la stratégie européenne pour la lutte contre l’illettrisme, le cadre européen de certifications et le système européen de crédit d'apprentissages pour l'enseignement et la formation professionnels (ECVET). Enfin il explore quelques outils au service de la mobilité des citoyens européens avant un zoom particulier sur les aides régionales à la mobilité des Haut-Normands.
