Tandis que les États-Unis découvrent les  SPOCs (les cours en ligne soumis à un processus de sélection et destinés  à un nombre restreints de participants), l’Europe se réconcilie enfin avec les MOOCs(les cours en ligne ouverts et massifs, voir précédent article). Le mois dernier, la Commission européenne a lancé Open Education Europa, un site web qui servira de porte d’entrée unique à l’éducation ouverte européenne. Ce lancement fait partie de l’initiative « Ouvrir l’éducation », lancée aussi en septembre par la Commission « pour stimuler l’innovation et les compétences numériques dans les écoles et les universités ». Pas moins de 37 000 jeunes se sont inscrits à des cours de chinois cette année en France. Cela représente une hausse de 400 % par rapport à il y a dix ans, et de 11 % par rapport à 2012 !
Après un retour aux racines et des cours de journalisme en langue corse, l'Île de Beauté se tourne vers l'horizon et se met… au mandarin ! Cette année, pour la première fois, le chinois est en effet proposé dans toutes les académies françaises. It is hard to know exactly which transgression propelled Xia Yeliang, an accomplished Peking University economist, from opinionated irritant to a marked enemy of the ruling Communist Party. There was his 2009 public letter that ridiculed the technical school degree held by the nation’s propaganda minister and the interview he gave last year to Radio Free Asia, describing China as a “Communist one-party dictatorship.”
But Professor Xia, a former teenage Red Guard turned free-market advocate, says he most likely crossed a line last year when he posted an online jeremiad calling on Chinese intellectuals to gather in public squares to debate political reform. “That seemed to really upset school administrators,” he said recently. Board members of the Green Climate Fund said in October last year the fund designed to manage billions of dollars to help developing countries combat climate change will be located in Songdo, Incheon City.
The IFEZ, the country’s first free economic zone, has strived to woo foreign direct investments (FDIs) to transform it into a major business hub of Northeast Asia in terms of knowledge and technology-based business, tourism and services industry in the past 10 years since its opening in 2003. By Takuya Asakura. Facing a shrinking pool of young people because of the declining birthrate, four top private colleges in western Japan are setting up offices abroad to lure bright foreign students, utilizing attractions such as nanotechnology and geisha in Kyoto.
The universities are also holding events overseas to raise their profiles and pitching assistance and other programs geared toward foreign students.
In July, Doshisha University established an office in Istanbul, Turkey, its seventh outside of Japan. More...

By A. Papapostolou. The rectors of eight Greek universities who have failed to supply the Education Ministry with details of their 4,574 administrative staff, a third of whom must join a so-called mobility scheme, are reportedly seeking a meeting with troika officials to press their case.
The rectors, are planning to travel to Bruxelles this Thursday to brief the European Parliament on their demands.
Meanwhile the ministry has drafted legislation foreseeing the suspension of all the universities’ administrative staff unless all eight institutions submit lists of their employees along with the additional information necessary for authorities to evaluate them. More...
