Two major changes to student finance were proposed in the Budget. The replacement of maintenance grants by loans from 2016–17 will raise debt for the poorest students, but do little to improve government finances in the long run. The proposed freezing of the repayment threshold for loans, on the other hand, will – if implemented – significantly improve government finances because it will result in an increase in graduate repayments.

Alors que les effets de la crise ont particulièrement affecté les plus jeunes, plus vulnérables dans cette étape charnière de passage à la vie adulte, de nombreuses actions et dispositifs sont mis en place par les pouvoirs publics pour accompagner l’autonomie et l’insertion sociale et professionnelle des jeunes. En particulier, la mobilité internationale et l’engagement des jeunes dans la vie de la cité – notamment au travers du développement du service civique - sont encouragés en ce qu’ils sont envisagés comme des expériences favorisant l’acquisition de valeurs, d’expériences et de compétences valorisées sur le marché du travail.
Plus de 7 jeunes sur 10 en faveur de la poursuite de la construction européenne
Concernant leur vision de l’Europe, les Français, et particulièrement les moins de trente ans, se prononcent majoritairement en faveur de la poursuite de la construction européenne : c’est le cas de 72% des moins de trente ans et de 66% des trente ans et plus. Ce résultat est à mettre en relation avec l’image positive que les jeunes ont de l’Europe, et particulièrement au fait que l’Union européenne incarne, plus chez les jeunes que chez leurs aînés, la liberté de circulation.
Une vision positive de la mobilité internationale des jeunes
Le séjour à l’étranger pour les jeunes est une expérience jugée nécessaire (53%) ou incontournable (11%) par près des deux-tiers des Français. L’expérience internationale, jugée très positive dans cette période de transition entre le monde scolaire et professionnel au vu des compétences qu’elle permet d’acquérir ou de consolider, se concrétise aujourd’hui pour un jeune sur sept ; elle est particulièrement rare chez les moins diplômés (4% des jeunes d’un niveau inférieur au BAC déclarent avoir séjourné à l’étranger dans les cinq dernières années pour un motif autre que les vacances). En moyenne, chez les moins de trente ans, ce sont les liens affectifs qui apparaissent comme le principal frein au départ (35%), suivi par les contraintes financières (31%). Chez les moins de 26 ans, la hiérarchie est inversée, et le manque de moyens financiers apparait en tête (32%).
