Today, Lumina Foundation announced the release of a strategic plan for 2017-20 that highlights the investments and change strategies necessary to meet Goal 2025: that 60 percent of working-age Americans hold degrees, certificates or other high-quality postsecondary credentials within the next eight years. The International Commission on Financing Global Education Opportunity’s (The Education Commission) launched its report on education financing recently. Over the past year, 25 world leaders have been working together to identify how to develop a renewed and compelling investment case and financing pathway for achieving equal educational opportunity for all children and young people. In recent decades the UK’s higher education sector has expanded rapidly, but the increase in the number of graduates has not been matched by an increase in high-skilled jobs. Many graduates are finding themselves working in jobs that would in previous generations have been filled by non-graduates.
Comparisons across Europe suggest that graduate over-qualification is a particular problem for the UK, with 58.8% of UK graduates in non-graduate jobs – a percentage only exceeded by Greece and Estonia. Read more...

L’enseignement français à l’étranger dispose d’un réseau unique au monde, aussi bien par sa taille, par sa diversité que par l’excellence de ses résultats. Confronté à une concurrence de plus en plus vive sur le marché mondial de l’éducation, il peine toutefois à évoluer. L’absence de décisions ambitieuses le condamnerait à l’incertitude, voire à un lent déclin, à la fois en raison de crédits publics qui ne cessent de diminuer, d’une solvabilité des familles qui n’est pas sans limites et de dépenses par nature dynamiques. Dans ce contexte, la gestion des ressources humaines par l’Agence pour l’enseignement français à l’étranger représente un enjeu crucial. Dans un rapport demandé par la commission des finances du Sénat, la Cour formule huit recommandations pour que soient engagées les évolutions indispensables au devenir de ce réseau. Le rapport révèle qu’en 2016, les pays de l’UE28+ ont, en moyenne, couvert 57% de leur transition vers un tout Open Data (Open Data journey (3)), soit une augmentation de 28,6% par rapport à 2015. En 2015, moins de deux tiers (59%) disposaient d’une politique ou d’un programme dédié à l’Open Data. En 2016, ce chiffre atteint 68%. Les pays interrogés ont également lancé des études pour évaluer plus précisément l’impact économique et social de l’Open Data à l’échelle nationale. Le niveau de maturité des portails a quant à lui augmenté de 22,6 points à 64,3%, contre 41,7% en 2015. This Peer Review, launched in November 2015 aimed to provide external advice and operational recommendations to the Moldovan authorities on possible reforms to undertake in the following focus areas: (1) Increasing the efficiency of public R&I funding and the quality of the R&I performing bodies and instruments; (2) Improving the policies for human resources and mobility of researchers; (3) Boosting business innovativeness and science-business links; and, (4) Increasing R&I impact by properly defining the policy instruments. The report presents the outcome of the PSF specific support to Malta on developing a system of indicators that can be used to monitor and evaluate the implementation of the national R&I Strategy and the measures in its Action Plan. The report provides five practical recommendations to the Maltese authorities on how to establish such monitoring system; it outlines its architecture, principles, governance arrangements, operational steps and indicators. The government's policy focus on reducing net migration is causing unnecessary harm to the UK's international education sector, one of the UK’s biggest services exports. This report asks how, through better informed policy, the UK can attract more students in a growing and increasingly competitive global marketplace.
The government’s policy on international students has, for the past six years, been driven in large part by its objective of reducing net migration to the tens of thousands. The government has argued that a large number of non-EU international students – around 90,000 – do not leave the UK at the end of their studies, a claim made on the basis of data from the International Passenger Survey. Its policy towards international students is designed to reduce this number, in order to progress towards achieving its net migration target. Read more...
