 The Accreditation Committee of Cambodia (ACC) was established to assure and improve the quality of Higher Education Institutions in Cambodia and meet international standards through accreditation. The purpose of ACC is to administer the accreditation of higher education for all higher educational institutions (HEIs) to ensure the promote academic quality fro greater effectiveness and quality consistent with international standards and to determine the organization of structures, roles, functions and duties regarding the administration of the accreditation process of higher education for all HEIs which grant degrees in the Kingdom of Cambodia.

New study funded by the European Commission confirms that Open Access to research publications is reaching the "tipping point'

http://www.elearningeuropa.info/sites/default/files/elearning_papers.pngA new study funded by the European Commission confirms the global shift towards Open Access (OA), or making research findings available free of charge. The research suggests that Open Access is reaching the tipping point, with around 50% of scientific papers published in 2011 now available for free. This is about twice the level estimated in previous studies.

The study “Proportion of Open Access Peer-Reviewed Papers at the European and World Levels—2004-2011” estimates that more than 40% of scientific peer reviewed articles published worldwide between 2004 and 2011 are now available online in OA form.

Máire Geoghegan-Quinn, European Commissioner for Research, Innovation and Science, says: “These findings underline that open access is here to stay. Putting research results in the public sphere makes science better and strengthens our knowledge-based economy."

The study was undertaken by Science-Metrix, a research evaluation consultancy, and looked at the availability of scholarly publications in 22 fields of knowledge in the European Research Area, Brazil, Canada, Japan, and the United States. In several countries and disciplines more than 50% of papers are now available for free.

Free availability of the majority of articles has been reached in the fields of general science and technology, biomedical research, biology and mathematics and statistics. The fields where OA availability is most limited are the social sciences and humanities and applied sciences, engineering and technology.

Two other reports examining Open Access policies and the issue of Open Access to data have also been released this month by the EC.

A recent European Commission Communication (IP/12/790) identified Open Access as a core means to improve knowledge circulation and thus innovation in Europe. Therefore, OA will be mandatory for all scientific publications produced with funding from Horizon 2020, the EU's Research & Innovation funding programme for 2014-2020.

Commissioner Geoghegan-Quinn stresses that the European Commission is promoting OA in Europe, including for the results of its own research funding: "The European taxpayer should not have to pay twice for publicly funded research. That is why we have made Open Access to publications the default setting for Horizon 2020."

INTED2014 (8th International Technology, Education and Development Conference) - Valencia

Held in Valancia between October 10-12, the conference will provide a platform for discussion of all things relating to education and technology.

INTED2014 will explore themes such as the latest trends and developments in teaching techniques, learning methodologies, innovations and technologies applied to educational research. 

Participants are invited to share their experiences with experts from around the world. An estimated 650 delegates from 75 different countries are expected to attend, making this an exceptionally international event.

RECmondo

 RECmondo is a documented trip across various countries in Asia, Oceania and Europe aiming to give voice to the children. The project, launched by the Spanish NGO Cultural Planet, will provide 40 children in 20 countries tools to help them share their daily reality.

RECmondo will provide a video camera to the participating children, who will record one day in their lives without any adult intervention an in complete freedom. The NGO’s volunteers will later on interview the children and capture footage of the place where they live to complete the documentary.

The goal of the project is to see how children throughout 3 continents think, feel and act.

This crwodfunded project will start on September 2013 and will last at least 10 months. The first stop of RECmondo will be Auckland (New Zealand).

The University of Salamanca starts collaboration with Miríada X offering two free MOOCs

Founded in 1218, Salamanca’s University is the oldest university in Spain and one of the oldest in Europe. The two first MOOCs to be held throughout the Miríada X platform will be totally free and registration for them is already open.

  • Spanish Salamanca A2: A Spanish basic six-modules course oriented to communication and social integration, which aims to provide participants with the means to solve tasks or basic problems of everyday life.
  • Statistics for researchers: A course recommended for researchers and students preparing the final assignments for their bachelor or master’s thesis. During this six-week MOOC participants will be able to remember and update their knowledge on basic statistics.

Places available on online social media course in September in either French or English aimed at LLP managers and partners

This course is made up of 5 one hour weekly webinars and a series of tasks and activities carried out by participants in their own time.
Drawing on the expertise of the Web2LLP partners, this course will also feature inputs from colleagues all over Europe with experience in the use of social media to support LLP projects. The sessions cover the following topics: setting up a web strategy and communication action plan, selecting and choosing social media tools, managing and measuring your social media presence, sharing online content and a final round-table session with experienced managers about the typical issues and experiences LLP managers face in their use of social media. Domain experts leading this course include Gary Shochat and Nicholas Standage from PAU Education Spain and LLP social media users who will participate in the sessions to share their experience include Valentina Garoia, European Schoolnet, Belgium, Ildikó Mázár, EDEN and Kamakshi Rajagopal, Open Universiteit, Netherlands.
The course in English will begin on Wednesday 4 September at 15.00 CET, and in French on Friday 6 September at 10.00 CET. Register for the English course here and for the French course here

Call for Papers for the 4th International Conference on eLearning

The deadline for submissions is 6 September.
The eLearning 2013 forum will pay special attention to Technical Concepts such as Learning Management Systems (LMS), Virtual Learning Environments (VLEs) and mobile learning technology; Instructional Design, including design and development of online courses, simulation and gamification of learning, and Pedagogical and Psychological Aspects of e-Learning. All papers must be written in English and presented following a specific set of instructions.
