The Brazilian Ministry of Education (MEC) today announced the General Course Index (IGC), an annual evaluation of courses and Brazilian higher education institutions relating to 2011. 8,665 courses were evaluated to form the grades for 1,387 universities, colleges, and academic centers. According to the Minister of Education, Aloizio Mercadante, there was a general improvement in higher education over the last three years.
The IGC is an index that evaluates undergraduate and postgraduate (masters and doctorates) courses and uses the weighted average of the Preliminary Course Concept (CPC) for undergraduate courses, and the CAPES (Coordination for the Improvement of Higher Education Personnel) grade for graduate courses.
In 2011, courses were evaluated in the areas of sciences and teaching degrees, in addition to technological courses involving industrial control and processes, information and communication, infrastructure and industrial production. Each area of knowledge is evaluated by the IGC every three years.
According to the ICG, 27% of the courses did not achieve sufficient performance with respect to Ministry of Education parameters and received grades 1 and 2. The minimum grade of the institution required to participate in policies, such as the University for All Program (ProUni) and the Student Financing Fund (FIES), is 3. The formation of the Council for the Defence of British Universities is a welcome response to their present and future plight, and both Howard Hotson and Keith Thomas have made powerful defences in the LRB of the indispensable moral and intellectual values which the universities represent. A problem, however, is that the people who now determine the universities’ funding seem largely impervious to these defences. They hold the view that such values somehow come at the expense of the universities’ place in the real world: in other words they conflict with the universities’ ability to make money for themselves and for the economy. They take their stand on the ‘common-sense’ argument that the universities must justify their existence to the tax-payer and they must do so now. The criterion, they argue, by which we measure such justification is the contribution the universities do or do not make to the economy and to business; and, above all, to the market. This argument, if expressed properly, is not unfair. It is entirely reasonable to expect the universities to play their part in the country’s economic well-being and to wonder how that part might best be played. We should, therefore, be prepared to meet those who today make funding policy on their own ground. What we find, alas, is that the ‘evidence’ they employ is rarely evidence at all. Tuesday, December 11, 2012, at the University of Montreal, members of the Board of Directors of the Inter university Consortium for the Rebuilding of the Haitian Education System (CIRSÉH) held their first meeting with representatives of the Prime Minister Laurent Lamothe and Vanneur Pierre Minister of National Education and vocational Training.
This first meeting made it possible to put in place the mechanisms of the Consortium to designate the leadership and to take note of the projects under development.
At the same time, members of the Board received with great satisfaction, a financial support of $100,000 granted by the Ministry of International Relations, La Francophonie and Foreign Trade of Quebec. Read more...

KUALA LUMPUR: Former prime minister Tun Dr Mahathir Mohamad yesterday expressed hope that Japan and Korea would set up universities or training centres here.
This would be useful for those who are hampered by the high costs of studies in both countries.
"I hope the Japanese and Koreans will consider setting up universities or training institutes here, like their American and British counterparts.
"It would be better if teaching in those places are conducted in their respective languages to allow better assimilation of cultures," said Dr Mahathir in his keynote address at the Look East Policy's 30th anniversary gala dinner, organised by the Alumni Look East Policy Society (Aleps) at the Putra World Trade centre here. ADELAIDE'S newest university campus will attract hundreds of Spanish and Latin American students keen to study and work in Australia.
Torrens University Australia, as it will be known, will begin classes in 2014.
It is part of the US-based Laureate International Universities network.
This week the university appointed Professor Fred McDougall as founding vice-chancellor and president.
A former University of Adelaide deputy vice-chancellor and vice-president, Prof McDougall said every student at Laureate's 60-plus institutions worldwide must undertake study abroad within the university network, meaning the Adelaide campus would attract a growing number of internationals.
It follows the latest Education Adelaide report, which found Australia had lost 9.6 per cent of its international students, while English-speaking competitors Canada, the US and UK experienced major growth. Read more...

Die Korruptionswächter mit Sitz in Berlin sind besorgt, weil Geldgeber aus Wirtschaft und Industrie immer stärker Universitäten und Fachhochschulen finanzieren. "Uns fallen von Jahr zu Jahr mehr Beispiele von undurchsichtigen Kooperationen auf, die potentielle Interessenkonflikte mit sich bringen", sagt Christian Humborg, Geschäftsführer von Transparency International Deutschland.
So hat sich die Summe der Drittmittel, die deutsche Hochschulen unter anderem aus der Industrie erhalten, seit 1998 mehr als verdoppelt. Damit vergrößerte sich der Anteil an der Gesamtfinanzierung von 16 auf 26 Prozent. Die Länder hingegen geben trotz der Hilferufe klammer Hochschulen nicht viel mehr Geld. The Ministry of Home Affairs (MHA) is developing a foreign students information system to monitor the activities of those coming from other countries to study here.
A letter issued by the MHA states that it is implementing Mission Mode Project on Immigration, Visa and Foreigners Registration & Tracking under the National e-Governance Plan. “The core objective of the project is to improve facilitation to foreigners and enhance security,” stated the letter. Conclusion
Ce premier baromètre met en exergue l’hétérogénéité du paysage de l’enseignement supérieur en France et de ses cultures réellement distinctes.
Dans la course aux dons des anciens, les écoles de commerce et d’ingénieurs semblent a priori les mieux placées, favorisées qu’elles sont par la préexistence d’une relation étroite avec leurs diplômés, animée notamment par l’association des anciens.
Les écoles d’ingénieurs et de commerce récoltent ainsi les fruits d’années d’investissement dans la relation avec leurs anciens, les ¾ d’entre eux se sentant attachés à leur établissement contre 1 sur 2 seulement en université.
Pour autant, et c’est là l’un des enseignements majeurs de ce baromètre, l’intention de don est réelle et avérée chez tous les diplômés, quel que soit l’établissement d’origine: 1 diplômé sur 2 en moyenne, qu’il soit issu d’une université ou d’une école, se déclare prêt à faire un don à son établissement et pense que le don est un bon moyen de favoriser la qualité de l’enseignement des écoles et universités. Autre motif de satisfaction pour les écoles et universités, plus de 8 diplômés sur 10 sont favorables au principe du financement privé des établissements supérieurs, cassant ainsi l’idée préconçue que ce rôle incombe à l’Etat.
Toutes ces données démontrent qu’il existe, en France, un terrain particulièrement propice à l’émergence du don dans l’univers de l’enseignement supérieur. Même s’il ne se traduit pas encore dans les faits puisque seuls 7% des diplômés déclarent avoir déjà fait un don à leur alma mater.
Tout le défi pour les établissements consiste dès lors à transformer cette posture déclarative en véritable acte de don.
Cette étude nous fournit des premières clés pour y parvenir:
1. En tenant compte de la motivation première des diplômés, les établissements feront un effort particulier pour mieux valoriser leurs projets auprès de leurs anciens, en insistant sur leurs impacts;
2. Ne pas hésiter à exprimer le besoin financier de l’établissement;
3. Envisager la relation sur le long terme à travers de véritables stratégies relationnelles;
4. Pour les universités: les rassurer sur la transparence dans l’utilisation des fonds;
5. Sans oublier la première règle d’or en collecte de fonds: pour collecter, il faut d’abord et avant tout… demander!
Enfin, perspective particulièrement encourageante pour l’avenir, les étudiants se montrent plus conscients de l’utilité du don que leurs aînés et sont tout aussi nombreux que les diplômés à avoir déjà donné à leur établissement. Et ce, en dépit de moyens que l’on peut supposer nettement inférieurs.
Ces résultats prometteurs soulignent l’intérêt pour les établissements d’instiller une culture du don dès les premières années d’études. L’éducation au don, à travers notamment des dons de promotion, sera demain un facteur clé du développement de la philanthropie dans le paysage de l’enseignement supérieur français.
