College of Future Could Be Come One, Come All

Teaching Introduction to Sociology is almost second nature to Mitchell Duneier, a professor at Princeton: he has taught it 30 times, and a textbook he co-wrote is in its eighth edition. But last summer, as he transformed the class into a free online course, he had to grapple with some brand-new questions: Where should he focus his gaze while a camera recorded the lectures? How could the 40,000 students who enrolled online share their ideas? And how would he know what they were learning?
In many ways, the arc of Professor Duneier’s evolution, from professor in a lecture hall to online instructor of tens of thousands, reflects a larger movement, one with the potential to transform higher education. Already, a handful of companies are offering elite college-level instruction — once available to only a select few, on campus, at great cost — free, to anyone with an Internet connection.
Moreover, these massive open online courses, or MOOCs, harness the power of their huge enrollments to teach in new ways, applying crowd-sourcing technology to discussion forums and grading and enabling professors to use online lectures and reserve on-campus class time for interaction with students. Erasmus is key to Europe’s future – Don’t diminish it

A good education that prepares them for a world that is increasingly fast-moving, mobile, interdependent and multicultural is fundamental to ensuring they do not become a 'lost generation'.
Over the past 25 years, the European Union's (EU) Erasmus programme has allowed nearly three million young Europeans to study abroad. More recently, Erasmus has also supported job placements in companies abroad.
A whole generation has learned what it means to live and work alongside people from another culture, and to develop the skills and versatility that are vital for the modern labour market. It is a generation that has gone on to find some of the best jobs.
There is, however, concern that the current and future budgets for Erasmus, to be agreed in the coming weeks, may not be sufficient to live up to pledges to open up Erasmus to millions more young Europeans from 2014 through the Erasmus for All programme, at a cost of less than 2% of the total EU budget. US international student growth rates unsustainable

The recent release of the Institute of International Education's 2012 Open Doors data showed another rise in international student enrolments in the United States, reaching 764,495. This figure marks an increase of 5.7% from 2011 (723,277) and nearly a third since 2007 (582,984).
Despite this growth, international students still only account for a small share of students on US campuses – about 3.5% of a total of 20.5 million students enrolled in 2011. Certainly US colleges and universities have plenty of room to grow international enrolments to further internationalise their institutions.
While the enrolment gains in the US look impressive, some context is in order.
From 2000-11, international student enrolments in the US increased far below the growth rates experienced by other leading student destination countries such as Australia, Canada and the United Kingdom. More...

When their consideration includes foreign institutions, the process becomes significantly more challenging. A foreign degree may lead to life-changing opportunities and often drastically higher expenses.
These searchers may rely on the personal experience of family members and friends, augmented by institutional reputation assessments offered by the major ranking systems: QS, Shanghai Jiao Tong and Times Higher Education. Those considering US institutions are also likely to consult US News’ Best Colleges.
Family and friends consultation, which is based on trust, is second only to first-hand experience. The responders’ familiarity with the unique characteristics of both the prospective student and the institution(s) under consideration may be helpful in isolating the best fit. More...

Top-ranked university goes 'Afropolitan'

The University of Cape Town's vision is to be 'Afropolitan' and it is also highly international, with nearly 20% of students and 25% of academics from outside South Africa. Price told University World News what the institution is doing right.
The ‘Afropolitan’ idea has become the hallmark of Price’s leadership, and is the concept framing the university’s development drive into the future, even though how it would transpire was entirely unclear in the early years.
The ‘Afro’, he explained, is obviously a reference to the university’s focus on the continent. ‘Politan’ signifies “that it is not a retrospective look, a sort of naive subsidy economy, safari economy view of the continent, but rather a cosmopolitan and metropolitan view of a continent that is developing fast and is involved with the future". Graduate unemployment in a skills-short economy bedevils growth

South Africa has a glaring disparity between its higher education system and the workplace, an issue that can only further harm an economy struggling to absorb its youth and grow in line with its BRICS – Brazil, Russia, India, China and South Africa – trading bloc partners.
Many graduates cannot find employment – tragically, in an economy facing major problems relating to scarce skills. In short, there is a mismatch between the graduates produced and the skills required to shift South Africa into the next economic gear.
South African Graduates Development Association (SAGDA) CEO Thamsanqa Maqubela said graduate unemployment – defined as that among people with a minimum three-year academic or vocational qualification – had escalated since the global economic recession.
Depending on which statistics are considered, South Africa has between 255,000 (Statistics South Africa Labour Force Survey 2009) and 600,000 (Adcorp labour market analyst Loane Sharp 2011) unemployed graduates. More...

University expansion threatens vocational training

Concern is growing in Kenya’s higher education sector that the country may soon face a critical shortage of mid-level professionals and technicians, due to the rapid expansion of public universities that are swallowing up institutions offering vocational qualifications.
The trend, which started in the late 1990s when the country had only three public universities, has seen the number of public universities and their constituent colleges grow to nearly 30, as demand for higher education has soared.
The establishment of some 20 private universities has intensified competition for students, and pressurised public institutions to expand, diversify the courses they offer and build facilities they struggle to afford. More...

Minister blocks top appointment at elite institute

Her action followed the official publication on Thursday of a damning report by the Cour des Comptes – the state auditor – on the financial management of the institute, and the auditor’s decision to refer matters to the state Budget and Finance Disciplinary Court.
The provisional report was leaked in October to the newspaper Le Monde. At that time Fioraso pointed out that the findings were provisional and said she would wait for the definitive version before taking any decisions or action. More...

Stronger universities needed to support development

Sub-Saharan Africa is experiencing positive economic development, and there is increasing understanding of the important contributions universities have to make if African societies are to achieve the next stages of development.
So said Professor Nico Cloete, director of the Centre for Higher Education Transformation in Cape Town, at a senimar on “Research and Development” held in Oslo earlier this month and convened by the Norwegian Agency for Development Cooperation (Norad) and the Norwegian Research Council.
The conference was among efforts to support researchers in developing countries and to enhance knowledge-based development, and asked the basic question: Will more research lead to development and poverty reduction?
Cloete played an important role in the design of a new higher education policy in post-apartheid South Africa and currently leads the HERANA – Higher Education Research and Advocacy Network in Africa – programme, which includes a research project in eight African countries on the importance of universities for development. East African ministers approve HE harmonisation law

Earlier this month education ministers from the five nations – Burundi, Kenya, Rwanda, Tanzania and Uganda – meeting in the Rwandan capital Kigali, approved the Inter University Council for East Africa (IUCEA) Bill 2012.
It essentially removes the barrier that was blocking the region from rolling out a system that will allow students access to learning and mobility across East Africa.
The countries have been tussling over several provisions in the bill since its first version was released in 2009. More...
