Outrageous Fees:Who Is To Blame?

HomeNigeria has over 140 private universities which came on board due to several reasons which can be considered genuine except for some pit falls which have begun to raise dust. For while some of them are run by notable individuals and organizations, some are faith-based.
Reasons given for the establishment of most of the institutions has to do with incessant strike actions by the Academic Staff Union of Universities, ASUU, the case of brain drain as many of the best brains are known to have left the shores of the country for greener pastures in foreign lands, lack of, or none availability of laboratory equipments and even if they exist, they are outdated and cannot compete with present challenges of the present era, corruption in the sector as noted by the NUC executive secretary, Prof Julius Okojie, who has chosen to fight institutions for studying courses that are yet to be accredited by the commission and also the executive secretary of TETFund, Prof Mamood Yakubu who has noted from investigations that the offices of many vice chancellors have become ‘giant bureaucracies as most of the workers are employed without proper scrutiny as enshrined in the law’ and the list is just endless. Speaking Out for International Students is a Step Forward

Boris Johnson has become the most senior Conservative politician to publicly highlight the damage the government's policy to reduce net migration is doing to international students. On Monday, he wrote to both Theresa May and Vince Cable backing a campaign to exclude students from the government's targets.
Johnson should be thanked for publicly campaigning on this and I support the aims and objectives laid out by him in his letter. It's so important that politicians reach a broad consensus on the issue and that the UK changes its policies for international students. It is for this reason that, tribute should be paid to the cross-party work that both Labour MP Paul Blomfield and Conservative MP Nadhim Zahwai have done on this issue. More...

Will state colleges become federal universities?

newsday.comBy RICHARD VEDDER. Get public-university presidents together, and they start complaining about the diminishing amount of subsidy support from their state governments. A review of historical data shows that from the early 1980s until the year before the recent financial crisis, inflation- adjusted state funding per student was essentially unchanged. Over the last generation, an academic arms race has considerably increased total spending per student, so as a percentage of university budgets, state appropriations have sharply fallen.
At some flagship state universities, the cuts in appropriations have been real in absolute dollar terms. The state share of academically related university spending (excluding revenue items such as food, lodging, hospitals and intercollegiate athletics) is now less than 10 percent. This, however, varies among the states: Per-capita university appropriations in fiscal year 2012 ranged from $63 in New Hampshire to $592 in Wyoming; California ($256) spent 80 percent more per capita than Pennsylvania ($143), although the Golden State continues to face a very challenging fiscal outlook. Russia to allocate more money to train foreign students

Russia, Society, News, World, students, education, higher educationThe Russian government is planning to raise the quota for training foreign students at Russian universities at state expense from 10,000 to 15,000 students, Russian Minister of Education and Science Dmitry Livanov said at the 3rd World Forum of Foreign Graduates of Russian and Soviet Universities which has opened in Moscow.
According to Dmitry Livanov, a bill has been offered to the government on the improvement of foreign students’ legal status, which will simplify the procedure of obtaining Russian visas for studying and expand the opportunities of finding jobs. More...

Education data awaits audit

The Education and Science Ministry’s alternative assessment of Latvian universities and colleges’ curricula, based on the Higher Education Council’s quantitative data, will not be used in the distribution of national budget funds among higher education schools until the Education and Science Ministry completes an audit of the Higher Education Council’s data, said Education and Science Minister Roberts Kilis’ advisor Reinis Tukiss, reports LETA. The ministry says it has information that Higher Education Council members themselves filled out part of the curricula assessment forms, and the Ministry’s evaluation of universities and colleges’ curricula is based on this quantitative analysis.
The Education and Science Ministry will nevertheless observe its principle that budget funds only go to quality curricula, and study programs that are of poor quality could receive budget funding only in exceptional cases - if they have no alternatives or if employers demand this. More...

Guidance on lifelong learning opportunities

European Commission logoA certain education programme or training course may be perfect for someone, but they need to know that it exists, or they may need guidance to make the right choice. Several instruments have been developed at the European level to help.
Ploteus (Portal on opportunities throughout the European space)

PLOTEUS
aims to help students, job seekers, workers, parents, guidance counsellors and teachers to find out information about studying in Europe, including:
  • Learning opportunities available throughout the European Union in higher education and vocational training;
  • Information on education and training systems in Europe;
  • Opportunities for exchanges and grants; and
  • General advice and information about moving abroad to another country, such as the cost of living or finding accommodation

PLOTEUS is related to the European job mobility portal EURES.
Euroguidance
Information is essential, but not always enough: advice from a guidance counsellor is sometimes needed. Counsellors need to be well aware of opportunities available throughout Europe and of methodologies and practices in different countries. The Euroguidance network supports guidance counsellors and provides them with information, documentation and training. The Euroguidance network is also vital to keep the PLOTEUS portal up-to-date. At the moment the network includes centres in 32 countries: the 27 EU Member States, plus Iceland, Liechtenstein, Norway, Switzerland and Turkey.
European Lifelong Guidance Policy Network (ELGPN)
In today's fast changing society, guidance is more and more crucial at all stages of life, and it is fundamental that guidance systems and policies are able to adapt. The Commission supports a network of experts, led by the Institute for educational research of the University of Jyväskylä, which promotes cooperation in the development of lifelong guidance policies in Member States and at European level, with a view to implementing the priorities identified in the Resolution on Lifelong Guidance (2004).

The European Credit system for Vocational Education and Training (ECVET)

European Commission logoThe European Credit system for Vocational Education and Training (ECVET) aims to give people greater control over their individual learning experiences and make it more attractive to move between different countries and different learning environments.
The system aims to facilitate the validation, recognition and accumulation of work-related skills and knowledge acquired during a stay in another country or in different situations. It should ensure that these experiences contribute to vocational qualifications. ECVET aims for better compatibility between the different vocational education and training (VET) systems in place across Europe and their qualifications. By 2012, it should create a technical framework to describe qualifications in terms of units of learning outcomes, and it includes assessment, transfer, accumulation and recognition procedures.
Flexibility
In ECVET, an individual’s learning outcomes are assessed and validated in order to transfer credits from one qualification system to another, or from one learning "pathway" to another. According to this approach, learners can accumulate the required learning outcomes for a given qualification over time, in different countries or in different situations. The system also allows the possibility to develop common references for VET qualifications and is fully compatible with the European Credit Transfer and Accumulation System (ECTS).
Developments across Europe
The European Commission set up a European ECVET users' group and a European ECVET network. The users' guide Questions and Answers and the guide Using ECVET for Geographical Mobility were published français.
EU Members States should ensure that all relevant qualifications and related ‘Europass’ documents issued by national or regional authorities contain clear information related to the use of ECVET.
Several projects focusing on the development and promotion of ECVET are being developed in different sectors (including automobile service, chemistry, tourism, and international trade), funded by the EU’s Lifelong Learning Programme (LLP). A network of LLP National Agencies created "NETECVET" with the aim to exploiting the Leonardo and LLP project results and to develop a toolbox to foster the transnational mobility of learners. Guidelines and instruments that support the use of ECVET are available from the portal of the ECVET Team.
Background
The development of ECVET began in 2002 after the Copenhagen Process emphasised the need for a credit transfer system for VET. National governments and the European Parliament gave their final approval to legislation in June 2009.

European Credit Transfer and Accumulation System (ECTS)

European Commission logoECTS makes teaching and learning in higher education more transparent across Europe and facilitates the recognition of all studies. The system allows for the transfer of learning experiences between different institutions, greater student mobility and more flexible routes to gain degrees. It also aids curriculum design and quality assurance.
Institutions which apply ECTS publish their course catalogues on the web, including detailed descriptions of study programmes, units of learning, university regulations and student services. Course descriptions contain ‘learning outcomes’ (i.e. what students are expected to know, understand and be able to do) and workload (i.e. the time students typically need to achieve these outcomes). Each learning outcome is expressed in terms of credits, with a student workload ranging from 1 500 to 1 800 hours for an academic year, and one credit generally corresponds to 25-30 hours of work.
A series of ECTS key documents help with credit transfer and accumulation – course catalogues, learning agreements, transcript of records and Diploma Supplements (DS). Although ECTS can help recognition of a student’s studies between different institutions and national education systems, higher education providers are autonomous institutions. The final decisions are the responsibility of the relevant authorities: professors involved in student exchanges, university admission officers, recognition advisory centres (ENIC-NARIC), ministry officials or employers.
The European Commission has established a network of Recognition experts (ECTS/DS) and developed the ECTS and DS labels to recognise excellent application of either system.
ECTS is closely related to other efforts to modernise higher education in Europe. In particular, it has become a central tool in the Bologna Process which aims to make national systems converge.
ECTS Users Guide
The ECTS Users' Guide DeutschFrançaisprovides guidelines for implementation of ECTS. It also presents the ECTS key documents. The Guide is offered to assist learners, academic and administrative staff in higher education institutions as well as other interested parties. It has been updated in 2009 to take account of developments in the Bologna Process, the growing importance of lifelong learning, the formulation of qualifications frameworks and the increasing use of learning outcomes. It has been written with the help of experts from stakeholders’ associations and ECTS counsellors, and submitted for consultation to stakeholders’ associations, Member States’ experts and the Bologna Follow-up Group. The European Commission has coordinated the drafting and consultation process and is responsible for the final wording of the Guide.
