British universities have been positioned as central culprits for failing to regulate their intake of foreign students, while rendered dependent on "overseas" student fees because of government funding cuts. A pernicious new turn took place in summer 2012 when London Metropolitan University lost its "highly trusted sponsor" status, to catastrophic effect for students in the middle of their courses. Since then, universities have been preoccupied with managing accountability demanded by UK Visas and Immigration (formerly the UK Border Agency), and, in effect, have become its proxy. Certes, les universités et les écoles se sont à peu près toutes alignées sur le système européen du LMD qui propose trois niveaux de sortie : la licence, L à bac+3, le master, M à bac+5 et le doctorat, D à bac+8. Mais certains diplômes post-bac restent accessibles en deux ans.
Le panorama des formations s'est aussi diversifié et spécialisé, avec des cursus tournés vers la recherche, d'autres à visée professionnelle, des formations par apprentissage, et parfois des parcours internationaux, alternant des sessions dans plusieurs pays. Pour un étudiant, faire l'expérience d'une mobilité à l'étranger est en tout cas de plus en plus encouragée.

Relative aux libertés et aux responsabilités des universités ouvre aux présidents et directeurs d'établissement la possibilité de recruter tout étudiant, sous réserve qu'il soit inscrit en formation initiale dans un établissement public d'enseignement supérieur.

Fixe les modalités de recrutement et d'emploi, ainsi que les types d'activités que l'étudiant peut exercer.
