In Features this week, Brendan O'Malley reports on a six-country study conducted by the Centre for Global Higher Education warning of possible pitfalls in growing the private higher education sector in the United Kingdom. Jan Petter Myklebust discusses a report and conference looking at the factors behind Denmark’s leading position in the world as a producer of high-class scientific research and warning of what might erode that position in future. Unsoo Jung describes how university protests escalated in South Korea after police were called in to escort staff during a student sit-in over plans to establish a government-funded night college at a prestigious private women’s university.
In Commentary, John Kelly bemoans the consequences of global rankings, which he describes as a ‘global game’ that benefits those who come out on top while higher education in general loses. Anand Kulkarni says while new higher education policy discussion papers released by the Indian government attempt to address some of the massive challenges faced by the sector, more could be done to address fundamental problems within the system. Ka Ho Mok and Jin Jiang suggest building a new system of higher education governance in China because the existing frameworks, including massification, only serve to widen the gap between rich and poor.

Cet ouvrage s’interroge sur l’usage des techniques cinématographiques et des films ethnographiques dans les Sciences humaines et évoque l’émergence d’un cinéma transversal rassemblant toutes les Sciences humaines autour d’un processus d’enquête. Que cette enquête soit géographique, anthropologique, historique, économique ou politologique, le chercheur se trouve dans une dynamique d’investigation scientifique et de repérages systématiques de traces, recoupées, analysées, explorées au prisme de ses connaissances scientifiques. L’auteur interroge sa propre production cinématographique sur ce Cinéma d’enquête en élaborant une théorie de l’authenticité des études visuelles qui se fonde sur une subjectivité assumée. Une proposition que Fabienne Le Houérou tente en y englobant la subjectivité et l’affectivité dans une vision rationnelle globale qui n’évite pas les paradoxes et les contradictions. Le paradoxe étant présenté ici comme la fine fleur de la pensée. Aussi, assumer sa subjectivité est-elle une posture sur laquelle l’auteur insiste. La chercheur(e) tente ici de comprendre si ces plongées cinématographiques dans les univers des réfugiés pendant 20 ans se rapportent à des films ethnographiques, des films de genre où la part du féminin est fondamentale ou encore des ethno-fictions ou des ego-fictions pour conclure sur la notion plus simple, plus modeste, plus vraie et plus authentique « d’enquête » – une opération ayant pour objectif la découverte des univers de sens des réfugiés dans nos espaces globalisés contemporains. La caméra insiste sur les parcours des acteurs des migrations sur leurs espaces en captant par les images en mouvement les frottements des exilés à leurs sociétés d’accueil et les espaces interstitiels entre sociétés hôtes et réfugiés. Espaces de conflits et de solidarité s’affrontent dans des courants contraires mais aussi dans des dynamiques complémentaires. Il est donc ici question d’une cinématographie qui s’est essentiellement posée la question des migrations forcées dans les espaces urbains où se sont constituées des « bulles ethniques ».
Fabienne Le Houérou, qui s’intéresse aux mobilités plurielles : immigration, migrations forcées et crises humanitaires dans les relations internationales, est à la fois historienne et anthropologue. Directeur de recherche CNRS (MIGRINTER), elle enseigne à Sciences Po Aix-en-Provence et donne des cours en Inde (Université du Sikkim) et aux États-Unis. Elle explore depuis plus de 20 ans les univers des réfugiés dans une approche imagétique de la migration et des mémoires migrantes.
