Animer un relais territorial VAE

En région Rhône-Alpes, les professionnels de la VAE se penchent sur les activités et compétences qu’ils ont à déployer pour accomplir leur fonction d’animation de relais territorial VAE.
Ils ont construit un référentiel d'activités et de compétences qui structure les activités de la fonction, en précise les finalités et les conditions d’exercice, et met en exergue les compétences nécessaires à sa réalisation.
Cet outil permet de mieux faire connaître la fonction et concourt à renforcer l’organisation et la qualité des services d’information conseil qui président à la mise en œuvre de la VAE sur le territoire depuis son origine. L’ensemble des partenaires, État (DIRECCTE), Région et partenaires sociaux, a contribué à sa constitution.

New EU group aims to tackle Europe's education 'challenges'

By Martin Banks. The commission has launched a new high level group on the modernisation of higher education with seven leading academic and business figures.
The group will address this issue as part of a comprehensive three-year review of the sector across the EU. In its first year, the group will focus on how best to achieve excellence in teaching, and next year on how to adapt learning in the digital age.
With rising youth unemployment rates - the recent EU youth report points out that unemployment among 15-24-year-olds has risen by 50 per cent since the onset of the crisis - higher education is a key focus for the commission.
This has been further emphasised by a recent OECD report which highlights the current challenges faced in education, identifying the ageing teaching force and the low proportion of men enrolling in higher education as likely causes of problems in Europe in the near future.
More than half of today's jobs require some technology skills and that number will increase to 90 per cent by 2015.
In an attempt to address these issues, the group will focus on creating stronger links between higher education and the labour market.
It will be chaired by former Irish president Mary McAleese, her first public assignment since her term of office ended last year.
Speaking in Brussels on Tuesday, she said, "The group, I think, as a group would probably never have come together if we didn't feel we could have some impact and hope to have an impact."
The group was launched by EU education commissioner Androulla Vassiliou, who said its aim is to develop proposals to modernise Europe's higher education system.
Vassliou said excellence in teaching was a precondition for innovation, jobs and growth.
"Everybody remembers a teacher who inspired or motivated them," the commissioner said.
"I want to ensure that every student, regardless of where they live or study in Europe, will benefit from excellent teaching."
Jan Muehlfeit, chairman of Microsoft Europe, will be one of eight members of the board, including the chair.
While the group draws on experts from a variety of fields, he is the only industry representative.
He said, "Education is critical for the social and economic development of every nation. Young people in particular disproportionately suffer during a financial downturn, due to a lack of job opportunities and budget cuts in the education sector.
"Our first priority is to evaluate and disseminate how improving teaching excellence at the European level can directly contribute to economic growth and increased youth employability.
"I believe that ensuring a solid foundation of technology skills is one way Europe can stay competitive, lower youth unemployment and prepare the students of today for the jobs of tomorrow."

Restructuring the higher education landscape

Its emergence from a protectionist pre-industrial to a post-industrial high-tech economy came on the coat tails of European Union membership and accelerating internationalisation and deregulation of financial and investment markets.
Strategically situated between the United States and Europe, Ireland became a leading importer of foreign direct investment. By 2000, it was the second-largest exporter of computer software in the world after the US, and home to the top-10 pharmaceutical companies. The boom years of the ‘Celtic Tiger’ made it the poster child for globalisation. After the 2008 global financial crisis, Ireland became the symbol of economic collapse, before being rescued by the ‘troika’ of the International Monetary Fund, European Commission and European Central Bank. Today, it is variously described as the great experiment or the success story for austerity.

Disappointing higher education attainment, says OECD

In its annual Education at a Glance report, the OECD calls for a further expansion of the country’s higher education system.
Education at a Glance compares education in the 34 OECD member states and selected other countries.
On an OECD scale, only every tenth younger person does not achieve the education level of his or her parents, while more than every third younger person overtakes them. On average, 37% perform better than their parents, and just 13% fall below them.
In Germany, the OECD maintains, 22% of 25- to 34-year-olds have a lower education qualification than their parents, leaving Germany far behind many of the OECD member states. Only Slovakia and Estonia have poorer results in the study.

New study shows EU’s patchwork university fees system

Students in England pay up to €11,500 (US$15,075) per year: those in Austria, Cyprus, Denmark, Finland, France, Greece, Malta, Norway, Scotland and Sweden pay little or nothing.
In Austria and Denmark, national and European Union (EU) students pay no fees. In Norway, both national and international students are exempted from fees for public higher education.
The report, published on 10 September and titled National Student Fee and Support Systems 2011-2012, was produced for the commission by the Eurydice network.

MOOCs – The revolution has begun, says Moody’s

A new report by Moody’s Investors Service suggests that while MOOCs’ exploitation of expanded collaborative networks and technological innovation will benefit higher education in the United States as a whole, their long-term effect on the for-profit sector and smaller not-for-profit institutions could be damaging.
MOOCs – massive open online courses – have garnered considerable attention since Stanford University’s artificial intelligence course in the autumn 2011 semester attracted nearly 160,000 students. While the course’s completion rate was low (15.6%), the scale of the response excited many in the higher education community – from institutions to venture capital companies.
Indeed, the report notes that MOOCs represent a “pivotal development” in the evolution of higher education and have the potential to revolutionise the way a centuries-old industry has operated.

Government mounts attack on university autonomy

The Russian government is considering a radical shift in the management of national universities, in an attempt to strengthen their research potential and Russian science. But there are fears that the move will erode university autonomy.
During the Soviet era the Russian National Academy of Sciences was the centre of research activity in Russia, and the role of universities in academic life was limited to training specialists for various industries. However, in recent years the position of the academy in Russian science has weakened, forcing the government to think about alternative ways to develop research. Under changes hailed by the Ministry of Education and Science, and in particular Minister Dmitry Livanov, national universities will become the new centres of research in Russia in the next decade.
This is expected to happen after university reforms are completed and up to 20% of institutions are closed. There are plans to cut one in five of Russia’s 600 universities and 30% to 35% of its more than 1,400 university branches that are identified as inefficient by a state commission. The Russian government makes no secret of its plans to rely in future on university research instead of the academy, which according to some officials has an outdated structure and needs to be modernised.

Guiding graduate students for the global workforce

Thirty-four higher education leaders from 15 countries have agreed on a set of principles to guide universities and graduate schools in preparing doctoral and masters students to meet the demands of the global workforce and economy.
The International Guidelines Created for Supporting Global Skills and Careers were approved at the Sixth Annual Strategic Leaders Global Summit, “From Brain Drain to Brain Circulation: Graduate education for global career pathways”, held in Bavaria, Germany, earlier this month.
The conference, organised jointly by the US-based Council of Graduate Schools and the Technische Universität München, included deans and leaders of graduate schools and representatives of national and international associations devoted to graduate education. Along with Germany and the US, the countries represented were Australia, Brazil, Canada, Chile, China (including Hong Kong), Denmark, Hungary, Luxembourg, Malaysia, The Netherlands, Singapore, South Africa and South Korea.
According to the conference media release from which the current article draws its information: “Evidence suggests that researchers and highly educated professionals may work in multiple countries over the course of their careers.”

Sensibiliser à l’économie sociale et solidaire

SUCCESS! Èconomie sociale et Solidaire, vos valeurs font carrière!Ateliers créatifs, jeux de rôle et témoignages: les méthodes d’animation innovantes du programme « SUCCESS! » pour sensibiliser les 18-30 ans à l’économie sociale et solidaire
C’est la rentrée pour « SUCCESS! ». Pendant le mois de septembre, ce programme de sensibilisation des 18-30 ans à l’économie sociale et solidaire (ESS), permettra à plus de 150 étudiants et jeunes en recherche d’emploi d’en savoir plus sur cette économie d’avenir. L’objectif des ateliers auxquels vont assister ces jeunes: leur faire découvrir le potentiel de l’ESS en termes d’emploi et d’entrepreneuriat.
Projection de films, mise en situation, jeux « brise-glace » sont quelques exemples d’activités proposées en septembre par l’Atelier et son programme « SUCCESS! » aux 18-30 ans.
« Nous avons fait le choix de développer des méthodes d’animation créatives et originales pour sensibiliser les jeunes à l’ESS. Nous voulons rompre avec les tables rondes classiques qui prennent souvent la tournure de cours magistraux. Pour intéresser les 18-30 ans à une économie alternative, nous devons nous-mêmes casser les codes et être innovants dans nos approches » explique Jean-Marc Brûlé, Président de l’Atelier.
C’est ainsi que pendant six demi-journées, les jeunes qui seront accueillis à l’Atelier vont découvrir de façon ludique ce que leur propose l’économie sociale et solidaire en termes d’insertion professionnelle.
« Ces ateliers sont axés sur le partage d’expériences entre pairs et avec des professionnels de l’ESS » souligne Pierre Mahuteau, qui animera les différentes sessions de sensibilisation. « Ils permettent aux jeunes de s’identifier facilement et cela crée chez eux un véritable émulation positive! »
Utile pour l’insertion professionnelle des jeunes

Les jeunes qui bénéficieront des techniques créatives de « SUCCESS! » sont des étudiants d’université avec lesquelles l’Atelier a développé des partenariats: l’Université Paris-Est Marne-La-Vallée, Paris-Ouest Nanterre ou encore l’Institut Catholique de Paris.
« Avec nos ateliers, ces étudiants commencent leur année scolaire de façon très pragmatique et peuvent initier une prise de contact avec les professionnels de l’ESS. Cela leur sera très utile pour leur future recherche de stage, d’apprentissage ou d’emploi » indique Carole Akakpo, en charge du programme « SUCCESS! »
L’objectif est de poursuivre l’accueil d’étudiants de filières plus généralistes et d’autres universités franciliennes tout au long de l’année. Le partenariat que l’Atelier a tissé avec l’AFIJ permettra quant à lui à une vingtaine de jeunes diplômés de découvrir l’économie sociale et solidaire et les spécificités des entreprises de l’ESS qui recrutent.
« Nous sommes convaincus que ces ateliers de rentrée feront naître des vocations. Les étudiants ou les jeunes demandeurs d’emploi que nous accueillons aujourd’hui à l’Atelier sont les entrepreneurs et les salariés de l’ESS de demain! », conclut Jean-Marc Brûlé.
