Some 1,200 thought leaders and decision-makers will attend including Barham Madain, president of the International Association of University Presidents (IAUP), who spoke to University World News about collaboration in higher education.
Organised by the Qatar Foundation for Education, Science and Community Development, the summit, being held from 13-15 November, has the purpose of finding innovative solutions to the challenges of education at all levels.

By Alya Mishra. Canada is turning to higher education partnerships as a form of ‘soft’ diplomacy and as part of a global economic strategy that includes attracting Indian students to fill a growing skills shortage.
“Canada is looking to take advantage of India’s demographic profile,” Marcia Lang, senior advisor to the president of the University of Alberta, told University World News on the sidelines of a higher education conference held in New Delhi from 5-6 November.
“Indian students are bright and very good and we want to encourage more students to not only study in Canada but to fill our skills shortage by working there.”
Lang noted that Canada has the second largest oil sands after Saudi Arabia, “but we don’t have enough people to work. We have partnered with IIT [Indian Institute of Technology] Bombay, IIT Roorkee and oil companies such as Indian Oil to not only train Indian middle-level managers but also to attract students,” Lang said. India’s higher education system is failing graduates by not teaching them the skills that would make them employable, and the gap is being filled by industry, new Minister of State for Education Shashi Tharoor said on Monday in his first public speech since being assigned to the ministry in a wide-ranging cabinet reshuffle.
“What is one of the unreported stories of the employment market [in India] is that companies like Tata and Infosys are actually hiring people they do not consider to be at par and then training them,” Tharoor said at a higher education conference in New Delhi organised by the Federation of Indian Chambers of Commerce and Industry, FICCI.
“These companies have set up campuses to make up for the education deficiencies of [the] qualified graduates they hire…our education system simply isn’t producing enough well-educated graduates to meet the needs of Indian companies today, let alone for their planned growth tomorrow,” Tharoor told the two-day gathering of academics, industry leaders and international delegates, which began on 5 November. By Wagdy Sawahel. South Korea has allocated around US$51 million to assist Africa over the next two years in carrying out human resource development projects, including growing the continent’s scientific workforce, preparing higher education reform strategies and designing education policy.
This was outlined in a joint declaration released after the Korea-Africa Economic Cooperation Ministerial Conference, or KOAFEC, held under the theme 'Sharing Today, Shining Tomorrow' in Seoul from 15-18 October.
The conference was co-organised by Korea's Ministry of Strategy and Finance, Korea Eximbank and the African Development Bank (AfDB).
The way forward
The AfDB’s Chesire said: "In terms of next steps, the bank and Korea are holding discussions to determine the exact scope of increased cooperation in this area.
“Besides the multilateral window, the Republic of Korea is also providing direct bilateral support to African countries in higher education and the details are yet to be determined after consultations with the beneficiaries."
Argued Parry: "What South Korea is successful at is creating a system for South Koreans – so the real test will be if this system translates outside of that specific South Korean environment.
"The higher education cooperation between South Korea as a small country and Africa as a continent will be interesting to watch," he concluded. More...

By Jan Petter Myklebust. Universities and individuals – who have been signing a petition at a rate of 4,000 a day – have called on Europe’s political leaders to protect the Horizon 2020 research and Erasmus for All exchange initiatives at an upcoming European Council budget summit.
Heads of state are due to discuss the long-term budget for 2014-20 and Multi-annual Financial Framework research organisation on 22-23 November, following a call of the Cypriotic chair of the European Union (EU) to adjust budgets downwards.
Lobbying to keep research and higher education budgets outside the cuts started in October, when 44 Nobel laureates and field medallists wrote an open letter to heads of state and presidents of European research organisations warning of the damage that would be wreaked.
Particularly, the European Research Council programme had “achieved global recognition… It funds excellent people, excellent projects. It valuably complements national funding of fundamental research”, the letter said.
A petition was launched to mobilise the research community against the potential budget cuts, aimed at young scientists, learned societies and concerned citizens. More...

By Patrick McDonagh. The past decade has seen Canada’s intake of international students increase by 75%. Perhaps even more impressively, the number of students from India – one of the world’s largest sources of international students – has jumped 220% since 2008.
All of these ‘good news’ items appeared in A World of Learning: Canada’s performance and potential in international education 2012, released by the Canadian Bureau for International Education (CBIE) on 5 November, in conjunction with its 46th annual conference.
But according to one commentator, the good news should be tempered slightly.
Maria Mathai made the case in a CBIE conference session that despite impressive gains, Indian students remain underrepresented in Canada; while there are currently 23,000 Indian students, this number pales next to the 67,000 from China. More...

By Geoff Maslen. More than 10,000 Australian university students will receive grants to study in Asia and thousands more will have access to generous student loans as part of the federal government's strategy to strengthen engagement with the world’s most populous region.
An A$37 million (US$38.48 million) AsiaBound Grants Programme will offer students up to $5,000 to undertake short or semester-length study exchanges, as well as $1,000 grants for preparatory Asian language study.
Announcing the new scheme, Tertiary Education Minister Senator Chris Evans said eligibility for the government’s HECS-type loan scheme would be broadened and simplified to give more students access to increased loan amounts.
"AsiaBound will support more than 10,000 Australian students to enjoy the experience of living and studying in an Asian country," Evans said.
"This is a programme to give Australian students the opportunity to build lifelong professional networks and friendships. In addition, all Australian students, across all disciplines, will have greater support to take up part of their study in Asia.”
Evans’ announcement follows the launch by Prime Minister Julia Gillard of a government white paper, Australia in the Asian Century, setting out a series of goals the government hopes to achieve to link Australia more closely with the rapidly developing nations of Asia. More...

1987-2012 : l’Agefiph dresse un bilan de 25 ans d’actions et se tourne vers l’avenir. Musée Dapper - 8 novembre 2012
« 1987-2012 : 25 ans d’actions. Et demain ? », sera le thème de la rencontre organisée par l’Agefiph, jeudi 8 novembre, au Musée Dapper. A l’heure où le chomage affecte fortement les personnes handicapées, les initiatives conduites par l’Agefiph, avec le concours de ses partenaires depuis 25 ans, portent en germes des leviers pour leur ouvrir davantage l’emploi, demain. Odile Menneteau, nouvelle présidente de l’Agefiph, dressera le bilan de cette période et présentera les initiatives de l’Agefiph dans le cadre de la 16e Semaine pour l’emploi des personnes handicapées qui se déroule du 12 au 16 novembre.
Forte d’un quart de siècle d’expérience, l’Agefiph agrège des résultats importants obtenus en sus de ceux des dispositifs de droit commun.
L’action développée avec ses partenaires institutionnels et opérationnels auprès des entreprises et des personnes handicapées, a largement contribué à faire évoluer les regards et les comportements. Une entreprise sur deux assujettie à l’obligation d’emploi présente, aujourd’hui, un taux d’emploi de salariés handicapés supérieur ou égal à 6%. De 1987 à 2011, c’est plus d’1 million de personnes handicapées qui ont trouvé un emploi grâce à l’action de l’Agefiph. C’est plus de 135 000 salariés handicapées, déclarées inaptes à la suite de la survenance d’un handicap, qui ont conservé leur emploi. En 2011, seuls 9 000 établissements sur les 127 000 assujettis à l’obligation d’emploi, n’ont mené aucune action.
Nombreuses ont été les initiatives, pour convaincre les employeurs et les salariés, trouver les solutions, créer les outils, concevoir les aides les plus adaptées. A l’appui, un récent sondage de l’IFOP, commandé par l’Agefiph, auprès des employeurs et des salariés montre une convergence forte de perception de l’évolution de l’emploi des personnes handicapées. 85 % des employeurs et 77% des salariés considèrent que leurs conditions d’emploi se sont améliorées au cours des 3 dernières années. En trois ans, le pourcentage d’employeurs qui trouvent « facile » d’embaucher des personnes handicapées est passé de 25 à 35% et ceux qui en emploient de 73 à 79%.
Dans un premier temps des témoins, analystes, experts apporteront leur réflexion sur ces évolutions. Un nouveau support constitué d’une cartographie interactive présentant l’action de l’Agefiph au plan national (y compris les DOM) sera inauguré. Cette présentation en data-visualisation, assortie de multiples exemples vidéo de réalisations et de témoignages, sera, dès le 8 novembre, accessible sur le site www.agefiph.fr, à partir de l’adresse suivante http://chiffres-resultats.agefiph.fr/.
Le handicap, par les questions qu’il pose et les solutions qu’il appelle, a souvent été à l’avant-poste d’innovations technologiques et sociales qui influencent la vie quotidienne et les mentalités. Explorer l’emploi des personnes handicapées, demain, avec l’apport des innovations les plus récentes constituera le second temps de cette rencontre.
Marie-Arlette Carlotti, Ministre déléguée en charge des personnes handicapées et de la lutte contre l’exclusion introduira cette rencontre, et Michel Sapin, Ministre du Travail, de l’emploi, de la formation professionnelle et du dialogue social la conclura.

La condition relative au chômage involontaire reçoit une application particulière dans le cas d'une reprise de droits: le départ volontaire de la dernière activité professionnelle est présumée légitime lorsque le travailleur privé d'emploi peut prétendre à une reprise de droits, c'est-à-dire ne justifie pas de l'affiliation minimale permettant une réadmission (122 jours minimum).
