Réforme de la formation et de l'apprentissage: priorité donnée aux demandeurs d'emploi et aux salariés les moins qualifiés

Bandeau retour page d'accueilLors de son intervention à Blois, le chef de l'Etat a exposé l'approche gouvernementale concernant le futur projet de loi sur la formation professionnelle et l'apprentissage et a mis l'accent sur un certain nombre de priorités.
Après avoir reconnu des lacunes dans le système actuel de la formation professionnelle, François HOLLANDE a annoncé, le 4 mars dernier à Blois, souhaiter le réformer d'ici la fin de l'année. Selon lui, il s'agira de "faire mieux avec peut-être moins" de moyens financiers.
Dans son discours, François HOLLANDE a évoqué plusieurs pistes:
- recentrer la formation professionnelle sur les demandeurs d'emploi et les salariés les moins qualifiés alors qu'actuellement la formation bénéficie en premier lieu aux cadres, aux salariés de moins de 40 ans et à ceux qui ont une bonne formation initiale
- développer l'apprentissage y compris dans le secteur public en réaffectant les ressources de la taxe au profit des établissements formant des apprentis
- permettre à un chômeur sur deux d'accéder à une formation dans les deux mois suivants son inscription à pôle emploi contre un sur quatre actuellement
- rationnaliser le nombre des organismes de formation pour renforcer l'évaluation de leurs pratiques
- donner davantage de pouvoir aux régions dans la cadre de la loi de décentralisation.

‘No risk from reforms’ – But universities beg to differ

The 2012 reforms of higher education in England – the switch to higher tuition fees and lower direct state funding – pose no immediate risk to the overall financial health of the country’s universities, says an official report published last week.
But the report from the Higher Education Funding Council for England, or HEFCE, says the changes in funding, coupled with recruitment shortfalls in 2012-13, have led to a wide variation in the financial performance and health of different institutions. Read more...

Report de la réforme sur la formation et l'apprentissage à la fin de l'année

http://www.le-grep-rh.com/imgs/le-grep-rh.pngInitialement prévu pour juin prochain, le projet de loi sur la formation et l'apprentissage a été repoussé à la fin de l'année. La réorientation du financement des formations professionnelles sera donc plus tardive que prévue.
Michel Sapin, ministre du Travail, et le ministre délégué en charge de la Formation professionnelle et de l’Apprentissage, Thierry Repentin, ont donc six mois supplémentaires pour mettre sur pied le projet de loi. Leur nouveau calendrier prévoit notamment une poursuite des discussions avec les partenaires sociaux courant mars-avril. Une grande conférence aura également lieu le 18 juillet afin d'établir une feuille de route "sociale", et le dossier devrait être remis d'ici à la fin de l'année.

Higher Education Reforms: Looking Back – Looking Forward

Call for papers: workshop on higher education reforms
10th International Workshop on Higher Education Reform (WHER) will be held between October 2–4, 2013 at the Faculty of Education in University of Ljubljana, Slovenia. The event is themed “Higher Education Reforms: Looking Back – Looking Forward“.
The key theme of the event:  The 2013 Workshop theme gives an opportunity to look at the larger picture of these changes, the drivers of change, and their effects. At the same time, the theme invites contributions about the likely futures of HE over the next generation, suggesting (or speculating on) developments that will further change HE.
The factors highlighted include marketization and privatization of HE, rankings and excellence focus, changing governance, consumerism and tuition fees, as well as new initiatives such as MOOCs and online learning trends and their impact on traditional academic values and institutional autonomy. Universités: non à une contre-réforme réactionnaire

Les EchosPar Bernard Belloc. Réformer une réforme est sans doute souhaitable pour l'améliorer, mais il faut éviter la contre-réforme. Malgré les pétitions de principe en faveur de l'autonomie des universités, la gauche au pouvoir n'a jamais rien fait pour la développer concrètement. Squeezé par l'extraordinaire élan donné aux universités à la suite de la politique menée par le président Sarkozy, élan salué par tous les observateurs, le gouvernement refuse cependant d'inscrire son projet de loi sur les universités dans la continuité de l'action entreprise pendant le précédent quinquennat. Reforming higher education

Ideally, Ontario’s universities should produce intelligent and resourceful people to able fulfil their lives with accomplishment. Unfortunately, they turn out too many who are semi-literate, unskilled and unable to meet the demands of the job market (and deeply in debt). This by no means applies to the majority, but in moments of candour professors will acknowledge that their classrooms have too many students with no real interest in being there. It’s not because they aren’t capable. Rather, it’s because the university, with its academic and scholarly orientation — especially in the arts and humanities — is not the best place for them if all they are really concerned about is getting a job. Such circumstances are waste of time, talent and money for the person involved, the university and society at large. Read more...

Why Higher Education Must Be Part of Immigration Reform

Like the DREAM Act that has stalled for years in Congress, the proposal’s outline hints at an expedited pathway to citizenship for young people who came to the U.S. as children if they attend college or serve in the military. As the details are worked out in the coming weeks, it is critical that legislation include provisions that make it easier for undocumented high schoolers to go to college. Education is the gateway to the American Dream. But today our immigration laws make higher education — a virtual requirement for financial security — out of reach for more than one million undocumented students. Read more...

Sweeping student finance 'reforms' on the cards

Ministers are concerned that 85% of masters students do not complete on time and that spending on student loans – which grew to DKK17 billion (US$3 billion) in 2012 from DKK8 billion in 2001 – makes up 28% of the total investment.
While the increase is partly due to inflation and growth in student numbers, this is by far the highest proportion among OECD countries and is around three times the average proportion of the government education budget devoted to student loans and grants. Read more...
