Le "modèle économique" des instituts hospitalo-universitaires (IHU)
Le rapport conjoint IGAS-IGAENR vise à évaluer l’impact des Instituts hospitalo-universitaires (I.H.U.) sur leur environnement, universités, CHU, organismes de recherche, entreprises de la filière santé, à apprécier le niveau de maturité et la soutenabilité de leur modèle économique et à proposer des mesures garantissant dans la durée les conditions de leur excellence scientifique. Il fait d’emblée deux constats. En premier lieu, en dépit du cadre commun qui leur a été fixé, il existe autant de modèles que d’I.H.U., l’histoire, l’environnement et les personnalités scientifiques qui incarnent ces projets expliquant cette diversité. Par ailleurs, ces modèles sont loin d’être stabilisés. Les perspectives d’autonomie financière initialement envisagées à l’horizon 2020 sont dans ce contexte délicates à cerner, faute d’évaluation des résultats et des potentialités de ces structures.
