C’est en 1991, lors du Symposium de Rüschlikon, qu’a été présenté pour la première fois le concept du Portfolio européen des langues (PEL), parallèlement au Cadre européen commun de référence pour les langues (CECR). Si le Cadre propose des instruments pour l’élaboration de curriculums, de programmes d’enseignement et d’apprentissage, de manuels et d’instruments d’évaluation dans le domaine des langues, le PEL a pour objectif de familiariser les apprenants, les enseignants et personnels scolaires, ainsi que tous les autres acteurs concernés, aux principes qui sous-tendent le CECR, à savoir le respect de la diversité linguistique et culturelle, la compréhension mutuelle entre les pays, les institutions et les différents groupes sociaux, la promotion de l’éducation plurilingue et interculturelle et le renforcement de l’autonomie des individus. En raison du nombre important et de la grande diversité de modèles de PEL validés ou enregistrés et disponibles, le Conseil de l’Europe a mis un terme à l’enregistrement de modèles de PEL fin 2014. Le site internet continuera à proposer toutes les ressources nécessaires à la composition de modèles de PEL, qui, à l'avenir, relèvera de l’unique responsabilité des concepteurs. Dans un PEL, toute compétence dans une langue est valorisée, qu’elle ait été acquise à l’intérieur ou à l’extérieur du système d’éducation formelle. En outre :

• le PEL est la propriété de l’apprenant ;
• il est lié au Cadre européen commun de référence pour les langues (les utilisateurs s’auto-évaluent par rapport aux niveaux de compétence du CECR) ;
• il est conforme à un ensemble commun de Principes et lignes directrices qui ont été approuvés et a fait l’objet d’une Recommandation du Comité des Ministres aux Etats membres concernant les langues vivantes (voir Recommandation CM/Rec(2008)7F).
• Les travaux en cours du Conseil de l’Europe en matière d’éducation linguistique enrichissent le PEL de plusieurs façons, et tout particulièrement en ce qui concerne l’éducation plurilingue et interculturelle. Les valeurs inhérentes au PEL jouent également un rôle central dans les projets du Centre européen pour les langues vivantes (CELV).
• Ce site Web propose une série de maquettes qui peuvent être utilisées, telles quelles ou après adaptation, afin de créer un PEL. Le PEL est un instrument permettant aux personnes qui étudient ou ont appris une ou plusieurs langues de consigner les résultats de leur apprentissage des langues et de leurs expériences interculturelles, ainsi que de développer leur réflexion à leur sujet.

Il comporte trois parties : un passeport de langue, une biographie langagière et un dossier.

Le PEL contribue au développement de l’autonomie de l’apprenant, du plurilinguisme et de la conscience interculturelle.

Il vise principalement à :

• aider les apprenants à donner une forme et une cohérence à leur expérience d’apprentissage et d’utilisation de langues autres que leur première langue ;
• motiver les apprenants en reconnaissant les efforts qu’ils fournissent pour enrichir et diversifier leurs compétences linguistiques à tous les niveaux ;
• fournir un bilan des compétences linguistiques et culturelles qu’ils ont acquises (bilan qui peut par exemple être consulté lorsqu’ils passent à un niveau d’enseignement supérieur ou qu’ils recherchent un emploi dans leur pays ou à l’étranger). More...

Translation
Translation into national/official languages and into other varieties of Romani is encouraged in order to promote wide dissemination and use of these tools. Interested instances are invited to consult the Guidelines for translation.The Council of Europe retains copyright of the Curriculum Framework for Romani, European Language Portfolio models and Handbook for Teachers (see available translations online).

Seminar 2008 : «Teaching Romani Curriculum Framework for Romani and European Language Portfolio»A follow-up seminar involving 17 countries concerned with the issue of teaching Romani was held in Strasbourg on 27-28 November 2008 : “Teaching Romani: Curriculum Framework for Romani and European Language Portfolio”.
New practical instruments to foster the teaching and learning of Romani were introduced: two European Language Portfolio models designed for age groups 6-11 and 11-14. They are accompanied by a Handbook for teachers.
Results of the piloting of the Curriculum Framework for Romani were also presented. Exchanges regarding possible networks between participants took place, as well as with international instances. Issues such as teacher training and school books were examined.

Seminar 2007: «A Curriculum Framework for Romani»”
With a view to introducing the CFR and launching a piloting phase, a seminar involving 10 countries (representatives of ministries with responsibilities for Romani in the curriculum, and Roma educators) was organised in May 2007 by the Language Policy Division in Strasbourg. This was the first phase leading to a wider implication of further countries concerned in 2008.
A piloting phase was launched subsequently to the seminar. Projects presented by participants are included in the seminar’s report (see below, available in English and in Romani).

In February 2008 the Committee of Ministers of the Council of Europe adopted a Recommendation addressed to all its member states on Policies for Roma and/or Travellers in Europe [Recommendation CM/Rec(2008)5]
