National Office for Equity of Access to Higher Education

http://www.guninetwork.org/utils_images/guni-1/image_preview

In 2003, the National Office for Equity of Access to Higher Education (Government Ireland) was set up within the Higher Education Authority to make it easier for groups who are under-represented in higher education to go on to third level education. These groups include those who are disadvantaged socially, economically and culturally, mature students and students with a disability. The national office works with all colleges and universities and is supported by an advisory group representing students, parents, the education sector and social partners. Open Access Success, California style

http://profile.ak.fbcdn.net/hprofile-ak-prn2/211196_167103106682657_146823_q.jpgTwo weeks ago the University of California system-wide Faculty Senate announced that they have passed an open access policy for all 10 campuses. The policy covers 8000 tenure-track faculty, and as many as 40,000 papers annually, making up 2-3% of the worldwide scholarly journal content. More details (and some videos of me looking really tired) are here.
This is a major success. It’s a huge university system, with an unusually powerful federal faculty governance system, and getting any organization that large to do anything forward thinking is itself a triumph, and I’m proud to have been part of it. The policy commits faculty to making their work available using the California Digital Library’s eScholarship platform, or any other open access repository. It will begin on Nov. 1st, and will roll out first at UCLA and UCI, in addition to UCSF which passed a policy in May of 2012.
There has been some attention to this policy in the news media (at the Chronicle, Reason, the Daily Cal at CDE, and a nice Atlantic article that makes the point that open access is crucial to making Wikipedia more reliable). More...

Universities accept record numbers

http://cdn2.belfasttelegraph.co.uk/config/article28972954.ece/BINARY/logo-belfast.pngA record number of students have already been accepted on to university courses, official figures show. As of midnight on Wednesday, 385,910 applicants had been accepted by UK universities and colleges - 31,600 more than at the same point last year, a rise of 9%.
The admissions service Ucas said it is the highest number of acceptances ever recorded on A-level results day. The figures come as students across England, Wales and Northern Ireland receive their results, with many also due to learn whether they have won a coveted place at university. More...

Private schools attack 'crude' university access targets

http://t2.gstatic.com/images?q=tbn:ANd9GcSoQTWRsBvjCbs_LMFsFghL7rCYnNTmB1LkWqkyra9lZrNRU1SQGVddb74By . Top universities are discriminating against private school pupils by engineering admissions in favour of teenagers from the state system, according to the head of Britain’s biggest independent schools group. Institutions are attempting to drive down recruitment from the fee-paying sector to satisfy Government demands for a more socially-balanced student body, it is claimed.
Barnaby Lenon, chairman of the Independent Schools Council, said the creation of specific targets that discriminate between state and private school pupils were “wrong” and actually risked favouring affluent children from “middle-class comprehensives”. An analysis by the Telegraph shows that 11 out of 20 members of the elite Russell Group want to increase admissions from state schools over the next five years. This includes Cambridge, Durham, Exeter, King’s College London, the London School of Economics and Warwick. One institution – University College London – has pledged to boost the number of places awarded to state-educated entrants by 10 per cent by 2016. More...

Why open access isn't enough in itself

http://static.guim.co.uk/static/c55907932af8ee96c21b7d89a9ebeedb4602fbbf/common/images/logos/the-guardian/professional.gifBy Ellen Collins. Paywalls may not be the only barrier we need to overcome if the public is to benefit from academic research, says Ellen Collins. I hit a career high when my research on university library data recently appeared in the Guardian education pages. However, my initial surge of excitement was tempered slightly when I saw the journalist hadn't provided references to my actual study and significantly when I realised the single finding she'd quoted was – to put it charitably – not very reliable. My feelings on browsing the comments section can't really be articulated in a family news outlet, but it was clear that many people had picked up an incomplete understanding of how and why the research was being done. But the worst part of the experience was this: I had blogged the whole project – background, rationale, false starts, findings, corrections – openly online. Aren't these misunderstandings exactly the kind of problem that openness is supposed to prevent? More...

1st World Congress on Access to Post-Secondary Education

https://www.regonline.com/custImages/350000/358669_copy/world-congress-logo-130-tweak-H.jpg1st World Congress on Access to Post-Secondary Education - 7th - 10th October 2013, Montreal, Canada
Online registration now open - click here to go to the registration site!  (Simultaneous translation in French and Spanish available for plenary sessions).
Introducing the World Congress Series on Access to Post-secondary Education
"Connecting the Unconnected"
We aim to make a tangible impact on rates of participation and success in post-secondary pathways wherever youth and adults are held back by poverty, birth and other economic and social circumstances.
The number of people participating in post-secondary education has risen globally over recent decades, but participating successfully still remains beyond the reach of many. New efforts are needed to tackle the factors that continue to hinder successful participation. The World Congress Series aims to spark a new global movement to advance opportunities in post-secondary education for all people, wherever they live or whatever their background. Our goal is to 'connect the unconnected' for collective impact. This also means addressing inadequate primary and secondary education and opportunities for adult learning.
The first of three World Congresses will take place in Montreal, Canada in October 2013 (with two more occurring in 2015 and 2017 in different countries). The Congress will give a strong voice for students and young people and will be informed and shaped by a series of virtual and live International Student Forums (ISF) in different regions of the world. It will end with an Agenda for Action and a series of experimental projects that will be the fulcrum for work by the movement across all continents. With other global, national and local activities in between the three major events, the World Congress series will progressively build and enact an agenda for change.
The Congress is an initiatve of the European Access Network. More information can be found on the World Congress website: www.eanworldcongress.org.
