2015 est une année sombre, celle d’une France endeuillée par trois attentats terroristes meurtriers qui s’inscrivent dans une suite ininterrompue, conséquence de l’émergence du djihadisme radical.
L’intensité de ces attaques marque une étape nouvelle.
Malgré les efforts de nos services de renseignement pour déjouer ou entraver ces attaques, leur survenance même questionne naturellement leur efficacité.
Paradoxalement, 2015 est aussi l’année au cours de laquelle le Parlement s’est appliqué, pour la première fois, à accompagner la montée en puissance des services de renseignement, autorisés à utiliser des techniques nouvelles plus intrusives, par l’élaboration d’un cadre juridique plus solide afin de sécuriser leurs actions, mais aussi et surtout, de définir des procédures protectrices des libertés et de la vie privée de nos concitoyens. Deux lois ont été adoptées en ce sens aux termes de débats nourris, à l’Assemblée nationale comme au Sénat, mais aussi dans l’opinion publique et dans les médias. In 2015, the public debate was dominated by moving images of migrants making their way to Europe and by the concerned reactions of European citizens to the asylum issue. Attention is currently focused mainly on the problems relating to the local reception of new groups of asylum seekers. At the same time, however, policymakers face a second fundamental challenge, which is the question of how to facilitate the integration of asylum seekers who have been granted a residence permit into Dutch society. A few pioneering Chinese universities have kicked off global recruitment efforts to encourage applications for jobs as deans and department chairs, aiming to build global competitiveness.
As more senior university management positions become available for foreigners, the government should work out policies to ensure their benefits, said education experts.
Sun Yat-sen University in Guangzhou, Guangdong province, is seeking to recruit deans, chairs and academic leaders from across the globe for the schools and departments expected to be built on its Zhuhai campus. What is China’s role in the globalization of higher education, its global agency in higher education, and the impact of its diaspora, soft power, and its new Silk Routes policies? What is its capacity to become a global leader in higher education, i.e. in creating global public goods, such as knowledge and educational opportunity? Alors qu’auparavant elle se concentrait sur la mobilité des étudiants, elle englobe maintenant de nombreuses activités comme l’apprentissage interculturel, les partenariats et réseaux de corps professoraux, l’exportation de services d’éducation, les campus situés à l’étranger et l’internationalisation des programmes d’études. Même si l’ampleur et la profondeur de ces activités varient selon la province ou le pays et d’un établissement à l’autre, il est généralement admis qu’à la base, l’éducation internationale offre de nombreux avantages et d’énormes possibilités, notamment pour faire la promotion d’une région comme lieu d’investissement mondial, combler des manques dans des budgets nationaux de plus en plus restreints, et permettre le développement de l’éducation du 21e siècle pour les étudiantes et étudiants. Au CNRS, on enregistre chaque année 2,5 millions de connexions à cette plateforme d’analyse bibliométrique fournie par l’éditeur Thomson-Reuters. « Le marché arrivant à échéance fin 2015 et le CNRS ayant acquis une compétence nouvelle en tant que centrale d’achat, le moment était venu d’actualiser entièrement nos choix de fournisseurs et de prestations bibliométriques », indique Renaud Fabre, directeur de l’information scientifique et technique (DIST), du CNRS. We present an approach that aims to comprehensively account for scientists’ academic engagement and commercialization activities. While previous research has pointed to the economic and social impact of these activities, it has also been hampered by the difficulties of accurately quantifying them. Our approach complements university administrative records with data retrieved from external sources and surveys to quantify academic consulting, patenting and academic entrepreneurship. This allows us to more accurately account for ‘independent’ activity, i.e. academic engagement and commercialization outside the formal university channels and often not recorded by universities. We illustrate this approach with data for 10,000 scientists at Imperial College London. Results indicate that conventional approaches systematically underestimate the extent of academic scientists’ impact-relevant activities by not accounting for independent activities. We find a larger proportion of scientists to be externally active, yet with the exception of consulting we find no significant difference between individuals involved in supported (university-recorded) and independent activity, respectively.
