Slovenia: Several changes in short cycle higher vocational education in Slovenia

Subsribe to our newsletterThe Act on short cycle higher vocational education has marked some changes in November 2013. The amendments to the Act will bring more autonomy for higher vocational colleges regarding the implementation of curriculum. The process of accreditation of new programmes has been simplified, while it still stays in the domain of a committee nominated by the Council of Experts for Vocational Education of the Republic of Slovenia. The changes are also expected to increase the flow of knowledge from the industries to the education institutions, since the path for the experts from the practice to teach in the higher vocational colleges has been cleared up. Further collaboration with social partners regarding practical education has been ensured by the introduction of a procedure for nominating the relevant chamber of commerce and industry and consequently funds for practical education. Traditionally in Slovenia, short cycle higher vocational education is provided in vocational colleges and is characterized by good responsiveness to the needs of the labour market demands and high employability of its students.

Spain: The Organic Act on the Improvement of the Quality of Education has been published in the Official State Gazette

Subsribe to our newsletterSpain has made a great effort to achieve the generalisation of the constitutional right to education and the guarantee of a free basic compulsory education, and this free-of-charge nature is extended to the second cycle of Pre-primary Education, to Upper General Secondary Education and to Intermediate Vocational Education in public schools and some publicly funded private schools.
The current education system has to face new challenges, such as reducing the early school leaving rate and improving the academic performance of 15 year old students and of the population between 16 and 65 years of age.
Due to all of these reasons, this education reform includes some measures with the following intentions:

  • To improve the conditions to ensure that all students can acquire and express their talents and develop their full personal and professional potential, as a base for equal opportunity.
  • To tackle the main problems detected in the Spanish education system through the objective results of the assessments conducted by international organisms.
  • To simplify the curriculum, to reinforce instrumental knowledge, to increase the flexibility of educational pathways, to develop consistent external evaluation systems, to promote a greater autonomy and specialisation of schools, to increase result transparency and accountability, and to promote the culture of effort.
  • To converge towards the European education objectives found within the Europe 2020 strategy.

The regulations for the development of the act will shortly be processed, having previously consulted with the Autonomous Communities, the organizations and the entities of the educational community and with all citizens in general.

Portugal: The Ministry of Education and Science introduced the curriculum standards

Subsribe to our newsletterThe Ministry of Education and Science introduced the curriculum standards, which clarify what is considered to be the essential outcomes for students within the programme, while providing teachers with pedagogic freedom to teach. Together with the curricula for the different subjects, the standards are crucial references for teaching development. The programmes contain clearly defined priorities, indicating the knowledge to be acquired and capabilities to be developed by students in each school year. The curriculum standards are an essential learning reference for students in each subject and by year of schooling. The use of this regulatory document is progressively compulsory from the academic year 2013-2020 onwards. As guiding principles, the standards should help to identify the performance that demonstrates the knowledge acquired and what skills should be developed, assisting teachers, parents and students to identify if standards have been met and where difficulties may reside.
