Apprentissage : une priorité pour la formation des jeunes

http://www.desideespourdemain.fr/themes/desideespourdemain/imgs/logoim.pngAlors que le nombre de contrats d’apprentissage signés au cours du 1er semestre 2013 est en recul de 23 % par rapport à la même période de 2012, Laurent Bigorgne, directeur de l’Institut Montaigne, revient cette semaine sur les enjeux de l’alternance en France.
Trop de jeunes sortent aujourd’hui sans qualification du système scolaire et notre pays compte près de deux millions de personnes âgées de 15 à 30 ans qui ne sont ni en emploi, ni en formation.
Présentés par le gouvernement comme les outils privilégiés de la lutte contre le chômage, les contrats de génération comme les emplois d’avenir peinent à trouver leur public.
S’il l’on veut durablement inverser la courbe du chômage et insérer les jeunes sans qualification, l’apprentissage est la voie qu’il convient de privilégier, de façon résolue et désormais urgente.

Un rapport précise la mise en oeuvre de la Garantie Jeunes

http://www.arifor.fr/images/logo-arifor_03.gifLe groupe de travail sur "la Garantie jeunes" a remis son rapport au Premier ministre le 5 juin 2013. Annoncée en janvier 2013 dans le cadre du Plan de lutte contre la pauvreté et pour l'inclusion sociale, la Garantie jeunes est un dispositif destiné à venir en aide aux jeunes qui sont hors du système scolaire, sans emploi et sans formation. En 2011, 14,7% des 15-29 ans étaient dans cette situation.
La Garantie jeunes doit reposer sur une base contractuelle: le jeune signe avec une mission locale un contrat annuel et renouvelable. La mission locale devra lui organiser un accompagnement sans rupture, le conseiller s'engageant à "répondre aux sollicitations du jeune, à l'appuyer et à l'orienter pour résoudre les difficultés empêchant son accès à l'autonomie".
La Garantie jeunes se compose à la fois d'une "garantie à une première expérience professionnelle" et d'une "garantie de ressources".
La Garantie jeunes sera mise en oeuvre à partir de septembre prochain et visera 10 000 jeunes sur 10 territoires pilotes pendant un an, "avant une montée en charge progressive sur l'ensemble du territoire national, d'ici 2016, pour 100 000 jeunes par an en rythme de croisière", précise un communiqué du Premier ministre.

Un séminaire national organisé par le Ministère du Travail, de l’Emploi, de la Formation, Professionnelle et du Dialogue Social a eu lieu en avril 2013 sur la formation des jeunes en emplois d’avenir. Les actes de ce séminaire sont désormais en ligne et notamment une synthèse des débats.
Cette journée, à vocation technique, a réuni l’ensemble des acteurs régionaux impliqués afin d’identifier le rôle de chacun et les leviers et moyens à mobiliser pour construire les meilleurs parcours possibles pour ces jeunes.

CoR calls for reforming training schemes and increasing resources to the Youth Employment Initiative

In the opinion on the Youth Employment Package, drafted by the President of the Tuscany Region, Enrico Rossi (IT/PES) and adopted unanimously at the May plenary, the Committee of the Regions endorses the European Commission's efforts to harmonise and improve provisions for traineeships, apprenticeships and work placements. The CoR also warned Member States against providing insufficient funding for the Youth Employment Initiative which was launched at the European Council on 7-8 February, earmarking €6bn from the EU budget. Regions and cities are calling for the initiative to be strengthened and brought forward, starting already in 2013.
"The key question we have to answer to is how to get young Europeans into the job world", Rossi said before stressing that, "The solution includes providing adequate traineeship and apprenticeship opportunities, addressing in particular young people who are not in education, employment or training, as suggested by EU Commissioner Andor". Having a clear vision of local needs and challenges, regions and cities have a key role to play in implementing the new initiative starting with the youth guarantee schemes which promise young people good quality employment, continued education, an apprenticeship or a work contract within four months of finishing school. According to Rossi, "This guarantee should be seen as a right for all young EU citizens". There are encouraging signs as pilot projects are already being realised by several regions, Rossi said, "In Tuscany the impact of the guarantee has been highly effective with 40% of young workers being offered a job straight after their traineeship". The CoR insists that youth guarantees should be extended to cover young people up to the age of 30 (not just up to 25), including those with university degrees. However, the CoR acknowledges that adopting the scheme will be very expensive and not feasible in several Member States unless they can count on adequate EU funding. Read more...

Une journée pour l’emploi des jeunes dans l’ESS - Jeun’ESS

Durant toute une journée, ils pourront y rencontrer des recruteurs de l’économie sociale et solidaire (ESS). Site internet du programme Jeun'ESS.
Des centaines d'offres d'emploi, de stages, et de contrats en alternance seront proposées aux jeunes par 25 recruteurs différents. Tournée vers la valeur ajoutée sociale et environnementale, attractive et porteuse de sens, l'ESS est une économie qui offre aujourd'hui de réelles opportunités d'embauche puisqu'on estime à 600 000 le nombre de départs à la retraite d'ici 2020.
Cette journée est soutenue par Benoît Hamon, ministre délégué chargé de l’économie sociale et solidaire et de la consommation, qui se rendra sur le Forum Emploi à 11h30, le 13 juin 2013.

Le Forum Jeun'ESS, c'est:
  • plus de 1 800 candidats inscrits;
  • plus de 300 offres d'emploi, de stages et de contrats en alternance proposés par 25 recruteurs de l'ESS;
  • une centaine d'annonces à consulter sur le "mur d'offres" avec l'appui de professionnels de l'emploi;
  • des conseils personnalisés pour la recherche d'emploi;
  • un espace dédié à l'entrepreneuriat dans l'ESS;
  • des ateliers thématiques.

Mozaïk RH, cabinet de recrutement non lucratif spécialisé dans la promotion de l'égalité des chances, participe également à l'événement. Soutenu financièrement par le ministère de l'économie sociale et solidaire, il propose gratuitement aux employeurs de l'ESS d'identifier leurs besoins de recrutements en emplois d'avenir et leur propose des profils adaptés.

Le Programme Jeun'ESS

Le programme Jeun’ESS est destiné à mieux faire connaître l’économie sociale et solidaire auprès des jeunes et à renforcer leur implication dans ce secteur. L'appel à projets Jeun'ESS, doté de 1,3 million d’euros, a été lancé en 2011. Il est le fruit d’un partenariat entre l’Etat, la Caisse des dépôts et consignations, et six fondations ou entreprises de l’économie sociale et solidaire. Sur les 200 dossiers qui ont été soumis, neuf ont été retenus. Ils démontrent l’intérêt que porte la jeunesse à l’économie sociale et solidaire et à ses capacités d’innovation.

OECD countries commit to action plan to tackle youth joblessness

Endorsing the OECD’s Action Plan for Youth at the Organisation’s annual Ministerial Meeting in Paris, ministers underlined the need to focus attention on the most disadvantaged youth, including the low-skilled and immigrants, who are at most risk of long-term unemployment and social exclusion.
“Immediate action is needed to stop the crisis further damaging young people’s prospects,” said OECD Secretary-General Angel Gurría at the OECD Ministerial Meeting in Paris. “This commitment by OECD countries is encouraging. Governments must strengthen their efforts to promote the creation of jobs for youth, push ahead with their labour market reforms, and improve their education systems to give young people the opportunities they need to succeed.”
The number of young people out of work in the OECD area is nearly a third higher than in 2007 and set to rise still further in most of the countries with already very high unemployment in the months ahead. Commission proposes rules to make Youth Employment Initiative a reality

This document sets out the key parameters and introduces the Commission proposals for the corresponding amendments to the Common Provisions Regulation (CPR) covering the European Structural and Investment Funds and to the European Social Fund Regulation that are currently in discussion between the European Parliament and the Council. Introduction

The economic crisis is having an exceptionally severe impact on young people: the EU youth unemployment rate stood at 23.6 % in January 2013, more than twice as hig has the adult rate, and no signs of improvement are in sight. 7.5 million Europeans aged 15-24 are neither in employment nor in education or training.
The situation is particularly acute in certain Member States and in certain regions. This poses a serious threat to social cohesion in the EU and risks having a long-term negative impact on economic potential and competitiveness. EU institutions and governments, businesses and social partners at all levels need to do all they can to avoid a "lost generation".
To tackle the unacceptably high levels of youth unemployment, the Commission adopted the Youth Employment Package on 5 December 2012. It includes a proposal for a Council Recommendation on Establishing a Youth Guarantee, launches a second-stage social partner consultation on a Quality Framework on Traineeships, announces a European Alliance for Apprenticeships and outlines ways to reduce obstacles to mobility for young people.
The EU structural funds have already made an important contribution to the on-going fight against youth unemployment, in particular through the action teams es tablished under the Youth Opportunities Initiative adopted in December 2011.
The European Council of 7-8 February 2013 recalled the considerable support already provided by the EU. Recognising the particularly difficult situa tion of young people in certain regions, it has proposed a Youth Employment Initiative (YEI) w ith a budget of € 6 billion over seven years (2014-2020) and open to all regions with a level of youth unemployment above 25%.
This initiative would be funded within the Cohesion Policy sub-heading b y € 3 billion coming from targeted investment from the European Social Fund (ESF) and € 3 billion coming from a dedicated budget line.
In order to put in place all conditions necessary for a quick implementation of the YEI, the Commission sets out hereafter the key parameters it proposes for the YEI and introduces the Commission proposals for the corresponding amendments to the Common Provisions Regulation (CPR) covering the European Structural a nd Investment Funds and to the European Social Fund Regulation that are currently in discussion between the European Parliament and the Council.
Making the Youth Employment Initiative a reality

By reinforcing and accelerating the delivery of activities supported by ESF funding, the YEI should support in the eligible regions the implementation of important Commission initiatives, namely, the Youth Employment Package and in particular the Recommendation on Establishing a Youth Guarantee, politically agreed by the Council on 28 February 2013 which aims to ensure that all young people aged 15-24 not in employment, education or training (so-called NEETs) receive a good-quality offer of employment, continued education, an apprenticeship or traineeship within a period of four months of becom ing unemployed or leaving formal education.
The precise measures will be agreed between the Commission and the Member States in the context of the cohesion policy programming process, but all activities supported by the YEI will target individual persons who are not in employment, education or training rather than systems or structures. The YEI will thus be complementary to operations undertaken at national level, including those with ESF support, with a view to se tting up or implementing the Youth Guarantee schemes. To achieve this complementarity, the implementation of the YEI should be fully integrated in ESF programming under the investment priority on support to the sustainable integration of young NEETs into the labour market. Whe re appropriate, Member States should be allowed and encouraged as part of the YEI to allocate for dealing with the problem of youth unemployment and inactivity more ESF resources than the minimum € 3 billion ESF effort required as match funding of the specific YEI allocation.
The investments supported by the YEI should be strongly oriented towards achieving concrete results and achieving them quickly. The Commission therefore propos es to frontload the YEI, notably by not submitting it to the performance reserve mechanism, to achieve tangible impact early on in the implementation. It will also encourage Member States to use the new instrument of Joint Action Plans proposed for the 2014-2020 programming period as a way to simplify implementation and focus on results. In order to avoid that budgetary constraints become an impediment to a smooth implementation of the YEI, it is proposed that only the ESF contribution should be co-financed from national resources.
The implementation of the YEI should be based on a comprehensive strategy for achieving the objectives of the Youth Employment Package and for e stablishing a Youth Guarantee in line with the Council Recommendation. As described in the Council Recommendation, Member States will design the scheme according to national, regional and local circumstances, considering issues such as the fact that young people are not a homogenous group, principles of mutual obligation and the need to address the risk of cycles of inactivity. Macroeconomic conditionality should apply. When taking into account the economic and social circumstances of the Member State concerned, attention should be paid to the labour market situation and prospects of young people.
At Member State level, the YEI would be programmed within the ESF. Specific provisions for publicity, monitoring progress and evaluating impact as well as financial management and reporting of the YEI will be of particular importance to ens ure that its implementation is simple and its contribution can be measured and is visible.
For this purpose, the Commission is amending its proposals for the Common Provisions Regulation and the ESF Regulation.
Conclusion

Making the Youth Guarantee a reality requires well-targeted public investments, which the ESF can strongly support. The YEI should reinforce the necessary ESF support to human capital investment as called for by the European Council. The Commission therefore reiterates its proposal for establishing ESF minimum shares with the aim to ensure that the ESF part in EU cohesion policy resources increases from the current 22% to at least 25%.

L’insertion professionnelle des jeunes

Efigip propose une rencontre sur l’insertion professionnelle des jeunes
Elle se déroulera le 20 décembre 2012 de 13h30 à 17h à l’Irts Franche-Comté.

Cette rencontre s’organise en deux temps:
- présentation par Efigip et ses partenaires de résultats d’enquêtes d’insertion menées en région,
- témoignages de conseillers d’orientation, d’insertion et de responsables de structures pour éclairer les questionnements sur les usages et les limites des apports de ces enquêtes dans leur pratique professionnelle.
L’enjeu de cette demi-journée est de valoriser des travaux d'études régionaux récents, de mieux connaître les usages qui en sont faits et d’identifier les besoins des professionnels dans leur mission d’accompagnement des jeunes.
Programme et inscription.
L’accès des jeunes à l’emploi, préoccupation majeure des politiques publiques, est particulièrement dépendant du contexte économique. En cette période de crise, l’augmentation constante du chômage des jeunes confirme cette corrélation.
Divers travaux sur l’insertion professionnelle des jeunes sortants de formation sont menés en région afin d’éclairer cette problématique. Ils sont mis à disposition de tous les professionnels intervenant dans les domaines emploi-formation-insertion.
L’enjeu de cette demi-journée est de valoriser quelques travaux régionaux, de mieux connaître les usages qui en sont faits et d'identifier les besoins des professionnels dans leur mission d'accompagnement des jeunes.

Economic and societal cost of Europe's youth not in employment, education or training (NEETs)

With unemployment levels for young people at unprecedented levels across the EU, a new report published today by Eurofound reveals how the greatest urgency lies with the 14 million young people currently not in employment, education or training (NEETs). Eurofound’s latest comparative research findings on NEETs show that the economic loss to society of not integrating NEETs is estimated at €153 billion, in addition to the inestimable costs for their disengagement from society in general. The report’s findings will be presented for the first time in full at the EU Presidency Conference on Employment Priorities in Nicosia, Cyprus, on 'Developing sustainable youth employment policies in an era of fiscal constraints'.
Young people and 'NEETs'
The aim of this project is to investigate the current situation of young people in Europe, focusing specifically on those who are not in employment, education or training, and to understand the economic and social consequences of their disengagement from the labour market and education. Member State initiatives to help reintegrate young people into the labour market are also investigated.
Definition: what is a NEET?

The term NEET is used to describe young people who are not engaged in any form of employment, education or training. The term has come into the policy debate in recent years due to disproportionate impact of the recession on young people (under 30 years old). The unemployment rate for those under thirty is nearly double the average rate. See full infographic   Download the full report.
Who is at risk?

Those with low levels of education are three times more likely to be NEET than those with third-level education. The risk is 70% higher for young people from an immigration background than nationals while having a disability or health issue is also a strong risk factor. See full infographic.
Rates of NEETs across Europe

Some 14 million young people are not in employment, education or training across the EU as a whole. However rates vary widely from from around 5.5% of 15-24 year olds in the Netherlands to 22.7% in Italy. See full infographic.
The cost of NEETs to society

The economic cost of not integrating NEETs is estimated at over €150 billion, or 1.2% of GDP, in 2011 figures. Some countries, such as Bulgaria, Cyprus, Greece, Hungary, Ireland, Italy, Latvia and Poland are paying 2% or more of their GDP. See full infographic.
Disengagement from society

The economic cost is not the only one. Young people not in employment, education or training are at higher risk of being socially and politically alienated. They have a lower level of level of interest and engagement in politics and lower levels of trust. Even in those countries where NEETs are more politically engaged (such as Spain) they do not identify with the main actors.See full infographic.
Policy measures
EU Member States have tried a number of measures to prevent young people from becoming NEET and to reintegrate those who are NEETs. The involvement of a range of stakeholders in the design and delivery of youth employment measures is essential. In particular, a strong level of engagement with employers and their representatives is needed for measures that focus on fostering their beneficiaries’ employability. Successful policies are innovative. They introduce new ways of reaching out to their target groups, with outreach activities forming an important part of efforts to engage disfranchised young people, while incentives, ‘branding’ and marketing campaigns can be useful in the context of more universal youth employment services.See full infographic.
