Encouraging results for education reform

The announcement of A-level results is a time-honoured summer ritual, with households around the country gathering in trepidation and then, ideally, exhilaration. Yet this year, there is a different flavour to events. As in 2012, grades are doing something decidedly untraditional: namely, going down.
This is not a fact to be lamented. No one seriously disputes that the exam system fell victim to rampant grade inflation: how else to explain the threefold rise in the proportion of A grades since the mid-Eighties? That this trend is now going into reverse is a tribute to the Coalition’s efforts, with the watchdog Ofqual and the exam boards given the clearest indication by Michael Gove, the Education Secretary, that he wants to restore rigour and integrity to the system. Next steps in higher education regulatory reform

http://www.hefce.ac.uk/media/hefce/st/i/hefce80.gifThe Government has announced its intention to make further changes to the regulation of higher education in England [Note 1]. These changes follow the 2011 Higher Education White Paper ‘Students at the heart of the system’ [Note 2], which sets out the Government’s plans for placing higher education on a financially sustainable footing, delivering a better quality student experience, and promoting social mobility.
The success of higher education in England is underpinned by the principles of institutional autonomy and academic freedom, and the new arrangements build on these strong foundations. The Government has asked HEFCE and the Regulatory Partnership Group (RPG) [Note 3] to implement them within existing legislation, while recognising that a new legislative framework will be required in the longer term.
Working in partnership with the RPG, HEFCE is asked to take on a regulatory oversight and coordination role [Note 4]. HEFCE is leading work on a number of strands of the new arrangements:

  • developing a register of higher education provision in England [Note 5]
  • consulting on proposed revisions to HEFCE’s Financial Memorandum [Note 6]
  • operating of a new system of specific-course designation for alternative providers [Note 7]
  • implementing further changes to student number controls, including extending them to alternative providers from 2014-15.

The Government has announced that it intends to delegate to HEFCE responsibility for the process of approving designation of HEFCE-funded universities and colleges, and for providing assurance that the agreed terms and conditions are met. Eligible courses at these institutions are and will continue to be designated automatically, allowing students to access student support. Institutions will not be required to undergo a separate designation process. This means that in practice there will be little change for existing institutions, and no additional administrative burden. More...

Universities UK report examines impact of higher education reforms

http://www.eua.be/images/logo.jpgUniversities UK has published a new report which examines the impact of significant changes that have taken place in UK higher education since 2011.
These include the introduction of new fee levels in 2012-2013 and changes to the funding of undergraduate students, as well as immigration reforms that have affected the UK's universities.
The report, entitled “The funding environment for universities: an assessment” looks at the implications of these developments for the future funding and financial sustainability of UK universities.

Réforme de la formation professionnelle : la feuille de route de Michel SAPIN

http://www.cariforef-reunion.net/templates/siteground-j15-105/images/logo.pngLes partenaires sociaux ont jusqu’à décembre pour conclure un accord concernant la nouvelle réforme de la formation professionnelle. Michel SAPIN a ainsi communiqué la feuille de route, un document d’orientation de cinq pages.
Le document liste trois points qui devront être discuté par les partenaires sociaux :

  • La sécurisation des parcours professionnels avec notamment le déploiement du compte personnel de formation. (A noter que le compte personnel de formation est créé par l’ANI sur la sécurisation de l’emploi de janvier 2013 et reprise dans la loi de sécurisation de l’emploi de juin 2013).
  • « Faire de la formation un investissement de compétitivité au sein de l’entreprise »
  • La simplification et une meilleure efficacité du système « laissant la porte ouverte à une refonte du financement d’un montant de 31,5 milliards d’euros en 2010 » (Libération, 9 juillet 2013)

Réforme de la formation professionnelle

http://www.efigip.org/modules/news_cms/upload/small_2cc14afa2a757681a37307f5d1dfe948.jpgLe gouvernement a transmis aux partenaires sociaux le document d'orientation qui servira de base pour la négociation nationale interprofessionnelle autour de la réforme de la formation professionnelle. Le projet de loi est prévu pour la fin de l'année 2013.
Le document d'orientation définit trois domaines :
- l’amélioration de l’orientation professionnelle et un meilleur accès à la formation professionnelle,
- l’investissement dans la formation professionnelle comme un levier de compétitivité au sein de l’entreprise,
- une gouvernance des politiques de formation professionnelle plus simple et plus efficace.

Négociation sur la réforme de la formation professionnelle

http://t0.gstatic.com/images?q=tbn:ANd9GcTXAu723vTGijsCaxUjWMmoi8ug0gqbiZ3EM4Ue9UazIDMqaD6Lx02x_HYLe gouvernement a transmis, lundi 8 juillet 2013, aux partenaires sociaux - syndicats (CGT, FO, CFDT, CFE-CGC et CFTC) et patronat (Medef, CGPME, UPA) - le document d'orientation les invitant à ouvrir une négociation sur « la formation professionnelle pour la sécurisation des personnes et la compétitivité des entreprises ». Conformément à la feuille de route issue de la grande conférence sociale, le Gouvernement propose que cette négociation aboutisse dans un délai compatible avec la préparation d'un projet de loi avant la fin de l'année 2013.
Les participants sont d'ores et déjà convenus de la nécessité d’un plan d’action concerté pour saisir toutes les opportunités d’emploi pour les jeunes et les demandeurs d’emploi.
Afin d’accompagner cette mobilisation, des « formations prioritaires pour l’emploi » seront mises en œuvre dès septembre pour former 30 000 demandeurs d’emploi supplémentaires d’ici à la fin de l’année.

Is Higher Ed the Next Target of Corporate ‘Reformers’?

The proposed shuttering of City College of San Francisco bears unsettling parallels to K-12 school closings. As students at City College of San Francisco (CCSF) registered for fall classes this month, they received an alarming piece of news: The Accrediting Commission for Community and Junior Colleges (ACCJC), one of seven regional accreditors in the western United States tasked with ensuring the quality of higher education programs, announced that it would terminate the school’s accreditation in July 2014. Currently serving more than 85,000 students, CCSF will be the largest school ever to lose its accreditation, which will effectively ensure its closure by disqualifying students from receiving federal loans and grants and the college from state funding. Espé - réforme au pas de charge

La seconde loi est inutile; sa mise en œuvre suppose d’ailleurs des décrets, des arrêtés, des circulaires, qui ne viendront peut-être jamais (Chronique: Non!).
La première, dite loi Peillon, est censée réformer la formation des enseignants du primaire et du secondaire. Elle crée des Écoles Supérieures du Professorat et de l’Éducation (Espé dans le jargon), et le master Métiers de l’Enseignement, de l’Éducation et de la Formation (master MEEF dans le jargon). Students given role in university reforms?

The National Union of Students (NUS) has been asked to help regulate institutions as part of the Government's latest bid to reform higher education.
The move is part of a plan by ministers to give more powers to the Higher Education Funding Council for England (HEFCE) - the body which hands grants to universities for research and teaching. Read more...
